THE RACE FOR COSTA MESA CITY COUNCIL l ' l)ynamo touts her experience, . . . ~eadership, integrity, tenacity ~~la Robinson Daily Pilot ,, A. look at Unda Dixon's activity list shows she's some kind of dyuamo. She worb as a fundraising cqnsultanL She has served on Cqeta Mesa's planning and transportation commissions and the Qty Coundl. She gardens. SQe hunts for bargains at garage 8'les. She cares for six pets. Dixon served on the Qty Council from 1998 to 2002 and "fllS mayor in her last year there, before she was unseated by newcomer Allan Mansoor. A 30-year resident of Costa Mesa with 25 years of COlllDlunity involvement under her belt, Dixon would like to continue improving the city she lqves for its diversity. ~I'm running because I have the experience; I have the leadership slcills; I have the tenacity. the integrity and the desire to make all of Costa Mesa -and I stress all -the place we can all be proud of," she said. During her earlier stint on the cqunciL Dixon was most proud of protecting residential neighborhoods on the Eastside and changing the standards for infill development and for launching a serious Westside revitalization effort. she said. Uke many moms, Dixon's community involvement started in her children's school& And as tbey grew up. she branched into other activities, serving on the dty's ad hoc transportation qmunittee and the Planning Gommis.sion. : From her myriad community c¢tivities, Dixon can't name just one that's most important, because they all give her a chance to interact with other COsta Mesa residents. DON LEACH /DAILY PILOT Linda Dixon hopes to be elected to the Costa Mesa City Council once again. "I think they're all meaningful in one way or another,· she said. "I like to be able to get out into the community and hear what the people are saying. I don't think anybody comes to City Council having all the answers.· She has plenty of ideas about what needs to be done in the city. Continued improvements on the Westside, stronger involvement in John Wayne Airport negotiations and a new library are among them. But Dixon is also willing to step back and listen to others or let them lead, she said. Dixon and her husband originally settled in Costa Mesa after a friend told them they'd like it. and today she's proud that two of her children chose to buy homes here. "It's an eclectic, diverse city." Dix.on said. "It's the real world. I think sometimes too many people dwell on the negative and forget about all the positive things in Costa Mesa." We need to negotiate an agreement that will serve Costa Mesa's young people, wtto should have first priority over the fields. Additionally, there lhould be a close examination of any contract to make sure our high school teams have every opportunity and right to use their school field for practtc:e. and games before any other organization. Whld would be the mo.t ~ WllY to improve the w..tside7 The most effective way to improve the Westside is to implement the recommendations submitted by CNmber'I of the Wlltlide ~Owreioht Committee,. 30-member group of Weleakta reaidenb, buainea owners end propertv ownera. I think three of their recommendationl will make the gnNlteat improyements: Create. rnedUTHtenatty residential overtay zone for a portion of the industrial area south of West 19th Street. along Whittier Avenue. This will allow housing developer& to offer industrtal property owners attractive prioea for their propettiea, in order to convert them to ownenhlp housing. Apply a mixed-use (residentiaVcommercial) overlay along West 19th Street. This would allow some terrific projects to appear along 19th Street, suet. as lofts or condos above shops and restaurants. Support the creation of a Business Improvement District for West 19th Street. made up of the business owners and property owneta along the street, as well aa nearby residents, to improve design standards, help improve code-enforcement compliance and create events suet. as art shows and street fairs. Bell agreed to build several sound walls and a landscaped berm to attenuate the effects of noise pollution from the rear of the I farbor Shopping Center loading docks. The agreement aJso stipulated that ICI wouJd Mnol demolish or cause to be demolished that portion of the sound wall blocking access to Wake Forest Drive ... except after final city approval of residentiaJ land use in the Future Development Area.~ The agreement continued: "Neighbors reserve all rights to challenge any requests for residential or other proposed uses of the future development area" How do I know all this, you ask7 Well, I was one of those 24 ". ····, ( : I r ~< ,..9'· • • .-; . "-~, FLO MARTIN College Park residents who signed on the dotted line. lWo years later, lCl had a brilliant idea to donate lhis future development area -1.5 acres of what I prefer to call a no man's land sandwiched between the rear of Harbor Shopping Center and the backyards of College Park homes. Let's donate it to Habitat For Humanity. That way, we can get that residentiaJ wning. That way, we can get some of lhe berm down. That way. we can get part of the wall down. That way, ICI can get a tax write-off in the millions. That way. ICI can get the biggest bang out of its bucks. The first proposal. fQr 11 homes on that I .5-acre plot, gets shot down. Then I labitat comes back with another plan - eight homes. Habitat and neighbors meet, and they continue 10 hash things our. The neighbors submit written concerns, and I labitat responds. Habitat's response deals with parking, differences in zoning. traffic, background on Habitat as an organization. air quality impacts, noise from the Harbor Shopping Center (Home Depot loading docks), noise from helkopters and landscaping. Big problem. Habitat stonewalls the issue that several neighbors write about -density. Why eight homes? Why nor six or five or four? WeU. ii seems that the Cosla Mesa City Council and the Costa Mesa Planning r.ommission had tlie same question about tJ1is sticky wicket. In December of 2002, Councilman Mansoor had asked: "WouJd you be willing to go with less (sic) than eight? During the Planning Commission meeting of this past Sept. 27, Korando had lo respond again. Uphill battle continues for Mustangs T he season could not have gotten off to a worse start for the Costa Mesa High football team. Dave Perldns was fired as head coach and athletic director July 23, six weeks before the first game. Tom Baldwin was elevated from linebacker and receiver coach to the head spot Aug. 11. MWe had to piece together a coaching staff," Baldwin said. ~It has been tough. All of my coaches have other jobs and schedules." Nick Romo was not able to accept the job as defensive line coach until a week before the first game because of a scheduling conflict. at Orange Coast College while OCC's LeBard Stadium was getting remodeled. But the staff was put into place and Baldwin tried to make the adjustment as easy as possible for the players. He kept a similar offensive system, but installed a new attacking style of defense. "We never really had a home game this year because we've had to get on a bus and go to Harbor," Baldwin said. "OCC is right aaoss the street from us, so that is RICK obviously easJer for us. Baldwin tried to downplay the effect DEVEREUX If we get tn a bus and go to Harbor, we might as well go to any other school" Perlins' firing had on the team. "Everything i.s going fine because the kids are familiar with most of the coaches and there are only a couple of new ones," Baldwin said before the season. "There's not going to be much of a transition period because we're going to be running basically the same offense as last year.• But it was evident that something was not right with Costa Mesa (2-6. 2-2 in the Golden West League) ~ won two of its last three, including Friday's, 25-22. come-from-behind league victory over Ocean View.
