Sound familiar? During this time, the coast district had the highest administrator to teacher ratio in all of Orange County. Perhaps they still do. Faculty members spoke out about administrative waste, inefficiency and lack of accountability and collegial.tty. The fact is that both Golden West and Orange Coast coUeges' administrations in 1994 far exceeded the other community coUeges in Orange County. But of course there was no movement on the pan of the board to downsize administrative staff. And, after commissioning management stud.ie~ that totaled more than $100.000, how many of the various consultants' well-researched recommenddtions were ever implemented?
