NEWPORT-MP.SA -1Wo Newport
Beach residents have given at Jeaat $20
million to local scboola during the last
l 0 years. And they did it without any
fanfare.
David and Monica Gelbawn long had
asked for anonymity as they gave gifts of
hundreds of thousands of dollars -or
even more -many time$ tn the past
decade. Former Enslgn Intermediate
School Principal Scott Paulsen la.Id he
honored the requests, but when he
learned tbetr names would be printed
elsewhere, he wanted the Newport-
Mesa community to know first. Paulsen
said he was a prindpal for at least one
of their children before he retired from
Enslgn in 1994.
The Gelbaums could not be reached
for comment. and Pauben said the cou-
ple ldll inferred not to be recogniud
for their ~nerosity.
'"They have been remarkably gener-
ous to this community," he said "We're
just one of many project.a they're in-
volved in. I'm sure they're involved in
thlnga everywhere."
School officials have used their
money to create new jobs, to buy equip-
ment and to establish science pro-
grams. extracurricular dubs and grants
di.strictwide and in Santa Ana, Paulsen
said.
The couple's first donation of
$200,000 to Ensign Intermediate School
provided the school with state-of-the-

art adence labs. technoJogi<:al capability
and an extracurricular science/nature
dub, Paulsen said. Tu this day, they've
given graciously and anonymously to
other schools on a regular basis.
The unheralded couple later donated
a combined $2 million to Woodland and
Kaiser schools for rniscellaneous school
projects. and another million to Costa
Mesa's youth centers, Save Our Youth
and the Shalimar Leaming Center. The
Gelbaums also established •faci1ita1or·

PLAN
Continued from Al
Some goals, such as ma.Icing
art, music and drama "an inte-
gral part of school life,• u the
plan stated, or eliminating
prejudice on campuses, proved
more difficult to achieve. Those
items are once again on the
plan.
Getting those goals down on
paper and keeping offidals ac-
countable for them is an impor-
tant piece of the puzzle, board
member Tom Egan said.
"If It doesn't persist, if people
don't keep pushing, (the planl
might fall by the wayside," he
said. "But I've seen evidence
that support is pretty wide-
spread."
The current form of the 2005-
2010 strategic plan came after
months of input from commu-
nity members at a series of
meetings as well as refinement
by trustees and district officials.
Parents, teachers and commu-
nity members took part in dis-
cussions on a variety of topics
and were invited to bring up any
tSSues they felt needed to be ad-
dressed.
"The strength of the process is
that everybody was invited." for-
mer Harbor Council PTA presi-
dent Patty Oui.stiansen said.
"Anybody could put an~g
they wanted on the table. Every-
one didn't have to be hired by
the district, they didn't have to
be active in the PTA They could
put on the agenda what they felt
needed work."
One of the biggest things peo-
ple thought needed wort was
the secondary education system·
·in the district. A redesign of the
high schools tops the list of pri-
orities in the plan.
ClASSES FOR ALL STUDENTS
The district needs to look at
ways It can cater to different
types of students, AM!stant Supt
for Secondary Education Jaime
Castellanos said. Though the
high school cwriculum is geared
to students applying to unJversi-
ties. not everybody fits that
model, he said.
"If that's the case, what's hap-
pening to the rest of the kids?"
he said. "It's forcing everybody
into the same curriculum, when
not everybody goes to college,
not everybody learns the same
way."
Options indude expanding on
the two online courses intro-
duced th.la summer or extending
the school day and allowing llU-
dents to schedule classes at the
houn they prefer.
Another way to improve stu-
dent achlnement ls by encour·
aging parental support. Costa
Mesa Junior High School Princi-
pal John Garcia said. That school
ls working on the family-friendly
concept the district hopes to
adopt at all schools.
Already, they have created a
parent center on campus,
reached out to area businesses
for internship opportunJties and
held a pancake breakfast the
first day ot school this year.
"Fundamentally, we know that
the more parents are involved in
the school, the higher students
are going to achieve," Garcia
said.
That approach helps students
and parents make the transition
from elementary school to jun-
ior high and high school, parent
Mirna Burciaga said. She took
part in the strategic plan meet-
ings and brought up her con-
cerns about what she saw as a
lack of parent involvement in
junior high.
Burciaga -who is a candi-
date for Costa Mesa Ory Council
-worked as a volunteer in her
children's elementary school
classes but, she saJd, felt like
parents had few opportunities 10
help out once their students got
past the sixth grade.
"I'm glad they're doing that."
Burciaga said of the famity-
friendly schools approach. ·Part
of the discussion (at the meet-
ings! was that parent involve-
ment is imponant Parents need
to feel welcome, and students
need to feel important and part
of the school. We need to treat
them with respect and help
them understand why they have
to foUow the rules.·
AWNG OUT THE CURRICULUM
Other priorities include more
technology mto the classrooms
and cumculums, offering arts

form to the standards of native
speakers. The plan also Includes
an expansion of the community
service requirement of 40 hours
to include service learning or in·
corporating that service into the
instructional curriculum.
The district broke the plan
into five sections: "Excellence,"
for academic issues; "innova-
tion," for the district's customer
service; "2 lst Century Skills," for
technological issues; "Commu-

work with businesses; and peo-

Now that the district's bond·

school-improvement project is
underway, Black said they will
be able to focus on other areas
of need. The plan, she said, is a
good basis for that and will help
keep them on track.
"I think we've got a good foun-

Gleason's complaint says there
is no question that well-heeled
parents in Newport Beach can
provide their children with fancy
scoreboards and all-weather
tracks.
The complaint stales: uBul the
facilities in question here repre-
sent the fundamental basics that
(the school district! is obligated

fields with grass, softball fields
that meet CIF sla.ndards, long
jump landing areas without
metaJ sprinkler boxes in them,
running tracks without potholes
and baseball fields without bro-
ken dangerous backstops."
At the core of the issue is a
joint-use agreement that the city
of Costa Mesa has with the
school district governing the use
and maintenance of athletic
fields. The charg~ leveled by
Gleason are the lale!>l twist in a
months-long debate about the
agreement The city of Costa
Mesa maintains and monitors
use of the school district's fields,
according to that agreement.
Newport Beach has had a
joint-use agreement with the
school district for at least 20
years, but that agreement is sim-
pler and does not encompass the
high schools, said Andrea
McGuire, the city's recreation su-
perintendent.
•tt's been in place for dec-
ades," she said. "But "that agree-
ment simply states that the city
would maintain its fi elds and the
school district would maintain
its fields.·
Also, the city of Newport
Beach does not issue permJts for
fields owned and operated by the
school district. she said
Castellanos said the difference
in the agreement stemmed from
the high demand for fields in
Costa Mesa.
The dialogue that the school

ongoing one, Oliver said

Late to hear of columnist news ' fan has same melancholy reaction
My wife and I were away for a month. Upon
our return, I obtained copies of the Pilot we bad

disappointment the discontinuation of Bob
Gardner's column.
I enjoyed his colwnn far more dWl all the
other columns combined. I looked forward to the
Tuesday edition of the Daily Pilot for that reason.
I have resided here in Newport only a littJe
more than 46 years, so I do not have the
knowledge of Incidents as the judge does. Nor
do I believe an author with bis knowledge and
ability to relate can be found.
Is It possible to republish his columns on a

would enjoy It greatly.

Omrch belongs to congregation,
not the Diocese of Los Angeles
Regarding St. James Olurch's break. from the
Episcopal diocese, I definitely believe it should
because it is the parish that has paid for the
property and paid for the churc h.
ll belongs rightfully to the church. and
because its diocese decided to go in a different
direction than what it believes in. I do not
believe the church belongs to the dioce~e. The
church belongs to the church and to the
people who go there.
I do not attend that church, nor have I ever
been there. I just feel very 6rmly 1ha1 Lhis
church should retain its property, because the
diocese is the one that changed its rules. After
aJI these years -and this church has been in
existenq.• for 55 years -It has been under the
rule of the diocese with these agreed upon
rules.
Now, the diocese should not have ruJe. The
diocese changed, so I truly believe the
properry should revert to the church, the
church members who have supported it for all
these years and not let the diocese keep it.
