Greg Haldi, Kyle Nachreiner and
Keith Spann, ail 19, are facing a

Blaze at nature
preserve fuels
residents' concerns
T heSept.~t

acres in Talbert Nature
Preserve also sparked
a warning -at least if
the concerns of residents who
live near the park are heeded.
·111e blaze that scorched part of
the 200-acre county-controlled
wilderness, between the end of
I 9th Street in C:Osta Mesa and the
Santa Ana River. came within
abou1 SO yards from the Newport
rerrace Condominiums, where
residents ~y eucalyptus trees and
underbrush are ripe for being the
fuel that could tum a wildlife
preserve fire into a residential
nightmare.
" ... All it takes is one burning
ember to start a fire here, with all
these trees with dead branches
on them," said condominium
resident Heaven Moff eit in a Pilot
s1ory last week about fire
concerns in the area
She added, "We're scared that
something is going to happen."
Fire crews deserve credit -as
at least one caller to the Pilot
pointed out -for dousing the
September fire without it causing
residential damage. The efforts of
the property managers to trim
trees and provide fire
extinguishers around the
complex are also notable.
But given some residents'
continued worries about the
ability of a park fire to jump to
their complex and the frequency
of fires in the preserve, we feel
more vigilance is needed among
park rangers, residents, police
and fire officials in this area.
where such a fine line exists
between highly combustible
pampas grass. homes and human
beings.
Residents and fire officials say
at least two fires a year btBn In
the preserve, a sprawling
protected land of nature trails,
where growth Is managed by a
biologist. Homeless camps and
children playing in the palk add
to the fire danger, said Earl Miller,
president of the Newpon
C:Ondominium Assn Some
residents blamed tr.uisients for
the Sept. 4 fire, though as of !Mt
week. investigators were still
looking into the cause.
We realize that fire officials
simply can't alter a protected
park's vegetation when and how
they feel like it, as Costa Mesa
Deputy Fire Olief Gregg Steward
said. and granted, residents
accept a certain level of risk when
they choose to live next to such a
preserve. Authorities, however,
can certainly keep more of an eye
o ut for potential dangers related
to human activity in the preserve.
It's not enough. though, to
focus prevention techniques on
transients and children. Residents
worry that not enough is being
done to maintain eucalyptus
trees and landscaping around the
condo complex. Perhaps this
most recent fire is a wake-up call
to the leaders of the
condominium association to
heed residents' calls -from at
least June of last year -to reduce
the chances of a brush fire
spreading to the complex by
better maintaining the vegetation
on the property , which sits atop
a 20-foot bluff, overlookblg the
preserve.
Now is a good time for a
reminder that it is still fire season.
Hopefully, the only thing being
doused, will be the netghbors'
fears.
A good deal of
change iri Costa Mesa
S ometirnes, a little change
can make a big difference.
And that certainly seems
to be the case with C:Osta
Mesa's revamped ruJes on how
the city regulates special events
that are happening in town.
The most obvious case in point
was Saturday, which marlced the
third year that the city hosted the
Orange \,,aunty Dyke March -a lesbian~pride parade. But unliJc.e
last year, which was marked by
dissent and lawsuits filed by the
American Civil Liberties Union,
the lead-in to this year's parade
was quiet and easy.
'!'here was just no drama, no
problem at all," Turry Stone.
,executive director of the Gay and
Lesbian C:Ommunity Services
Center of Orange \,,aunty, said of
getting the permits required to
hold the march.
Under the new and improved
regulations, the finance
department processes the
applications for special-event
permits, and any appeals are
handled by the Oty Cowldl. The
new law is also content-neutral,
meaning the city can't
discriminate based on an event's
content of speech when
considering whether to grant
permits. That change is a definite
improvement in a city that is
defined. to a great extent, by its
diverse, eclectic population.
So far, these changes have
prawn to be steps in the right
direction. And while it is
Wlfortunate it took a lawsuit to
get the city started on thb path.
tile end result is one city leaders
and city staff can be proud of
reaching. Residents should
embrace it, as well

District in 1996, I have worked with
many of the different departments or
the city and many city staff personnel.
I have found thelr dedkation to duty
and willingness to help very
exemplary. I have also foupd that
sometimes it LI necessary to get out
there and find out what the citizens
really think about what ls proposed. It
11 very important to hear all sides
before makblg judgments.
I feel that one of my beat qualities Is
that I am wllling to U.ten to other
points ofvtew. But, at the same time. I
am not afrald to voice my own

will bring a dlfrerent polnr of vtew to
the coundl. but It will be a point or

those that I represent. I have learned
that compromise ls sometimes the
best solution for success. Uatenlng

1. This answer r--~~-..,
has two parts: those
issues the city is
able to deal with on
its own, and those
issues where it is
constrained by
outside agencies
and interests.
In the first
category. the
generaJ plan update is clearly the
most important citywide issue. The
resuJts of this process will ser the
pattern for the city's character, growth
and traffic for 20 to 25 years.
In the second category, the growth
of the county-owned John Wayne
Airport is the m.ost important issue
facing the city. But there are more:
Ocean and bay water q~ality (and eel
grass in the lower bay) are aU dictated
by federaJ and state requlcements; the
city's locaJ coastal program has to
meet the California Coastal
Commission's requirements; and
dredging of the Santa Ana River and
Upper Newport Bay are dependent on
Corps of Engineers funding.
2. I believe I am especially qualified
to deal with the two most important
issues facing the city, and the 4th
District in particuJar. I was the chair
of the subcomminee of the General
Plan Update Committee that
formuJated the entire program that is
now underway. I understand thal
program particularly well.
tn addJtion, my many years as a
dJ.rector of the Airport Working Group
bu given me the necessary
knowledge and penpective to deal
with the John Wayne Airport
expansion Laauea with a firm resolve.
Finally, my election five consecutive

Dlstrlct (Eaatbluff), lncludlng seven
consecutive terms u tu president,

growing out of our control, but my

I. While l
acknowledge there
are many important
issues facing our·-..
community, the
most important
issue facing
Newport Beach
today ls our beach
and bay water
quality. The
continued improvement of beach and
bay water quality will ensure that the
city's greatest asset-with Hs coastal
location, one of the largest pleasure
boat harbors in the nation, and one of
1he few remaining estuaries an
California -will continue to dnve
property values and offer both
residents and visitors unique
recreational opportunities not found
in any other community. As
community leaders. we have a
respons1b1hty to ensure the i.:are and
preservation of our water quality for
future genera1ions. 2. The qualities
that set me a pan from others
applying for the position are a proven
record of community involvement
and understanding of city issues with
more than 25 years experience in
working with numeroul> boards and
commiuees.
I have estahlished relationships
with county. ~t.ate and federal
representatives that can be called
upon to assisl in the resolution of
important issues such as back bay
dredging or control of John Wayne
Airport. I have the temperament to
lis1en to views dissimilar to my own
w11hout judgment or recourse. I
understand the imponance of
listening imen1ly 10 aJI sides of the
is'iue before reaching conclusions. I
have developed 1he ability to bring
vision to my work and can
communicate the vision with clarity
and commitment. I have excellent
inrerpersonaJ skills and have worked
to develop posi1ive relalionships
berwren diverse, and often opposing
groups of people. I am visible and
accessible 10 members of the
community. I have the courage to
confront difficuJt problems and make
tough decisions. I value the
decision-making process as critical to
both the quality and ownership of the
outcome. I listen to my team
members and regularly draw upon
the expertise and inslghts of others to
crea1e consensus. I care about and am
commilted to the professional
development of my co-workers and
others.3. My position on development
an the city is one of moderation,

improvement-: The dty ls .. built out•
and, as a result, development
opporcunities on vacant land are
