' -Summer nights bring seedy street life
Officers arrest 16 in a prostitution sting on part of a
busy road that's a seasonal hotbed for such activity.

COSTA MESA-PoUce anested an al-
leged prostitute along with 14 men and
one woman on susplcion of sollclting
an act of ·prostitution the weekend of
JU11e 13 ln a sting conducted by under-
cover detectives, officials said Monday.

It was becoming a nuisance for area
businesses, especially motels. FitzPat-
rfck said. So detec;tives targeted the
stretch of Harbor Boulevard ~
Gisler Avenue and MacArthur Boule-
vant, where the problem seemed to be
rampant, he said.
"lbats because that area has easy ac-
cess to the (San Diego) freeway," F'itz-
Patrlck said.
Police arrested the following people
on suspicion of soliciting an act of pros-
titution: Pablo Luna. 35, Ignacio Santil-
lan, 35, Rafael Rosas, 41. Jose Serrano,
23, Marianao Guzman, 34 -all of Costa
Mesa; Norbeno Castaneyra, 27, Jose Go-
me?~ 33, both of Santa Ana; William
Dawes, 55, of lr\lfne, Ivan RJos. 18, of
Anaheim, Juan Lopez. 35, of Stanton,
Frank Angel, 44, of Garden Grove, John
Johnston, 38. of Los Angeles, Jeff Mur-
ray, 35, of Placentia, Roberto Ampudla,
J.i, of Laguna NJgueJ and Amy Davis, 24,
of San Diego. Constance Fortune, 19, or
San Diego was arrested on suspicion of
loitering for prostitution, Fitz.Patrick
said.

Many of the women are on a circuit
and move from one city to another de-
pending on the weather. Fiv.Palrick
said.
"They come hen• from different parts

School loop road will go to council ·amid din
Several parents and homeowners aren't happy
with the proposed project, but it might not matter.

NEWPORT COAST -The debate
about a loop road proposed to ease
traffic problems at Newport Coast PJ.

At the meellng organized by city of-
ficials, parents and homeowners In
the area voiced thelr concerns for
safety, traffic, poUud.on and property
values around the school, where they
said chaos ensues at pick-up and
drop-off times. Oty council members
will tonf8bt vote whether to accept a
bid that would allow work to start on
the road next month and flctlsh by La-
bor Day.
'The item was continued from the
June 8 council meeting to give resi-
dents and city officials more time to
explore other options. It's likely the
council will vote to go ahead with the
plan unJess residents are as vocifer-
ous with their oplnlons at tonight's
meeting as they were Monday, Coun-

FEE INCREASE
Since June 2003, the city
has charged $2.66 per month
to households lhat use
recycling services. This fee
has crept up annually since
recycling service was
introduced ln 1990 and will
increase to $2.8 l per month
if the council approve. the
change. The state mandates
cities to ~ at least ~ of

recycling. and the monthly
charge helps pay for the
service.

UC Irvine makes an
unjustifiable and
dangerous decision

T his is one of those
sensitive and complex
lssues that cannot be fully
addressed ln letters or 150
words or commentaries of750.
Nor does this writer want to
further fuel the hate and
name-calllng. But there are a
few things many or most of us
can agree on.
Imaglne if this mall group of
UC Irvine students had instead
universally spoken out against
all terrorism. Wouldn't that have
led to a better outcome or this
last month of campus unrest?
IC the goal of this
well-organized group was tQ
polarir.e the community and
receive local, nadonaJ and
international news coverage,
then they succeeded because
the UCI officials suffered an
acute case of weak backbone.
Imagine if hundreds of
graduating students had taken
the same road and shown up
adorned in stoles and robes of
many colors so as to identify
their Ouistian, Jewish, Muslim,
I lindu, Buddhist or other
religious backgrounds.
Or how about wearing the
colors and pins of their country
of origin or their clan? Why not
bring in the gladiators and
horses and start World War IV
right on the UCJ campus.
Graduation is an honor,
privilege and ls voluntary.
TradiUonally, students are
specifically told before
graduation ceremonies what
dress code will be acceptable.
Thls..accord.ing to teachers and
adnifnlsti'ators elsewhere. rs to
wear nothing over the gown. All
Items of personal belief and
conviction are to be worn under
the gown.
But there ls another reason ·
UCI should not have allowed
these few students or any other
group to wear special robes and
badges of identification.
According to a well-known
amendment of the Constitution
of the United States of America.
there ts separation of church
and state In this country. The
students in this case are of a
specific religion and the college,
UC Irvine, is part of our
University ofCallfomia system.
Faced with what should have
been an easy decision, the UCI
admlnistrators allowed church
and state to concoct at this
gt"'dduation ceremony.
They chose to let a small
group of students provoke
rather than pacify-while they
themselves ch ose to pacify a
few rather than confront
provocation. For this day and
age, this was a cowardly
decision. On Friday, an
American in Saudi Arabia was
beheaded because he was not of
Lhe preferred religion.
The administrators at UCI
owe our community many
apologies and valid
explanations. Shame on these
masters of elitism for the wrong
lesson they taught everyone this
day. They think their beliefs lake
precedence over the nine
Supreme Court justices. ,
And finally, does this mean
lhat next year all UCI students
will be allowed to graduate in
their choice of decorative garb.
