COSTA MESA -Political tension
between volunteers and
management at an animal shelter in
Huntington Beach stifled operations
and became the ax that dropped on
the volunteer program,
administrators and shelter workers
said on Monday.
The city of Costa Mesa has
launched an investigation into the
Orange County Humane Society
after several former volunteers
complained at a City Council
meeting last month that the animals
at the shelter were not receiving •
proper care. The city has a contract
with the shelter to send all rescued
animals there.
Nearly 8S volunteers were asked to
leave the shelter after the situation

They said they wemi't notified
of the groundbreaking and are
concerned about the negative ef-
fects the skate park may have on
their neighborhood.
McGhee said. MThe whole neigh·
borhood was totally against (the
park!. We made some sugges·
tions of alternate sites.·
The Qty Council approved the
skate park last October after
lkateboarding enthUBiMts like
Jim Gray had pushed for a park
for more than a decade.
Wednesday, Gray credited the
dty of Newport Beach for moti-
vating skateboarders to mobilire
in an organized fashion.

Democratic congressional candidate and
UC Irvine international business professor
John Graham dropped a political bomb
Monday at a press conference he held to
question I.he security of a nuclear reactor
on campus.
Graham's charge I.hat the reactor poses a
danger to the swrounding community as a
potential terror'ist target is largely
unfounded, the reactor's supervisor,
George Mlller, said.
The reactor is largely unprotected and
could be attacked with a truck bomb, for
example, but has been ignored by House
f I om eland Security Committee Oiairman
Chris Cox. Graham said. Graham is hoping
to unseat Cox in the 48th Congressional
Dislrict race in November.
Graham's comments met with di!>dain
from Miller, who is also a chemistry
department faculty member.

Miller said. ~The facility is being looked at
constantly and is thought to be in a
reasonably safe condition and not a major
threat."
The 35-year-old, 250-lciJowan reactor is a
small one designed for teaching and
research, Miller said.
In a letter sent Wednesday, Cox told
Graham he shares the desire to make sure
the reactor is not a threat, and he ha.c;
asked the staff of the House Homeland
Security Committee to work with Graham
and UC Irvine to review the reactor's
security.

gay marriage amendment
Passing a constitutional amendment to
ban gay marriage would be a mistake that
would open the door for a
precedent-setting expansion of federal
judges' power, Cox wrote In an editorial
published ln Tuesday's HWalJ Street
Journal."
The congressman's position is a rare
parting of company with President Buth,
' who has endorsed the federal marriage
amendment.
The proposed amendment WQuld bar
states from recognizing same-sex
marriages, unlike the 1996 Defense of
Marriage Act, which defined marriage for
federaJ purposes as a union between a
man and a woman but left states to
decide their own definitions for all other
purpose~
In his ~ditorial, Cox wrote that the
constitutional amendment "would be a
cure far worse than the ailment" of
judicial activism such as the
Massachusetts Supreme Court's ordering
the state legislature to create a law
recognizing gay marriages.
A majority of American s oppose gay
marriage, and 38 states already have
enacted initiatives or bills defining
marriage as a union between a man and
a woman, he wrote.
The I louse is expected to vote on the
marriage amendment today.
God picks sides; so should you
For those who aren't interested in
watching the televised debate between
President Bush and John Kerry tonight,
local religious activist and website
operator Steve Gooden suggests another
activity: prayer.
Gooden is organizlng a prayer vigil to
support Bush and ask God to protect
Bush and give him wisdom, confidence
and humility during the debate.
'Tm hoping to help the president win
the debate," Gooden said. ·1 am not
praying for both of them, and yes, it is
very Oiristian. I am praying for the leader
of this country.·
Gooden, of Costa Mesa, is the founder
of a conservative youth group and runs a
pro-Bush website that discusses which
presidential candidate's beliefs most
resemble those held by Jesus Olrist.
A prayer vigil will be held at Gooden's
house tonight, and he's talked to people
around the country and overseas who
also plan vigils, he said. He'll also
organlze vigils for the two subsequent
debates between the presidential
candidates.

New bill provides more down
before next election cycle
The 2004 election season seems to
have been going on forever, but
California 'troters will get more down time
before the next election cycle. with 2006
primary ~ons being held in June
rather than March.
Gov. Arnold Schwuv.enegger this week
signed a bill sponsored by retired Sen.
ROM Johmlon that moves the state's
primary election baclc to June, which is
when it was held until a 1996 legislative
change.
·1 think it's a good thing,· said 70th
DI.strict Assemblyman John c.ampbell,
who is the Republican candidate for
Johnson's Senate seat. ·1 voted for it, and
I think two things will happen. Voter
turnout will be incre~. and the cost of
elections will go down."
Turnout has been low since the
primary was moved to March, perhaps
because no one was ready to focus on the
election that early in the year, Campbell
said. Also, candidates have to raise more
money because they start campaigning
fo r a March primary in the previous
October or November, he said.

crusading piece takes any

does report that the
Democratic Party enjoyed
54.4"' of the trip bounty
through 2,735 trips costing
more than $7.8 million. The
Republicans took 2.090 trips
at a cost of $6.5 mllllon. The
tndep,endent Party rounds out
the countty with 22 tripe
totaling almost $54,000.
And even that's not a bad
tab for four years.

with the students and chaperons
from their trip. Obluk held a ·
white sign with carefully lettered
~apanese characters on it to help
maJce the visitors feel at home.
"I had a former student from
Japan write it," she explained. "It
says: 'Welcome to Newport
Beach, Okazaki ~itors.'"
The delegation of five students
· and two chaperons will have a
role reversal of the summer visit
They will stay with the families
of the students they hosted in
Juty. The visitors will be here
until Tuesday.
The Japanese students will
face some culture shock. like
their American counterparts did
in Okazaki, the local students
said

totally different," 14-year-old
Newport Harbor High School

"Everyone stays inside the whole
day, and the teachers rotate."

visits classes at Corona del Mar
High School with the other
students, she'll see a very
different type of school. But one
of Olihiro's top priorities while
she·s here -as well as for the
other students -is a trip to
Disneyland.
While they're here, the
delegation will meet with city
and school district officials, lour
djfferent schools and attend
numerous parties. reception!>
and barbecues. They'll also have
a day of hiking. boating and
kayaking hosted by the Rotary
Oub of Newport-Balboa.
Individual host families also
have special plans. such as
baseball games and shopping.

more than $2 million in grant

opment rather than cancer re-
search, according to a universicy
audit released this week.
ln January. auditors started in-
vestigating how Division of Epi-
demiology chief Hoda Anton-
piMr was wing federal and
stale grants for research. lbeir
preliminary report from the col:
~e's Internal Audit Services, re-
teased Tuesday, found that about Sl.3 million went to fund a soft-
Ware program similar to one the
state started using this month.

lic Health Institute funded most
of the proJects. Auditors reported
the misuse to both agencies in
May.
The report suggests that. in the
future. others from the depart-
ment should co-sign purchase
orders. It also suggests the uni-
versicy hold a "WhistJeblower Pol-
icy" training ~ion and that it
refer the matter to the academic
personnel department

Gillin, who had been
volwiteering at the shelter for
five years until she was asked to
leave in March, said she built a
strong volunteer base at the

cate. "I can't wait to use the skate
park. because I really like skat-

"We know the shelter is in an
old building that needs repairs
and rebuilding." she said. ·But

city on that, and those things do
take time."
Costa Mesa City
Councilwoman Ubby Cowan
said she is primarily concerned
about whether animals are
treated humanely at the shelter.
·1 want to make sure they are
getting food, water and
healthcare, which are all in the
contract our city has wtth
them,· she said. "We owe it to
our animals to perform an
in-depth review and analysis of
the conditions at the shelter.·
Costa Mesa has a three-year
contract with the Orange
County Humane Society and
pays the shelter $4,000 a month
to send its animals there. The
city is one year into its contract.
Cowan said
·But we do have clauses in
there that say we can get out of
it if the terms of the contract are
not being met,· she said

residents reacted as negatively, and loudly, as
they did. The council, as we have said before, Is
to be commended for reacting rightly to those
concerns.
The announcement this week that sediment
dredged from the river -a much-needed
project to protect low-lying lands against floods
-will not end up on the front doorsteps of
beachfront residents and will instead be
pumped offshore is the proper end to a problem
that, in the best of all possible worlds, would
never have been a problem. The Santa Ana River
needs to get cleaned out, after all. West Newport
beaches need to be replenished, though not
quite in the bulk manner the corps of engineers
would have done it. Given those needs, it's
understandable that the initial beach-dmnping
plan seemed to make sense.
What makes this denouement even better Is
that it seems it will be far better for the beaches
than the original plan. Instead of 400,000 cubic
yards of river sediment landing on the beach,
the gunk removed during the $4.5-million
project will be pumped offshore past the west
end of 56th Street From there, it can How back
onto the beach far more naturally, which will be
far better for the beach even as it is safe!' for
beachgoers and those enjoying the water.
The two unresolved pieces to the story are the
cost and the length of time it will take. The
C:Orps has not yet figured how much the change
will add to the final price tag. And it will take
some three months, if the city allows the C:Orps
to work 24 hours a day. We can see how
around-the-clock work might not be greeted
with resident applause. Given the problems, though -Would the
sediment contain trash or bacteria that would
fo ul up the beach? Would the additional sand
rufa the waves and create dangerous shore
Still. given all the proble~ that already have
been handled, if that does come up, we are
confident a remedy can be found.

humane is the
Orange County
Humane Society
shelter?
M any times I have
visited the Humane
Society. and every
time I went there, I saw
clean. not cramped cages;
healthy, excited anlmals; and
dean premises. Once, I did
see sJck kittens.
They bad a disease that
they could've picked up
anywhere. lllat was a while
back. and all the animals
were healthy the last time I
went there.
The cages never hold more
than two small animals
unless it bas a liner of
kittens. c.ages that consisted
of larger animals only had
one animal per cage.
Whenever I look in the cages.
I see food and water bowls
full and the Utter box.es (if it
is a cat cage) clean. I have
also been at the shelter while
the workers were hosing and
cleaning the cages and entire
shelter.

I work with several
different rescue groups, and
one day a friend of mine
who did a lot of
volunteering for the shelter
for several years asked for
my help. The shelter gets
puppies dropped off from
time to time, and puppies
need around-the-dock care.
so she asked if I could take
care of pups.
I went to the shelter to
pick up the pups and was
told to go into the back
room. There were the cute,
tiny puppies approximately
2 weeks old. stuffed in a
dirty cage not big enough to
house them. There was no
water in the dish and poop
in their food bowl. I
wondered when the last
time the pups had received
fresh water or food.
I took the pups home and
gave them a warm bath.

their area like every two
hours.
Puppies do poop and spill
water and food all the time.
Some puppies had to be
bottJe-fed for awhile until
they learned how to eat
from a dish. I loved the
pups. held them, let them
run in the backyard on
grass. played with them.
The oDly thing the shelter
did was gWe me the
deworming pills for the
pups. When the pups were
ready to be adopted out. I
took the pups to the shelter
and sat outside the front of
the shelter wtth the pups
until people adopted the
pups. The shelter charges
$90 a pup. I Look care of
four sets of puppies and one
dme even a mommy. So you
figure if each Utter bad row
to eight puppies. and I did
all the work. bought all the

dogs and cats would not
have dean, dry bedding.
That luted all winter.
One Tuesday, a dog was
returned to the shelter. A
famUy, and the kennel
employee, picked the dog
up e.nd threw it ln the run. I
understand the people show
up for a paycheck, but a
UttJe compassion would be
nice.
There were so many sick
dogs. They moved dogs
around and didn't change
the bedding. They have a
run in the middle that when
they rinse the stuff out of
the end runs, it runs into
the middle run, and that
dog's run is full of the urine
and everything else. I could
go on about how filthy it
was. but it's clean now.

As a former employee at
the Orange County Hwnane
Society for six years. I can
verify the allegations made
by the volunteers. The last
straw was when I took the
picture of the deceased dog
put on top of the freezer.
During my employment,
there were two freezers, but
on the day of the picture, one
had been broken for a couple
of weeks and the other was
full. In the six years that 1
worked there full-time. I
never saw or heard of the
disposal company coming
twice in one week to pick up
the deceased animals. The
shelter animals received only
the bare minimum of
veterinary care. After
constant asking of the doctor
to examine the shelter
aninlals, it was always a
struggle to get a doctor to
walk through the shelter
partly because he could not
even stand how the shelter
smelled.

I want to share with you a
dreadful experience that I
had at the Orange County
Humane Society. On July 22,
2003. I was a1 my
veterinarian's office in C:Osta
Mesa when I observed a
kitten being transferred to
the custody of Costa Mesa
Animal Control. When I
inquired about the kitten, I
was told that she had been
found on Bristol Street and
was injured.
I was also told that It was
standard procedure to
transfer the kitten to anlmal
control. I asked that the
kitten be retrteved at that
time, but the officer, who
was sdll in the parking lot of
the veterinarian's office,
refused to relinquish
cus~ The kitten was
taken to the Orange"tounty
Humane Society.
I uked that a bold be
placed. on the kitten under
my name ln the event that
no owner came forward.

the Humane Society in an

Ultimately, I called back and
asked to speak With the
veterinarian, Samlr Botros.
When Botros 8.nally took my
call, it was with obvious
anger. He told me that the
kitten's condition and the
treatment that she was
receiving were none of my
business and that the
kitten's prognosis was poor.
He further informed me that
he could euthanlze the
kitten if he so chose. 1 was
further told that the kitten
would not receive X-rays or
treatment unless I chose to
pay for that treatment.
Botros ended the call so
abruptly that I did not have
the opportunity to arrange
for care.
1 called back immediately
and supplied my credit card
information so that X-rays
could be taken of the
kitten's legs. This was
accomplished, and the
resulting diagnostic
information from the X-rays
was given to ,ne over the
telephone by a technician. I
had no further conversation
with Botros.
On July 25, 2003. I
formally adopted the kitten
and paid the adoption fee. I
returned the kitten to my
private veterinarian.
According to the medical
record, the kitten was
provided with no treatment.
even following the X-rays.
The kitten was found to be
severely dehydrated and
severely anemic. The broken
leg was minor and WlMI
repaired. It should be noted
that the kitten is thriving
and is now grown.
I attempted to seek legal
remedy through a private
lawyer. I was told that
because the kitten survived,
it would be difficult to prove
damages. I also filed a
formal complaint with the
Veterinary Medical Board.
Their finding was that
Botros had other records
documenting care that the
kitten had received. He has
refused to supply copies of
such records.

freshman year of final
exams at Corona del
Mar High School, I
promised my son an adventure
trip as a reward for a job weU
done.
ln July, Marc and I embarked
on an 11-day, father-son
adventure trip to Utah. The first
day, we took off in the car early
from our home in Corona del
Mar, made a stop in Las Vegas
for lunch, then stopped at the
Moapa Tribal fireworks More just
east of las V~. The store had
eight aisles. each 80 feet long.
filled with a vast array of
fireworlcs and firecrackers.
Pleading didn't work. but
threatening did, as I Wa.$ finally
able to gel Marc ou1 of the 111ore
and back in the car for the res1
of the day's drive 10 Zion
National Park.
We reached our initial fun
destination·of7Jon at about 3
p.m. Total time in the car that
first day was nine hours. U wru.
an easy drive made tolerdble for
Marc because we listened lo the
~Fahrenheit 451 " book on tape,
which was reQuired summer
reading for incoming
sophomores at Corona del Mar
HlghSchool.
THROUGH ZION AND BRYCE
Zion Canyon is one of our
national treasures, with
breathtaking view.. of mountains
and waterfalls. a Mmini
Yosemite" with no traffic and
very manageable crowds. Private
vehicles are allowed into Zion
Canyon only if the driver has a
lodge reservation. After checking
into the lodge, the car must be
parked. and the only form of
transportation is the convenient,
free shuttle bus that leaves every
few minutes, making several
stops up and down the canyon.
One of the highlights of our stay
was a hike traversing back and
forth across the Vugin River as it
meanders through and
continues to carve a deeper Zion
Canyon. We hiked and enjoyed
the spectacular scenery for three
days before leaving for the
second of our three' destinations.
The second leg of the trip took
us 10 Bryce Canyon National
Park. a beautiful four-hour drive
. from Zion. Bryce was much
different from 7Jon. lf 7Jon is
considered vertical because of
the dramatic, neck-craning
views of the mountains, then
Bryce would be considered
horiwntal because of the
8,00Q-foot altitude, extremely
clean air and see-forever
horiwns. Bryce is also known for
its plentiful and unusual fields of
"hoodoos," which· are
unbelievably bizarre shapes
created from eroded stone. At
night, Bryce is considered one of
the least "light-poUuted"
locations in the United States
and is consequentJy an ideal
place for stargazing. One
evening, the park rangers set up
telescopes for guests to
experience crystal-clear views of
the plants and stars. Even
though ii was July. the
temperature that night dropped
to 38 degrees. which made the
fireplace in our National Park
cabin a warm and cozy luxury.
A RIVER RAN THROUGH rT
After three days exploring
Bryce. we took another dramatic,
scenic drive to Green River,
Utah, where we embarked on a
five-day whitewater raft trip with
the Sierra Oub. On the first day,
the 20 ~guests" were 6own in
four private planes to the top of
a mesa 120 miles north of Green
River. We didn't land on a formal
landing strip. It was just bare dirt
on top of the mesa After landing
and getting our gear off the
planes. the "hotshot" pilots did
vertical takeoffs. dropped below
the mesa walls and then came
tearing back to buu us a
farewell gesture. The group then
hiked down to the river and
found our four river guides in
the four rafts to begin the float
trip.
All four river guides were
skilled rafters. famillar with
Desolation Canyon and this
section of the Green River,
knowledgeable about the history
of the area and. very
importantJy, good coob. F.ach
day on the river provided
different scenery and a new
campground, opportunities for
tuking, thrilling rides OYer the
rapids on one-persc>n kayaks,
delkiou.s meals and star-.filled
nights. Our group was very
fortunate to have a professional
guitar player/singer as on e of
the guests. His entertainment
made those even.lnp around the
campfire even more special. The
weather on the Green River was
ideal -between 82 and 92
degrees during the day and
between 70 and 75 degrees
during the evening.
At the end of the float trip. we
landed just outside the toWTI of
Green River, where we were met
by vans from the outfitting
company, and we were brought
back to our motel. The first
order of business for everyone
was a hot shower. lbat last
evening, the entire group met for
dinner at the well-known local
restaurant Ray's Tavern, where
we invited our guests to join us
for dinner, drinks and awards.
Reminiscing over dinner with
our new best friends was the
perfect conclusion to a
wonderful experience.
FAVORl'M PARTS
When asked what the
highlight of the entire trip was.
Marc said there were two. First.
being able to get his first few
hundred miles of highway
driving. and second, the visit to
the Moapa Tribal fireworks store.
For D!td, the highlight was
seeing the smile on his .son's face
as he successfully navigated his
kayak through the largest of the
whitewater rapids.

High in the Battle
of the Bay, the Corona del Mar football
team must shake off any lingering
emotional damage and prepare to play
a tough Valencia squad Saturday.
"This is a nonleague game and we're
using this as a tune up for league,"
Coach Dick Freeman aaid. "These are
all good teams we're playing. We're not
playing the Sisters of the Poor. We
could schedule an eight-man football
team and be 5-0 heading into league."
Valencia (3-0) is No. 4 in Clf
Southern Section Division VI while
CdM is No. 5 in Division IX. The Tigera
are led by running back Rylon Thomas
who h&s amassed close to 500 rushing
yards in three games wtth 10 touch-
downs. He also threw for a score in Va-
lencia's, 28· 7, victory over El Dorado.
So what is Corona del Mar's plan on
stopping Thomas?
"We're thinking Oat tlces on his bus,"
Freeman joked. "We can't change what
we do. We run an eight-man front. so if
we can't stop the run, we've got some
