For more than two
years. it's been the J I -year-old

Now, after three years on a
waiting list, Dusty will be getting
a dog in January.
"He can be with me all the
time," said the Lincoln
Elementary School sixth-grader,
who was diagnosed with
Duchenne muscular dystrophy
when he was 6.
The disease gradually weakens
the skeletal or voluntary muscles
-those in the anns, legs and
trunk. By the early teens, or even
earlier, it also begins to affect the
heart and respiratory muscles,
whidl is why it can be fatal.
Dusty looks at the dog as a
companion to help make life a
Uttle bit smoother for him.
"He could be my friend," be
said.
But Dusty and his family know
that the dog, donated by Ralphs
supermarkets and trained by
c.anine Assistants in Georgia, Is
going to be more than a friend.
The dog, which Dusty will
bring home after two weeks of
training in Alpharetta. Ga., will do
everything from opening doors
and picking up stuff off the Ooor
-to getting help in emergency
situations.
The dog will even piclc up the
phone and tum Ught switches on

Dusty became dependent
upon his wheelchair last year.
That has not deterred him or
broken his spirit. bis aide Shawn

By age 10, Dusty stopped
walking altogether. But h1s parents

COMMUNITY COMMENTARY
Message to city on Marinapark still bottled up
By Joseph F. O'Hor1
I am a 30-plus-year resident of
Newport Beach with about 25
years of management and
consulting experience in the
hospitality industry. In another life,
I was also president and chief
executive of the 6nn that owned the
Newport Ensign newspaper when it
was in its prime during the
development wars of the late 1970s
and 1980s.
With this letter, I'd like to offer
some community commentary
reganUng the proposed Marlnapark
timeshare hotel project, which will
appear on our November ballot
disguised as Measure L
Fust, let me go on record as being
appalled at the lack of city staff
aeativity and political sensitivity to
our community\ needs. What
persistently ununaginative, lazy and
shortsighted planning! ls anyone at
City Hall listening to our residents'
often-expressed wishes for more
open space and less development?
A range of more
community-benefiting opuons
available for this once-in-a-lifetime
site comes readily 10 mind.
Proposals for its commercial
development were the lazy, painle<>-'>
way out and should never have
been solicited in the first place.
Modifying the city's general plan
in the manner proposed by Measure
L means commercial developmenl

ever-changing Oow of transient
traffic, that is located one-tenth of a
mile from a large grammar school
and two churches -the latter with
extensive preschool and after-school
programs -a better choice than a
park? How will a Girl Scout meeting
facility located on the hotel site itself

potential young Girl Scoutat

Secondly, the longevity o( thia
proposal i.s ~amazing espedaDy
in view of the obvious polidcal risks
usoclated with abrogating the
specific intent of the city's general
plan in such an egregious mannet. 0
remember helping to organize a
presentation to another City Council
more than three years ago on an
earlier incarnation of the same
proposal from the same developer.) I
wonder why it keeps turning up like
a bad penny?
Even more amazing is the fact
that thh proposal ltves despite the
fact that it is obviously and seriously
flawed from an economic
standpoint. Hospitality industry
management people with whom I
have reviewed the project concur
with my Judgment that the concept
itself appears operationally naive in
the extreme. A 98-unit hotel
(exclusive of its 12 timeshare units)
is, among other things, simply not
large enough to provide an
adequate operating return on the
invested capital it will take to
develop the site. This is a tough,
competitive, oversaturated
hospitality mark.et -just ask the
operators of any of the area's hotels.
Marinapark isn't likely to ever show
an operating profit. The more
luxurious and Mfive star" it is, the
greater the chance that it will never
show black ink from operations.
The developer must know this.
His carrot isn't in hotel operations.
which he would subcontract in the
usual industry manner. It's in
timeshare sales. His potential
one-time Illes revenue from the
timeshare aale of the 12 units
Included ln the proposal can
conservatively be projected in the
$20 million-plus range, even
assuming no more than an 80%
sale. success rate. The city aees
none of th.ts revenue.
Once the i.ni tial timeshare
revenue potential is exhausted. the
developer ls gone. The city now
has to deal with a facility that I.a
inherently not viable aa a going
concern. Does it authorize
expansion? Allow more (or even
all) unil8 to be time-shared?
Permit downgraded service "1td
support to reduce operating costs?
This hit-and-run pattern of
timeshare development is a familiar
one in the industry. The lure of
additional tax revenue is a siren
song to munkipal managers, so the
story has been repeated many
times over in Sunbelt communities
from Hawaii to Florida. As the
saying goes: ·Everybody wants to
go to Heaven, but nobody wants to
die." Only one person seems to
prosper from most of these deals.
and it isn't the operator or the
municipality left holding the bag!
Our challenge as residents lies
not only in preventing this
giveaway of irre placeable property
by rejecting Measure L Rather, it is
in having the vision and foresight
to then force our politicians to put
this kind of thinking aside once
and for al l. It's time for all of us to
move on 10 encourage and guide
the creative noncommercial
exploitation of this rare site in a
matter that will tru.ly benefit our
community and the lifestyle of all
its residents for decades to come.
If they will only take the time to
looJr. the City Council will find no
shortage of community help and
support for such a move.

COSTA MESA -The Newport Harbor
High girls field hockey team has spent
much of its recent practices working on
passing.
Tuesday's 5-0 victory over visiting
Fountain Valley to begin Sunset League
play at Halper C.ommunity Center pro-
vided the stage for the Sailors to show-
case what they've learned.
"One-touch passes were clicking,"
Newport senior Julia Demay saJd after
her three-goal performance. "Everyone
was playing well from back to front and
we were able to get it in the cage."
The Sailors (10· l ·3) extended their
unbeaten streak to 11 and have not
been scored upon since suffering their
only loss of the season, a 1-0 setback to
Camarillo Sept. 11.
The Sailors, defending their Tourna-
ment of Olampions crown, have out·
scored their opponents, 31-2, this sea-
son.
"I'm really happy with the way the
girls have been playing." Newport first·
year coach JCristy Cross said. "They a.re
really coming along with their passing.
They are looking up before they pas&"
Newport also formed a wall defen·
sivefy, holding the Barons (0-5· 1) to zero
shots, just three days after Fountain Val-
ley tallied 20 shots in a 5-0 loss to New-
port in the Orange C.ounty lnvitatlonal.

Newport took a 2-0 lead into halftime
on goals from junior Danica 1Calmbach

Kalmbach then tallied an assist when
she fed junior Lara Schilling. who rifled
a shot into the right side of the cage in
the 47th minute to give Newport a 3-0
lead.
"We tried to have a more offensive
game (in the second haJf], but (the Sail-

Keni Hunt said.
Senior goalkeeper Ciara Lawrence taJ.
lied her 13th shutout of the season for
the Sailors, who a.re improving with
