NEWPORT BEACH CITY COUNCIL PREVIEW
later. FYI ON THE AGENDA •WHAT: Newport Beach City Council

Plans to build a public walkway along

snag: laclc of space.
• WHERE: Council Chambers, 3300

SMOKING ON THE BEACH •WHEN: 7 p.m.
'Ille City Cowicil will return to an issue
that's proved a burning debate in
beach.side cities: Banning smoking on
the sand.
While a study of the idea has proven
it's possible, the problem is that because
a number of the buildings along Coast
Highway are buUt right out to the water,
part of the walkway would have to be
constructed even farther toward the
harbor -where docks now are. And most
of those docks, staff members report,
already are as far out Into the harbor as
the federal government allows.
•INFORMATION: (949) 644-3005 or
www.city.newport·beach.ca. us
In Newport, the discussion dates back
to November, when members of the
environmental group Earth Resource
Foundation first asked for the ban. Since
then, Newport Harbor High students also
have called' on the council to throw
figurative water on would-be smokers.
WHAT TO EXPECT
have effects on how the city handles
eelgrass. Udo Marina Village, coastal
bluffs and even Banning Ranch.
WHAT TO EXPECT
Staff members are recommending
approval and submission to the state
Coastal Commission.
AIR SOFT RIFLES
The city does have the power to enact
a ban, according to city staff members.
Pros to a ban would be the promotion of
a healthier, nonsmoking liff!Style and a
reduction in trash. The cons are the
difficulty in enforcing the law and the
possibility that smokers would move to
other places to Ught up, such as parking
lots and alleys.
A plea for a little federal help. Staff
members are encouraging the council to
ask the government to reestablish the
"pierhead line" farther into the harbor.
The first step, being asked for tonight, is
Lo provide $15,000 to Cash & Associates
Engineering and Afchjtecture, which has
been studying the issue, 10 investigate
me idea more.
The use of"air soft" rifles. which shoot
peUets, has been growing. and it may be
able to come to an end. The council wiU
consider an ordinance adding the guns,
which look much like real guns, to a list
of weapons that can oniy be used with
the permission of the cltys police chie(
WHAT TO EXPECT
WHAT TO EXPECT

ordinance, send the issue to the Parks,
Beaches and Recreation Commission for
more discussion or have staff members

Pastor John Huffman of St. Andrews Presbyterian Church wittl a model of the church's proposed expansion.

A wning exemption to allow St.
Andrew's Olurch lo expand should
not be approved. nus church is situatt'd in the midst
of a residential neighborhood. The
increased traffi~ and noise a new
youth and family center would bring
to the area is just unacceptable in this
location.
The planned parking structure. with
Us entrances and exits on small

problem .
I wish the St. Andrews folks wouJd
be a little more considerate and work
with the neighborhood to arrive at a
mutually acceptable way to achieve
its goals.
JOAN MCCAULEY
. Newport Beach
I don't think St. Andrew'" shouJd be
allowed to expand.
I have lived on 15th and Riverside
since 1976. I have recently retrred, and
cannot believe how much traffic and
noise we have on 15th each day,
which I wouJd call nonresidential
traffic.
Newport Heights is going through a
trans.ition away from small.
single-story homes. This construction
has been going on for years and
creates enough traffic and noise for a
residential neighborhood. However,
we also must live with the additional
traffic that is "passing through" to get
to and from Coast Highway. But it
doesn't stop there. In addition to the
aforementioned traffic are all the
other nonresidential drivers that use
15th as a thoroughfare: the Newport
city maintenance vehicles • buses
from Newport Harbor High and SL
Andrew's, the numerous garbage
trucks and FedEx and UPS trucks.
I Jove the Newport Heights area,
and I'm against letting anyone do
something that endangers the
environment that originaJty atlrat."led
us to this neighborhood. St. Andrew's
is 7.oned residential and it should stay
that way.

11 is my understanding that my
church·has worked very hard lo
include the surrounding community
with the plan and has rcspecied the
views of the community by making
requested changes to the origiJ1aJ
plan. I feel that if I livl'd near St.

ecstatic. Our young people are our
main resource, and with all that g<K'\

offering the community such a

lkcause parlcing l'l now a problem, I
would think. the neighborhood would
