State legislation will require that all new
school buses carrying fewer than 20 pas·

July 1. The same will be true for all new

Buses currently on the road without

purchased or manufactured will need the

the near future .
"Anything that encourages safer condi·

Newport Coast Elementary School PTA
member. "I don't know why they haven't
had seat belts. If you wear a seat belt in a
car, why wouldn't you have them in a bus
that's full of kids?"
Senate BW 568, whlch passed In 200 l.

the restraints ln all new buses after July l .
Before that deadline, the district will get at
least one compressed natural gas bus -
without restraints -through a state grant
and may purcll.ase a second, Assistant
Supt for Business Services Paul Reed said.
Because the restraints take up extra
space. the buses will have a smaller seat·

Fireworks restrictions
leave some groups
out in the Ju~y cold
Deirdre Newman
Daily Pilot
COSTA MESA -The Ink had
barely dried on the new rules for
selling fireworks, but at least one
school that has been shut out of
the sales oJ:JportunJty wanted tl1e
rules to be changed.
Monday. a parent from Vine
yard Ouistlan School asked the
City Council to reconsider the re-
strlctlons It made on fireworks
sales. The school was no longer
eligible to sell fireworks since
one of the new rules stales that
organ.17.atloos applying for fire-
works-stand permils need al
least 80% of their members to
five in Costa Mesa.
Since the item wru. not on the
agenda, the rouncil needed a su-
permajority or four council
members to approve the di'>t'US·
slon. That failed. And now i1 will
be much tougher for the school
to pay for a scheduled trip to
Washington. D.C. next spring.
said Ron Ross, the vice·princlpal
of Vineyard Ouio;tian'!. middle
school.
·we'll see what other kind of
fundr-dising we• can do." Ross
said. "When you have single
moms, and they're sacnficing 10
send their kids 10 pnva1e 5chool
-that's real typical (herel -ii'.'
a challenge, it rl'ally '' "
Many coum 11 members were
sympathellc to the school's
plight.
"Ir's one of tho~ unintended
consequences," Mayor C ;ary
Monahan said "I don't thlnlc llhe
new rules! were meanr to keep
some of the private schoob or
others from being able to quali-
fy."
On May 17, the City CounCll
changed lhe criteria for selling
fireworks, af1cr intensive public
debate and a community meel-
mg. The goal of the changes was
to limit the number of fireworks
stands. The cow1cil hmited the
number of ~lands to 40 and
made the 80% requiremenr hut
allowed high schools to qualify if
they have only 50% Costa Me-.a
residency.
1llis year, 37 organuations ap
plied to seU fireworlcs and only
28 qualified. City Gouncilman
Mike Scheafer, who initiated the
restrictions, said he was sur-
prised that so few groups quali-
fied.
"I thovght more groups would
meet the requirements than ac-
tually did," Scheafer said. wBut it
may bring the point home that
we're dolng fireworks to help our
local residenrs. and II doesn't ap-
pear that these groups were do·
ing that."
Vineyard Cllrlstian Schoof, a
kindergarten through eigl1th-
grade school, mostly serves par-
ents who work in Costa Mesa.
Ross said. The school has u
hands-on philosophy and likes
to take its students on educa-
tional field trips to stimulating
places like Washington, O.C.
Sacmmento and 10 a science
camp on Catalina Island. Ross
added.
To help defray the costs of
these trips, the schooJ has
manned a firewprks s1and for the
past four years. Last year, it
raised close to $20,000, Ross said.
'!be funds from the fireworks
sales have also been used to help
refurbish the computer lab and
repair asphall for the school'i.
basketball court.
'"lnese are major projects lhut
dirct:tly affected the kids.~ Ross
su1d. "It's not like (the funds! are
paying teachers' salaries.~
Lori Hammarlund, a parent at
the school who made the plea to
the council Monday, !laid she felt
the new rule'i were 100 res1rlc-

"You had a handful of people
coming and complaining.· Ham-
marlund said. w(The council I en-
acted what's an overty restrictive
law to address those concern!..
·111ose concerns are the illegal
fireworks. People will still get
those, and I don·1 thank (the
council) look into account lhe

"So whatever happened to the

Good question.
The Golden Rule says, "Do

to do unto you.· In actual
practke, this means thar Sam Is

that he wants to be treated. ln
thls ln tance. It means that
since Sam likes to be left alone

Isn't a valuable principle LO live

more as a statement of good

that prescribes behavior. We alJ

lovingly and with conslderatJon.
By fat. the majority of us would
say that ourtntenlion ls to trea1
others thls same way. But if we
behave toward others in the way
that reels right to us. that doesn't
necessarily mean that it'U work
for them. Case In point above.
I think there's a better way to
go. ll's the Platinum Rule: ~Do
unto others the way ·rnn want
to be done unto.· This is about
differences and honoring and
respeding the other person's
right to have preferences that do
not line up with yows. It's about
behaving In ways that the other

right then and there even
though you'd love It if she'd
come over and do that to you
anytime.
This comes up all the time
when I counsel couples and
families. It seems that we want
to treat others In the ways that
feel good to us. lo spite of the
fact that they tell us loudly and
repeatedly that that is not what
they want
This ia problematic In so
many ways but none more so
than when we are sick. Illness
makes us (eel more needy and
vulnerable than usual. and we
are less able to fend for
ourselves. So It is moll!
threatening and hurtful when
we are not responded to In the
way that feels best to us.
And so lt Is with Sam and
Alice. When Allee Is sJck. she
feels cared about and cared for
when Sam caters to her. When
Sam is sick. he feels cared about
and cared for when Alice leaves
him alone. If he wants anything,
he'U ask. Very different but very
reaJ for each of them.
If we apply the Golden Rule
here. Sam will Ignore her and
Alice will feel hun, neglected
and abandoned. And Alice will
tend him to death and Sam will
feel suffocated and engulfed.
If we apply the Platinum RuJe,
Sam wlD remember to ask Alice
how she feels and if he can do
anythlng to make her more
comfortable. Alice will mate a
concerted effort to leave Sam
alone unless he asks for help.
After all, platinum is more
expens.ive than gold. and lt'U get
you a whole lot farther In yow
relationships. So treat others the
way they want, and both of you
will get more of what you want.

that may not have been clearly
depicted In the novel. There is,
however, a dllierence in
atmosphere and character
analysis. Dark images and
dismal illustrallons show the
transition of Harry from his
childhood to his teen years and
how be pen:eives his life to be
changing. He becomes more
aware of the evil surrounding his
existence and therefore becomes
more involved than he has been.
With thJs in mind, it is no
swprise that his relationships
with others are deeper and more
personally based, which makes
the movie all the more
inttiguing. The novel that was
the basis for this film did not
have such a sinister tone, and
this interpretation yields more to
the negative aspects existing
rathc than the posiovc.
l lu ITects of thii. film were
well i.utcd -from the
demcntors to the village ol
Hogsmcad. The newty-prescnccd
ch.ancters,-such as Sirius Black,
Professor Lupin and Peter
Pedigrew, were very much like
those desaibed in the novel
Itself. However, Headmaster
Oumbledore was not as
consistent ln previous movies
and books, Dumbledore was
personable and concerned with
everything taking place. This
time, he seems aloof and not as.
He lacks stability and
understanding. Also. because of
the thlckening of the plot and
the compUcatlons involving
characters in places other than
the wizards' school, most of the
film was not centered in
Hogwart'S but in places
elsewhere.
With a new director, there is
margin for change and
inconsistency. But as Rowling
has wanted from the beginnlng.
