Still, his admission

respects, that inexperience

goings-on In numerous
city halls, county
commissions and, briefly,
the U.S. House and Senate.
At all levels of government,
there is a learning curve
for newcomers to elected
office.
That curve can be as
long as two years -a
length of time I've often
heard as a minimum for
really getting to know the
job (and the best
argument, if you're looking
for one, against term
limits, a separate topic
entirely}.
The time can vary for a
number of reasons,
present and former Costa
Mesa elected officials say.

Having a background In

can actually be a
detriment
"I think people who are
activists or even bordering
on gadfly status have the
hardest time because they
begin to understand" all
the intricacies, from the
state rules to council
procedures, that they
find out what you
don't know."
And, Costa Mesa Mayor
Gary Monahan said the
time can Vf1Y for a
singular reason: the efforts
of each council member.
"It also depends on the
amount of time and effort
you put in," Monahan
said, adding that he kept
quiet for six months as he
watched and learned.
Even after eight years -
the amount of time Genis
spent on the council -
there are still things to
learn, Genis said.
There also are the "little
goofy things that will
throw you," Genis said,
such as being sent to talk
to a particular staff
member the new (even
relatively new) council
member has never heard
or before.
Campaigning, Genis
said, is one fast way to
learn another tricky part of
the trade: which issues are
important to residents.
Separate entirety from
understanding variances,
conditional use permits
and environment.al impact
reports (a term the Daily
Pilot frowns on}, elected
officials also have to learn
how to handle people and
personalities, Genis said.
It can take several
months just to know all the
players and which issues
they care about, she said.
Cowan, too, stressed the
need to learn how to put
together coalidons and to
collaborate and
compromise.
And a new council
member has to "get used
to the bright lights" of
elected office, Cowan
added.
Those l.lghts are almost
always on.
*You're a public figure 24
hours a day,• Monahan
said.
Finally, It is Important to
officials eventually sweep
around to the end of the
learning curve, it never
gets easy.
"It's a position that
absolutely requires work
and diligence." Cowan
said.

County officials mull CenterLine options
Irvine voters down the ro ute through their
city, but Costa Mesa and Santa Ana continue
their support of the rail system.
D•lrdr• Newman
Daily Pilot
COSTA MP.SA -Voters in lr·
vine rejected the CenterUne
route through their city on Tues·
day, prompting the Orange
County Transponation Author·
ity board to reexamine the entire
project.
On Tuesday, 52% of Irvine
voters opposed the CenterUne
route. In a ray of hope, though,
52% of voters also rejected an
initiative that would have
banned the city's participation
in any light raH system.
The CenterUne project calls
for an 11.4-mile light rail system
to connect Santa Ana, Costa
Mesa and Irvine. Irvine's portion
would have included a route
from UC Irvine through the Ir·
vine Business Complex to John
Wayne Airpon.
In response to Irvine's rebuff
of the CenterUne route, the
board will consider the future of
the light rail system at Its July 14
meeting. including ending the
route at John Wayne A.irpon.
shifting its effons to bus and
other rail options or terminating
the project altogether.
Costa Mesa and Santa Ana still
support the project, Council·
woman Libby Cowan said, add·
Ing that she spoke with Santa
Ana Mayor Miguel Pulido on
Wednesday.
"Were both very excited about
the potential of Centerline for
our communities," Cowan said.
•We also have severaJ other dt·
les like Garden Grove and Ana·
helm and Fullerton and others
who have also expressed interest
in being lhe next segment."
OpposJtion to the light rail in
Irvine started in the Woodbridge
community, but that area of the
project was deleted from lhe
route and from the city's genera)
plan. The two initiatives were
still p'Ut on the Irvine ballot.
On Monday, the 'Costa Mesa
City Council pulled a CenterUne
iterfi from its consent calendar,
where It would have been ap·
proved automatically. The item
involved a cooperative agree-
ment with lhe authority sup·
porting preliminary engineering
of the light rail system, whlch
began last June.
Cowan said one of the reasons
the council delayed a vote on
the agreement was that city
leaders are still meeting with the
South Coast Metro business
community to confirm the
route.
As It stands, the CenterUne
route through Costa Mesa would
enter the city from Santa Ana
from an elevated position
headed south on Bristol Street
and lhen tum onto Anton
Boulevard. After a stop on An·
ton, It would begin going down
to at-grade near Sakioka Drive
and continue at-grade until just
before MacArthur Boulevard
and Main Street, where it would
be elevated again
"We're looking at some align-
ments as opposed to Bristol to
Anton,· Cowan said. "The busi·
ness community remains very
supportive of the CenterUne
project."
The council will reconsider
the agreement at its June 16
meeting.

The areas that will remain

TI1e closures do not restrict
property owners from using their

landowners from trespassers

will be in effect until there is
enough rain to reduce the fire

Although there has been more
rainfall than usual thlS year, Bos-

a fire-free summer or fall.
"What rain does is it causes
things to grow,· she said. "These
plants and shrubs are what fuel a

these plants will dry out. and
when you combine that with
Santa Ana winds, you have a

Wha~agreat
weekend
I t's hard to believe, but
there was too much to do
over the weekend. That's
not a bad problem for a
community to have.
The Costa Mesa Fish Fry
returned to its long-standing
tradition at Uons Parle after
two quiet years. The Daily
Pilot Cup, the annual soccer
tournament, grew bigger and
better in its fourth year. The
Balboa Island Parade
cele brated its 10th annual
event in front of thousands on
Marine Avenue. St. John the
Baptist Catholic Cllurch held
its fourth annual three-day
carnival.
The events just remind
Newport-Mesa of how rich,
diverse and full of life this
community truly is.
Pilot Cup director Kirk
Mcintosh outdoes himself
every year. More children than
ever participated in the
growing event at the Costa
Mesa Farm Sports Complex,
and it appears Mcintosh
wouJd like to see that trend
continue. He said he wouJd
like to see more participants
from some of the less
represented Newpon-Mesa
schools.
It would also behoove more
parents and teachers at those
schools to become involved
next year. The tournament Y(ill
certainly need them.
It was wonderful to see the
Fish Fry return. albeit ln an
abbreviated form. The fried
fish returned -Alaskan cod
substituted for traditional
Icelandic cod -and
carnival-goers lined up
30-plus strong at ti.mes,
reminding the Lions Oub just
how popular an event they
have on their hands.
It will be great to see it grow
again next year, with the help
of more volunteers and
booths, so that the
community groups can
benefit from this fantastic
fund-raiser.
Lions Oub officials said they
sold more fish on Saturday
than they expected to sell the
entire weekend and almost
exhausted their supply of
secret baner. Whatever the
secret, that recipe needs to
become public. It's too
delicious for everyone to taste
only once a year.
Li.ke the Pilot Cup, the
Balboa Island Parade keeps
growing. The only number
that stays constant is the
number of Keystone Kops in
the parade: four, among them
Newport Beach Mayor Steve
Bromberg. Li.ke the other
events, the parade proves to
be a tradition worthy of
continuing and growing. It's a
wonderful celebration of
community and life.

Banning Ranch and
Marinapark deserve
preservation
By Tom Bfllln11
E nough is enough.
Developers and our
Newport Beach city
officials continue to push for
projects to lay more concrete
and commercial development
o n our city's last bastion of
open space and parklands. I am
speaking of the wonderful open
space in Banning Ranch along
the Santa River and the
designated parkland known as
Marlnapark on the Balboa
Peninsula. As a longtime
resident of Newport Beach, I
can attest to the overbuilding
that has ta.ken place over the
pa.st three decades. The city has
basically run out of
commercially zoned space and
now continues to make
attempts to build on these open
areas. ln the case of Banning
Ranch, it's low Income housing.
and for Marinapark. It's a
llO·room resort the size of the

developed a sound plan to
preserve and manage a
four-mile. 1,000-acre wtldemea

together to keep it wild forever

must do the same here in

For Marinapark on Balboa

opportunity to vote ln the
November 2004 election. My
vote says no to building
another monstrosity like the
new 125-room Balboa Bay Oub
resort. With multiple four· and
five-star resort hotels already
built out in Newport and
Huntington Beach. why the call
for another? I vote no to more
traffic, no to less public parking

I went to the Fish Fry this week.end, and
while I am happy that the tradition has
returned, I am upset by the size.
This event is a major tradition in this
town that has so Little tradition left. The
city needs to step up and help out the
Lions Oub sponsor this event so that they
can get a decent spot. (Lions Park. is just
too smaJJ and doesn't draw the crowds
because it's not visible from Newport

help the club afford insurance, which l
am sure is a problem after the lawsuit.
Somewhere in th~ town is a piece of
land big enough (the Fann Sports

glory.

not need a "Baywatch" structure at

Our beach is timeless. Let's keep the

Regarding low-rise construction, I do
have a suggestion. "Polish" the existing
theme of structures, but focus on quality

My response to your story of May 24
("Councilman's comments anger City

and active in community affairs, I feel
Councilman Dick Nichols spoke
inappropriately in front of the Planning
Commission. Not only was it
inappropriate, it was slanderous and
extreme .
Nichols voted against making the Port
a landmark theater and is negative
about the purchase or lease of the
vacant lot next to the Corona del Mar
post office for much needed parking.
The very least Nichols shouJd do ls to
apologize to the dedicated residents
who give so much time and effort on the
Planning Commission for the
beuerment of our community.

Nichols' straight talk is needed

I coached football a long time ago
with Dick Nichols. I am not surprised
that his straightforward and honest
commentary might upset people.
It ta.lees an honest man. He is just a
wonderful citizen and it Is really
refreshing to see a guy like him oo the
City Council. Any city councU member
should be able to sit in and talk at or be
heard from any meeting that ls going on
ln the city. That ls why we elect them, to
keep an eye oo things for us. It's really
good to have a nonpolldcal person ln a
political position being an honest guy. I

stay in town
Within walking distance in our
neighborhood is an incredible
restaurant, the Omelette Parlor. It has
been there for 20 years. and I was very
sad to find out when my son and I went
down to have lunch there today, that
they are scheduled to close at the end of
June. When-their lease was let up.~c
turns out that Vons, now owned by
Safeway, owns that block of property.
When you walk into that wonderful
coffee shop. you see all the wonderful
picrures of Costa Mesa and what It was
like in the yesteryears, and it is a
wonderful hangout for all of us. They are
at 179 E. 17th St. They are not too far
from Longs Drugs and not too far from
Vons, and I think It would be well worth
It to get some information and see if we
can stop this. It is a horrible change for
us.
I don't want another national brand
chain. Most stores on 17th Street don't
make it at all, and we want to have our
local hangout where we know our
friends and our friends know us and the
people who cook know us by name and
the food is predictable, but home
cooked.

we didn't know then that the war

trip schedule.
We already had doubts about
traveling abroad since terrorism
is always in the bad of one's
mind. Thrrorism has a special
meaning to me since I was in
Manhattan on Sept 11 and saw
the tragedy first hand.
Fonunatety, I was not in the

1llis was an experience that
will always remain indelible in
CZ,y mind. As time passed, we
decided that we wouJd not alter
our lives ln a way that wouJd let
Che terrorists win. Hence, we
planned and took the trip.
Our cruise aboard the newly
launched Seven Seas Voyager
was to start from Venice. Italy, a
city we had long wanted to visit.
We arrived in Venice a day
before the cruise was to board so
we would have extra time to
explore some of the 120 islands.
180 canals and 400 bridges that
connect the city of 57,000
people. This is a city that is
visited by 11 million people each
year.
It is an incredibly beautiful
ancient city. The buildings range
in style from Byzantine to
Renaissanc.e and are arrayed
around the famous St. Mark's
Square. You must travel the

Annie is getting out of the

Amid the bevy or informaeion
about classes, meat plans and
payment schedules, I did find a

Annie and J have been talking
about the potential dorm room
for months. These were her

Now, baclc to the dorm room.
First, if you don't already know
this, most universities have

very flannel and very orange.
OK. Luckily for us, such a

found a three-armed lamp that
bad a combination of red,
orange and green glass shades
at the Great Indoors. can you
believe it? Of coun;e, I bad to
buy it
Next came the bulletin board.
It had to be bright and it had to
be easy to put things on and
take thing off of (which means
no pins). 'Th.rget's •Swell"
collection bas very hip items,
one of which Is a bulletin board
with bright ribbons that act as
•holders" for pictures and -
stuff. Ka-ching, got that.
Next came the very lmportant
towels. Annie goes through a Jot
of towels. Did I say a lot? I mean
an abundance of towels. Macy's
has been having a great towel
sale, and the towels come in
bright colors.
More ka-ching. To ensure that
Annie doesn't lose these great
towels, the Monogram Store in
Westcliff court is making sure
that only someone named
Annie can claim them. Thanks,
Molly.
Next in line for creature
comforts was comfy seating -a
beanbag chm. Of'l!Jl8e twill with
a removable (a.k.a. washable)
cover. Foamy Flop.com had the
best selection of prices, sizes
and colors.
I took a trip to C.Ontain Wares
last week and found a bevy of
great donn items. I started with
clothes hangen -orange. of
course. The closets are small, so
it doesn't tab many hangers to
fill up the space. C.Ontaln Wares
also bad some coUapslble cubes
that were perfect for trashcans
and storage (6.99) -and they
came in orange.
Another must-have for the
dorms -coed -is a shower •
tote with holes in the bottom so
the water drains out. C.Ontain
Wares has every size and color
lmaginable.
On Amazon.com, I found an
orange and lime green clock
radio. At C.OmpanyStore.com,
there were great deals on
pillows.
There are just a couple of
Items I haven't traclced down.
One Is a mattress topper.
Whether it's an egg crate,
fiberfill o r down, I think a
mattress topper will go a long
way in creature comforts. Annie
is a princess (at least in her
eyes), so the princess must
lounge in a regal nest
Other Items that parents of

important are bed "lifts" so you
