Prosecutors accused Greg
Haldi, son of Orange c.ounty A!s-
sistant Sheriff Don Haidl. Kyle Na·
chreiner and Keith Spann or rap·
Ing an unconscious 16-year-old
girl and sexually assault.Ing her
with variou.9 objects in.eluding a
Snapple bottle. a fruit juice can. a
lighted cigarette and a pool cue.
The prosecution's key piece of
evidence was a 20-minute digital
videotape the defendants had
made of the July s. 2002, incident
that reportedly oc:curred In Don
Haldls Corona del Mar home.
Jurors deliberated for close to
15 hoUB, viewed the tape several
times and asked the judge ques·
tions about hJs Instructions before
they sent a note to Briseno on
Monday afternoon saying that
they had no hope of readllng a

years ago. Since then, Colver
has mna.lndered several tons
of rock from the de.en and
replaced It at the ENC on
16th Street.

Oiannel behind the IKEA store
for Its Home Ranch project. it
had to compensate for eliminat-
ing wetlands in the channel.
It did so at Fairview Park.
Through a program set up
and coordinated by the city, de-
velopers and public agencies
that need to offset the environ-
mental effects of their projects
can do so by either restoring
pans of Fairview Park them-
selves or paying into a fund for
restoration of the park. The
compensation requirements are
handed down from agencies
like the Regional Water Quality
Control Board and the U.S.
Army Corps of Engineers.
The Fairview Park Mitigation
Bank Program was honored in
May for Its creative design with
an outstanding planning award
from the Orange County Oiap-
ter of the American Planning
Assn. The program will now be
entered into the state awards
competition.
The program ls mutually ben-
eficial to developers and Fair-
view Parle, said PauJ Freeman,
spokesman for C J. Segerstrom
&Sons.

fort to leverage the develop-
ment of some properties that
are already in a development
area to help restore natural
habitat in the context of parks
or wildlife quarters or whatever,
where the whole Idea is to set
aside large enough areas that
really a.re meaningful in terms
of biodiverslty.M
Fairview Park is 208 acres. The
area west of Placentia Avenue is
slated to be restored to its native
habitat.. which includes coastal
blutJ scrub, vernal pools and a
riparian zone along the existing
Placentia Drain.
The mitigation bank program
was initiated by Development
Services Director Don Lamm
and Fairview Parle Plan Admin-
istrator Ron Molendyk as a
means of producing more
money to finish the restoration
of Fairview Park., Molendylc sald.
To fully complete the restora-
tion west of Placentia. the cost
-which Includes construction
and five-year maintenance, as
required by state and federal
agencies-wouJd be about $10
million, Molendylc said.
The agencies that establish
the mitigation requirements
usually require compensadon at
a 3: l ratio, so if an entity im-
pacts one acre of wetlands, it
typically has to restore three
acres to compensate, Molendylc
said.

The mitigation fees that de-
velopers and public agencies
could choose to pay Include the
vaJue of the land, restoration
costs and the five-year mainte-
nance. If the entities chose to do
the mitigation themselves, a bi-
ologist hired by the city oversees
the work, Molendyk said.
To compensate for µte envi-
ronmental effects of boxing in
the Greenville-Banning Oian-
nel, CJ. Segerstrom & Sons had
to fulfill two obligations. The
company met one obligation,
set by the U.S. Army Corps of
Engineers, by restoring about an
acre of vernal pool and vernal
marsh by Banning Place, which
Is located behind the Estancia
High School athletic fields.
Vernal pools are seasonally
Oooded depressions found on
ancient earth that have a solid
layer' like claypan or volcanic
basalt. ThJs layer enables the
pools to hold water for a longer
time than the surrounding el-
evated land. The pools often fill
and' empty several times during
the rainy season and dry up
completely at other times.
Only plants and animals that
have adapted to this cycle can
survive In vernal pools over
time. These anlmals include
western toads, blaclc-bellled
slender salamanders and fairy
shrimp. The endangered San
Diego County fairy shrimp in-
habit the vernal pools that CJ.

The benefit of the Seger-
stroms doing the mitigation
themselves Is that they used a
company whose expertise was
in restoring vernal pools,
Molendylc sald.
"You have to go down to a
certain depth, but you don't
want to damage the clay liner,·
Molendylc said. "If you pen-
etrate the liner, it couJd affect
the viability of the pool.·
The company also paid the
city $100,000 10 help restore a
riparian habitat along the Pla-
centia Drain. The Placentia

This facility has always belonged to
St. Andrew's, where as Rode Harbor
was nesting in the senior center
until its new church could be
established and built.
Nol only have we been members
of St. Andrew's for many years, f
also have had the privilege of being
an employee for 15 years, during
which time I witnessed the number
of k.ids who would show up after
school to "hang out." They would
cram into the tiny offices of our
youth pastors and lie on the hallway
noors to do their homework.
All we are trying 10 do is provide a
safe, roomy area for the youth and
more parking spaces to relieve the
street parking out of consideration
for our neighbors.
Our leadershJp is and has been
meeting regularly with the
neighborhood. Hopefully this Issue
will be resolved soon 10 the
satisfaction of all.

teams earn ague dtles and postseason

Brick won the Golden West League
long jwnp her junior year with a leap of
15 feet. JJ ~ inches, which helped the
Mustangs win their first league dtle in
girls trade and 6eld since 1974.
The team finished second ln the
Golden West League when she was a
senior captain. She won the league title
in the 300-meter hurdles (50.57) and set a
personal best or 49.12 to finish 14th in ,
the OF OIWlon ID preliminaries. Brick
also claimed secood ln league in the 100
run (13.25).
As a point guard, Brick amassed 288
career points as a three-yt>M letter winner
on the varsity baske.tball team. She
