COSTA ~ -Rick Campo has a
hard time looking at his $136 citation.
For the 46-year-old Costa Mesa resi-
dent, who bas been coaching the Costa
Mesa National League and the local soc-
cer league for the last l l years, the ticket
is downright lnsultJng, and he's not
about to shrug and pay up.
Campo has an Oct. 7 court date,
when he Will argue his own case in front
of a judge he hopes will understand his
plight as a "guy who is trying to get kids
to play baseball instead of hanging out
on the streets."

Beach when It comes to preventJng
water pollution, but that diligence
sometimes ruffles the feathers of
residents and business owners
cited for violating water-quality
ruJes.
As part of 1ts extensive water-
quality enforcement program, the
city issued close 10 1,000 violation
notices and citations between July
2003 and June 2004. Information
from Orange County's !Wsources
and Development Management
Department showed that in the
2002-Q3 fiscal year, Newport Beach
was responsible for 85% of water-
quality enforcement actions
county-wide.
"We try to be as proactive as pos·
sible, • city code and water quality
enforcement manager Jim Sina.sek
said. ~We're at the end of the pipe,
and !clean water isl important to
our community both from an eco-
nomic as well as from a pleasur-
able Uving area !standpoint), and
we want to keep it that way."
While the code-enforcement de-
partment also handles other city
code violations such as illegal
dwelling units and public nui-
sances, Sinasek said water quality
' is the department's main empha-
sis. State and federal clean water
standards hold the city responsible
for what get.s into or comes out of

bay and beach~

Campo was cited on July 25 when he
was at Adams FJenientary School with
11 • and 12-year-oJds having a baseball
practice in preparadon for a tourna-
ment in Cooperstown, N.Y .. in a week.
The city's joint-use agreement with
the school district requires sports teams
to secure a permit from the city before
practicing on the fields. All ruJes relat-
ing to field use are enforced by field am-
bassadors, partc rangers and the Police
Department.
But Campo didn't know he needed a
permit to play on the field adjoining
Mesa Verde Park. which is down the
street from where he lives, Campo said.

In the second vote, each

posed to being based on popula-
tion -and whichever city got
the most votes would get a seat
on the board.

portation issues that are more
internal to the county are more
of a concern to the largest c1tie!>. •

UC Irvine adds man
bullish on Brahms
Brahms scholar and musi-
cologist David Brodbeck will
serve as chair of UC Irvine's
depanment of music, school
officials announced last
week.
Brodbeck comes to UC1
from the University of Pius-
burgh. where he served as a
professor and a former de-
partment chair.
Brodbeck has training in
music, primarily in compo-
sition. His research on 19th
century German music is
widely published, with arti-
cles on composers ranging
from Beethoven to Mahler
and genres ranging from
string quartet and sym-
phony to sacred choral and
dance music. A former presi-
dent of the American
Brahms Soci~, Brodbeck is
writing a biography of
Brahms.
Brodbeck is also examin-
ing works by post-war
American and British popu·
lar musicians, including the
Beatles and the Beach Boys.
as well as the history of rock
'n' roll.
Brodbeck replaces profes-
sors Alan Terricdano and
Cameron Harvey, chair of
dance and chair of drama,
respectively, who served as
co-chairs of the music de-
partment while It underwent
an administrative reorgani-
zation.
City looks to name
committee members·
The city of Costa Mesa in-
vites residents to apply for
positions on any of six City
CouncU committees.
The committees are the
child care and youth serv-
ices committee, which
meets monthly to make rec-
ommendations to council
on youth issues; the cultural
arts committee, which pro-
motes Costa Mesa as a "city
of the arts"; the Fairview
Park friends/fundraising
committee, which holds
events and promotes devel-
opment oC the park; the his-
torical preservation com-
mittee, which advises the
council on programs and ac-
llVllles; the human relations
committee, which suggests
pro1ects and discusses social
issues; and the redevelop-
ment and residential reha-
bilitation committee, which
promotes housing redevel-
opment.

Library foundation
gets hefty check
The Audrey Steele Bur-
nand Foundation has given
the Newport Beach Public
Library Foundation an unre-
stricted check for $250,000.
Bumand is the daughter of
Harry and Grace Steele, who
donated $100,000 10 start
the business collection.
The new funds will be
used to purchase equipment
and fumitu~ and develop
the library's book collection

of the funds will also be

Armstrong awarded
for superior design
The Costa Mesa Planning
Commission honored the
Armstrong Garden Center
with its JuJy 2004 design
award. The center is at the
southwest corner of New-
port Boulevard and V1ctona

The project was recog-
nized because of its archi-
tectural features and allrac-
uveness due to the
significant quantity of land-
scape materiaJi.. It was ali.o
honored for being redevel-
oped quickly with hardly
any disruption.

public and private projects
that exhibit excellence in
community planning and

Council looking to
fill soon-vacant seat
The Newport Beach City
Council is seeking registered
voters interested in serving
the rest of Councilman Gary
Adams' term, which ends in
November 2006.

dredging project involves federal (the
corps), county (Orange County
Department of Regional ltaources)
and city (Newport Beach), the reversal
process is arduous and filled with
organizational delay. Just u we had to
wait for a Qty Council meeting to
occur to voice our d.lssatlifactfoo with
this project, the hierarchy must wait
for its scheduled meetings and
supervisory approvals.
If the contents of the letter are
received warmly by Orange County,
perhaps the county can forward a
letter of encouragement to the corps
and ask ltJ perm.fulon to make
alternative arrangements with the
contractor. If there la one negative
head nod, the project continua u
planned. most likely with the acuse
of economic necessity.

this project mall dilcnpandea ln
environ.mental reports and atatements
as they relate to the acope of the
project planned.. Outdated and often
misleading ftgwa contradict a need
for "beach oou.rtsbment" as first
suggested. Evidence and public outcry
mean the disposal part of thla project
needs to be halted or at leaat
postp0ned. Thia, unfortunately. ii a
bigger procetS than garnering public
oplnJon. A federal injunction to stop
the Army Corps of Engineers is
necessary to halt this project. In time.
Let's keep fairgrounds,
ditch bridge discussion
I left town for four days. maybe
five. And in that time I come back
to find that Gisler bridge is being
discussed again. I've lived in C.OSta
Mesa for alm06t 19 years now. and
I think we've put this bridge to
bed about four times since I've
been here, and I think it has been
put away before that.
So. I'm not going to leave town
anymore until this bridge thing is
finally put to sleep forever. We
don't need bridges or any more
traffic in that area. That has
already been discussed over and
over and over again.
The other thing is, as soon as I
come back. the fairgrounds are
back on the chopping block.
Those people inSaaamento don't
seem to understand what goes on
in Southern California. I just came
back from Northern California,
and I can teU you for sure they
don't even recognize the existence
of Southern California. let alone
Costa Mesa's fairgrounds. So we
need to organize a writing
campaign or petitions or
whatever'• necessary. The public
needa to be Informed as to what
should be our next moves to stop
this considered sale of our
fairgrounds, which is a boon to
everything in our city and is used
constantly.
So, no bridge, keep our
fairgrounds, and we need to put
Coeea Mesa on the map as the little
town that said no. All of us have to
get together and work on this.

beaches in West Newport and begin
their disposal of river dredge. Yet still.
many homeowners still are not aware.

wait-and-see posture to see if the
