facility that offers discounted care for
area paren ts too wealthy to qualify for
state-subsidir.ed programs may close
this week if It cannot fill its classroom
with students whose parents are will·
ing to pay S 175 per month.
At the Newport Harbor High Pre·
school, children are cared for by fully
qualified teachers and high school
students studying child development.
The program. which runs from 8 a.m.
to noon weekdays. caters to stay-at·
home moms who want their children
in an educational atmosphere while
they grocery shop. clean house. vol-
unteer, etc.
For 25 years, the district-run school
has been operated Like a private
school by longtime director Wanda
Shelton. The school has always been
ruitio n·based but offered a reduced
ratt In return for the educational op·
portunity afforded to the high school
children Interested in child d evelop·
ment. .
The monthl) rate was recently
raised from $80 per month to S 175 to
cover the cost of tunng a certified
teacher. as reqwred by the di!>tnct's
employment classificauon for pre·
school educators. offioals said.
Many parents. such as Tyna Call •
refuse to pay the increase.
"It's not whistles and bells..· Call
said. "It's high school kids reading
your kids a story. and I am not paying
through the nose for this.·
Lorie Haggard. the district's director
of early childhood education, said the
rate increase was mandated in July to

E ven though it was a cloudy
Thursday morning, two-thirds of
Davey's Locker's rental skiffs were
out on the water.
Notable for their light blue paint,
varying degrees of decay and "Pavilion"
painted across the side, the 30-strong Oeet
of 14-foot outboard-powered boats have
allowed anglers to fish Newport Harbor
for more than 40 years. Because of the
decline in the fleet's quality, 20 new skiffs
wilJ soon replace most of the old ones,
said Doug Turin, owner of the sportfishjng
establishment for 28 years.
Turin predicted that "a lot of people will
be sorry to see them go."
The boats have spawned a loyal group
of customers.
"Some people catch the fishing bug and
just can't get enough," Turin said. "There
are some people who drive I 00 miles just
to rent a boat."
Riverside resident Joseph Bow and
friend John Travis of Arrowbear have been
using the boats for 30 years. While the fish
bring him back, Bow has enjoyed the
names of the boats, most of which have
rubbed off over the years.

Oninge Coast Coltege is offering new credit
and noncredit sailing classes this summer.
Most classes are five weeks in length, and
boats range from Lido 14 dinghies to large

set-up," Brown sajd, refe rring to the bait
tank that goes through the center of the
boat and directly into the water.
Brown and Rios are 4uick to deny that
they have any nostalgia for the old boats.
"I do." Dawson said. "I like em'."
The three speculated that they might
end up missing the old boats if the new
boats a re not as convenient to use.

Orange County employers can bring their
employees out to Newpon Beach on
weekdays to enjoy a day of sailing courtesy
of Orange Coast College. The School of
Sailing and Seamanship now offers a chance
for groups to work with the on-board
instructor on different saihng techniques
while they get advice on how to perform
well .in business. No sailing experience
necessary. One-day classes cost from S 100

renting the boats once or twice a week fo r
the last few summers.
Cervantes. speaking over his shoulder
while reeling in a stingray, said the boats
work for him.
"They're cool. Nothing glamorous, but
they get the job done."
Nakada said that he can't complain
'Considering the boats are the only means
for him to fish on the water, but noted
that wthey are no! like those." motioning
to the large sailboats and powerboats
moored beside them.
Cervantes aJso said that he enjoys the
wide variety of fish in the harbor.
"You can catch just a bout anything," he
said.
Turin and a felJow employee
collaborated on a litany of fish available in
the harbor -halibut, white sea bass,
caUco bass, sand bass. kelp fish barracuda,
mackerel and c roker.
The rental rate is $47 for a five-hour
half-day or $68 for a full-day, which starts
al 6 a.m . and ends at 5 p.m. The boats
come with gas, live bait, anchors, cush ions
and lifejackets.
Balboa Boat Rentals can put you on the
water in many ways: with single and double
kayaks. electric boats, 14-holder sailboats,
pedal boats and runabouts for offshore use
or cruising the bay. Balboa Boat Rentals
also holds two-hour scavenger hunts
aboard the electric bay boats, providing
group activity for corporations, birthdays,
nonprofit organizations and group outings.
The hunt packages include boats, trivia
questions, maps, Polaroid cameras and
supplies. The cost of a hunt begins at $225
per boat and catering is available at an

between the submarine and
the San Diego entrance.
The entrance to San Diego
Bay lies directly north and
south, and seaward of Point
Loma are the inbound and
outbound traffic lanes that
extend a few miles to the
south and then westerly.
So. since I was o nly a few
miles dfrectly off Point
Loma, r knew there was a
high probability that the
large black sub would cruise
-south of Point Lorna and
then alter her course toward
us to enter the inbound
traffic lanes. We could see
the top of the sub's large
propeUer tlopping out of the
wate r and the crew look.outs
standing in the coruting
tower. We wanted to
maintain our heading for the
U.S.-Mexico intemational
tine, so we were watching for
the sub's course altering
toward our vessel.
However, we did not have
the oplion of rnainiaining
course, ac; a 60-foot naval
security vessel swooped up
on our starboard side and
aggressively forced us to
alter course to port. No
words of communications
were transrnjtted to us over
the VHF radio from either
the s ub or security, but as we
altered 20 degrees to pon.
we noticed the sub start to
tum toward the harbor.
Once we had passed the
bow of the sub, the naval
vessel backed off while
always remairung between
us and the sub. On board
our vessel, a joke was made
about what would happen if
we immediately altered
course direc tly at the sub,
but I told the crew to simply
observe the si7,e of the deck
guns on the security vessel.
It was our exciling
encounter of the week, but a
rernjnder that the Navy is
not ta.Icing any chances in
this time of war, and that all
mariners must observe the
new Naval Vessel Protection
Zones for all military ves.sels.
Near pons such as Long
Beach, these rules are being
extended to cargo. tanker
and cruise shlps.

Protection Zones'
regulations state that the no
vessels are allowed within
100 yards without
authoriz.ation from the ship
or an escort vessel. If your
vessel is within 500 yards,
outc;ide these zones .. We
were farther than 500 yards
to the sub, and we did obey
the security boat's physical
moves for us to go lo port.
There are many ships
cruising off Newpon 's coast, •
so keep your eyes open and
be extra courteous to ship s.
especially when you are
visiting other ports.
All ABOUT EEL GRASS
The manatees are to
Florida as eel grass is 10
Newport Harbor.
Aorida boaters and
property owners have been
severely affected by
regulations imposed to
protect the manatees.
Property owners are not
allowed to build docks, and
manatee sp eed w nes for
boaters were established in
the inner waterways. Non e
of the regulations were
based on any scientific data
but pushed through by
special interest gro ups.
l-1oridians have 6nally had
enough, and they have
started challenging the
regulations in court. Last
Tuesday, the U.S. Fish &
Wtldlife released a biological
opinion that dock
construction will not
increase the rate of manatees
dying because of more boats _
using the new docks. There
are upwards of 1,500 dock
permjts backlogged waiting
for approval. This opinion
will now go to the Army
Corps of Engineers.
I wonder how much
longer it will be b efore
Newport's boaters and
property owners become as
upset with our eel grass
situation to start litigation
to demand actual scientific •
proof and baselines. Can we ·
experience the nightmare
similar to Florida's -you
bet. Just see what it takes to
get a dock permit now if
there is a blade of eel grass
in the vicinity.

and will be happy to return once
construction is complete. The projected

The school district expects us to drop off our
children at an active construction site from 8
am. to 3 p.m. with their ;mwances that the
site-although not perfect -is safe and
thar ongoing construction will not interfere
with the teaching and learning process.
The cost of shipping kids to another
school, shifting the set-up and breakdown of
learning centers for the teachers and moving
equipment, etc., is prohibitive. Even if the
district receives state money for a child's
anendance. it would not offset that cost In
these lean times. those costs impact all the
other schools in the distribution of district
money. I say, "Please. no." to th.e c.ost and
disruption of shipping kids out and "Yes" to
proactive alternative thinking.

mies in addltion to commenting on the rnmbat-
ants' increased sv.e.
Their eyes gleaned with the hope another -;eason
brings, that this will be "the one." which led to the
biggest news of the day -two conference teams
will be competing in a bowl game at the end of 1he
season.
Cerritos head coach Frank Maaota gave the
news when he stood behind the podium. that 11 of
the conference's 12 athletic directors had \ oted 10
financially back two boWt games at a meeting
Thursday morning in Fullenon
Before the vote, the MC>s1on Conferente wasn't
guaranteed to have winners of its newly realigned
American -which ()(.( is pan of -and :'\ationaJ
dlvisions eligible for a bowl without funding in
place.
With Thursday\ vo te. each conference '>Chool
must provide SSOO. which cover'> the cost of staging
a bowl game, about $3.000, according to Mazzola.
The winner of the conference is aJso eligible to
host a bowl game.
"It basically dealt with how to get our repre-.enta·
lives into the playoffs." '>aid Ma.72ota. who ha~ been
worldng tirelessly. along with Santa Ana College
head coach Geoff Jones, to implement a bowl and
playoff system since la!>t winter.
California's Commi .. sion on Athletic-. approved a
playoff system this spring that will include e1gh1
bowl games statewide. Four teams each from the
north and south will then advance with a chance to
play for the state championship.

States and one representative fro m the Foothill con
ference will automatically qualify for post!>t'a.~on
from the south. Seedings will be determmed by the
conference's combined winning percentage m the
two "crossover," or nonconference games, at the
beginning of the season. The remanning three

The regular season ends Nov 15. but teams y,ilJ
not get a week off to prepare for their bowl game
with the new playoff formal. flames will be played
during Thanksgiving weekend and continue until
the state championship game in Bakersfield in m1d-
Oecember.
But coaches weren't looking that far ahead. They
are more concerned about keeping players healthy
and decldlng who will run on the field as a starter
on openlng day on Sept. 6.
OCC will have two intrasquad scrimmages on
campus the next two weeks leading up 10 its opener
at Glendale Sept. 6. The first one will take place at
10 a.m. Saturday and the second will be held Aug.
30at I p.m.
OCC Coach Mi.ke Taylor plans to run 50 plays
during the fi~t scrimmage while increasing the
count to 75 the following week..

Bisbee's Baja Offshore Circuit
schedule will host three
tournaments this fall. The third
annual La Pu Offshore
tournament dates are Sept.
11-14, the second.annual Los
Cabos Offshore tournament will
be held act. 17-19 and the Black
and Blue Martin Jackpot
tournament Is set for oct. 21-25.
Awards will be made for top
