programs and services under the lcnlfe to-
night, Mayor Gary Monahan said. But he
doesn't expect lt to result ln major surgery.

THE BUSINESS OF LANGUAGE
One area of concern for some council
members ls the expected detlcit next fiscal
year that would need to be covered by re·
serve funds. Qty atalf members estimate
revenue for 2005 at $81.7 milllon, while
proposed expenditures are at $88. l mil-
lion, leaving a deficit of roughly $6.4 mll·
lion, Councilman Allan Mansoor sald.
He expects to recommend some cuts at
tonight's meeting that would whittle that
deficit For example, Mansoor said he
doesn't think the mobile recreatJon pro-
gram -$100,000 a year for what he refers
to as a basketball hoop and 10me board
games -ls a good use of city funds. He
also crlticlz.ed the $196,000 the city spends
annually on cros,,lng guards, which be
said school districts are mandated by state
law to fund, and $152,000 on concerts and
special event.s.

But a skirmish ls likely. While Mansoor

The approval should stand because it
complies with all relevant development
standards, and the recommended conditions
of approval will ensure the flnlshed product
meshes with the residential neighborhood,
accotdlng to planning staff members. Also,
most complaints raised by residents during
the public hearing dealt with ongoing
operations of the church, which will not be
aJfected by the renovation, plannlng staff
members added.

CITY BUDGET
The council will conalder adopting an
approximately $110-mWlon budget. which

adopted budget. The proposed budget •

propoeed appropriations and maintains the

Reserve at $14.125 milllon.

The council will consider the second
reading of a law that updates the procedures
for obtaining sped.al-event permits. The law

have authority over them. The exemption
caused some conlrOYeJ'Sy when the law was
origlnally approved on June 7. The law also
establishes four predesignated routes for
events.

began humbly.
Parse!, who Is now the boys
athletic dlrector at Estancia
High, worked for Newport Beach
parks and recreadon,
coaching Dag football,
while attending Long
Beach State. But the
time he spent
developing young
athletes spawned a
high school coaching
career that started at
Newport Harbor, where
·quarterback Gordon
Adams was excited to
playoffs, St. Paul. That was in
1976.'That was a preny fun
time.·
Parse! sald he learned a great
deal about how to deal with
people from DeBmk. as well as
then-football coach Bill Piz.zica
While Parse! was at Newport
Harbor, the head coaching job
for the Costa Mesa boys
basketball team opened up, and,
as Parse! put It, "things kind of
fell into place.· Parse.I
began coaching for the
Mustangs in the
1979-80 school year.
It was a return for
Parsel, who attended
the high school when
he was a freshman.
While at Costa Mesa,
Parse! pointed to one
highlight as his favorite,
which came in 1982.
reunite with his coach Tim Parse! The Mustangs played
from his Qag football
days.
Adams, who went on to play
at USC. wasn't the only reason
Parse! started coaching with the
Sailors. Parsel. who graduated
from Newport Harl>or, received a
phone call from one his former
teachers, Fred Peterson, who
told rum or an open.Ing as an
assistant with the Sailors football
team in 1973.
Parse! also coached basketball
and became an assistant at
Newpon, for Jerry DeBusk.
Eventually. basketball became
the spon he coached and now
be ls working as the boys athletic
director at &tancia.
·1 never really thought about
being an A.O .. " Parse! said. •But
when I was coach.Ing at
Newport, the ball started rolling
from there. I had a real fantastic
coaching experience. We upset
the No. I seed in the CIF
ln the same league with
Corona del Mar, &tancia and
Newpon Harbor. Because it was
an eight-team league, the
Mustang5 played three games in
one w.!ek. Toward the end of the
season, Costa Mesa was faced
with the challenge of having to
win Its final three games to
reach the playoffs.
The three games were against
CdM, Estancia and Newport.
Parsel saJd, CdM and Estancia
were among the top teams in
Orange County at the dme.
The Mustangs made it a clean
sweep of the three
Newport-Mesa schools and
made the playoffs for the first
time in three years. ParseJ said.
Parse! was at Costa Mesa from
1979-85. In 1985, hls daughter,
