L earning about the
capricious ways of the
EngUab language can be
fascinating and frustrating
at the same time.
Studenl5 in JaymJ Ropp's
fourth-grade language arts class at
Davis Elementary School in Costa
Mesa learned all about discovering
the intncacies of root words and
phonellcs Monday morning.
Ropp wrote down four words on
the board: spectrum, spectacle,
inspect and spectator.
It didn't talc.e the students long to
figure ouc the common part to all
four words-•spect. • Euy enough.
"What are these words calledr
Roppaaked.
She gave them a hint to make it a
little easier.
•1t grows at the bottom of a tree
trunk,• she said with a smile.
A bevy of hands went up ln the
• air.
•Root words: student Autumn
Robinson said.
Then Ropp wrote four more
words: resign, signal and signature.
They spotted the root word, ·sign,·
and said the words aloud.
"How many thought the word
s1gnal should be pronounced like
'sinaJ'r she asked.
A couple of hands went up.
"Yeah. it's tricky,• the teacher said
"The word sign ls pronounced HU
sine, but the WQrd signal Is
pronounced di.ff erendy. •
Ropp repeated the word with an
emphasis on the ·g. •
She then handed out sheets of
paper with words containing "sign'"
or •spect• in them and asked
students to Wlderllne or circle when
they saw either of those.
The different exercises help
students to understand the words,
their meanings and pronunciation,
Ropp said after class.
"The tricky part about the English
language is that there are so many
exceptions to the rule,· she said. •it
t.ak.es a lot of repetition and
exposure to words to understand
them better.·

"So it's Important to ioaease their
exposure to words and tbefr roots to
give them a better understaodlng of
the language,• she said. "It also
helps improve their convenadooaJ skills..

sometimes bodily actions, and just
find many different ways of
attacking a word.·

Expansion
begets expansion

A few years back, a
neighbor wanted an
eocroacluneotpennit
to enlarge his garage
from a twQ·car to a three-car
garage to within 3 feet of the
fence line. The family's needs
had changed. Their child had a
car, and they wanted to part it
in the garage. One household
objected to the city of Newport
Beach, and the encroachment
permit was denied. After a few
years, the child went away to
coUege and took the car with
him. Once again, the family's
needs had changed. The garage
expansion was unnecessary
since the original need for the
three-car garage changed.
About 20 years ago, St.
Andrew's Olurch wanted to
expand because its needs had
changed. With much opposition
from the Oifthaven and
Newport Heights neighborhood.
the expansion proceeded. Being
the ·good-neighbor'" church, it
said this exparulon satisfied its
needs and wouldn't request
another expansion.
Since that time. the parking
and traffic problems in
Oifthaven and Newport Heights
have escalated, not only due to
the original church expansion,
but also from Newport Harbor
High School, cars cutting
through the neighborhood and
more can owned by reside nts.
This has been enough of a
problem that the neighborhood
and the city have held multiple
meetings, and the city is
potentially going to spend
hundreds of thousands of
dollars to install various devices
-such as traffic circles, bulges,
new striping -in an attempt 10
alleviate the traffic issue<i.
Now the churchs needs have
apparently changed agam. Not
living up to its word from 20
years ago and waving the Mfor
the youth· Oag. ir proposed a
35,948-square-foot (which has
been reduced to 2 1,714 square
feet) expansion with an
underground parking garage.
Hundreds of residents of
Cliffhaven and Newport Heights
are horrified. Instead of the
church working with the
residents to alleviate the
existing parking and traffic
conditions, they want to add to
them7 Three of the concessions
the church says it would make
for the neighborhood to
discourage traffic and parking in
the OJfthaven and Newport
Heights streets in order to push
the expansion are:
• to close the Oay Street
driveway to the existing church
parking lot;
• to build a soUd wall around
the parking lot; and
• to work with the high
school to move the
maintenance buildings and
re-stripe the parking lot to
accommodate more cars for
church and school parking.
In the spirit of being a
good-neighbor church, one
would th.ink that at least the
aay Street driveway and block
wall options should have been
put in effect long ago instead of
being a bargaining chip for the
new church expansion.
The church's request isn't just
an encroachment permit of a
few feet on one small property;
it is a Newport Beach
general-plan amendment
change, zone change and
use-pennit change! It Isn't a
project that will take a couple of
months of building; it will be
years of building with the
accompanying disruption and
inconvenience of noise, dust,
dirt, parking and uaffic,
especially large dirt-hauling
trucks. And the end result will
involve neighborhood residents
livtng with the increased traffic,
huge stru~ and
ever-increasing and changing
use of the church facilities.
The chun:h has no t prOVtded
a Mneeds assessment" for this
project to the city or 10 the
neighborhood working group. If
there is an overwhelming need
for a p roject of this size to
addre!>S the church's outreach
requirements into the re~t of
Newport Beach , Costa Me~ and
Irvine, it is no longer a
"neighborhood church ." This is
not the only church in Newport
Beach and Costa Mesa. Many
others provide outreach to the
community and after-school
student needs. It i!> lime for St.
Andrew's to move to an area
where it can spread out to
accommodate its community
needs, or to reassess ils needs to
fit the neighborhood location
without an expansion.
I am a 26-year resident 10 th~
neighborhood and am very
much aware of the church and
high school down the street.
What is needed is for the city of
Newport Beach 10 have the
church live up to the
regulations, goals, policies and
procedures the city has in place
10 protect the Oiffhaven and
Newport Heights residents from
the unwelcome and
unnecessary church expansion
This expansion request is
Inconsistent with a residentially
1..0ned neighborhood.
It took only one neighbor to
object to an encroachment
permit request to have it
denied. In the church's case.
hundreds of neighbors are
objecting to a general-plan
amendment change, zone
change and use-permit change'
What is this saying? And when
will the needs of the church
change again?
Bigger is not always better.
Please, no expansion!

Local trio faces semifinals

Newport Harbor compete
tonight to try to earn
spots in weekend finals.

The Sage Hill School girls volleyball
team is making history in Division IV-A.
while Newport Harbor High and Co-
rona del Mar hope recent history re-
peats tonight.
All three local programs will compete
m the CIF Southern Section semifinals
Ill their respective divisions, beginning
at 7
Sage Hill (16-6). with two playoff
wins already under Its belt to triple the
total the program produced in its previ-
ous two-year varsity history, plays host
to top-seeded Western Ouistian.
Corona del Mar (24-5), the No. 1 seed
in Division Ill-A. plays host to Notre
Dame of Sherman Oab.
The Sea Kings swept the Knights, 25-
20, 25-18, 25-18, in last year's Divi&ion
Ill-A semifinals to advance to a tide
match won by Bishop Montgomery.
Newport Harbor (15-12) visits No. 3-
seeded Edison in a Division U-M re-
match of last year's dramatic five -game
Sailor semifinal triumph in the same
division. The Sailors were then beaten
by Mira Costa in the title match.
Victories tonight would not only ad-
vance teams to section finals, they
would produce automatic qualifying
berths for the CIF State champion-
ships.
"We're one win away from the state
tournament," said Newport Harbor
Coach Dan Glenn, whose visiting Sail-
ors upset No. 2-seeded El Dorado, 20-
25, 23-25, 25-23, 25-17. 15-11, in Satur-
day's quarterfinals.
"Edison has all its kids back from last
year, but so did t.l Dorado !which the
Tars also knocked off in the 2003
quanerfinalsJ. We know (tonight! is go-
ing to be a tough match."
CdM, champion of the Pacific Coast
League. has swept playoff foes San Di-
mas and Santa Ynez, the latter on the
road in Saturday's quarterfinals, to set
up its rematch with Notre Dame.
Sage Hill, meanwhile, finds Itself in
uncharted territory.
•The last match we won I thought
was the biggest win for me and the
team,• Lightning Coach Dan Thomas-
sen said after Saturday's 26-24, 25117,
14-25, 19-25, 18-16 ups.et of No. 4-seed-
ed Chadwick. "That was until this one
[Saturday!."
The Sea Kings are led by senior re-
turning All-CIF performers Jordan
Smith (bound for UCLA), Breana Og-
den (bound for San Diego) and Undsey
Ensign.
The team has six senior starters bent
on winning the program's first section
crown since 1997.
Newport Harbor is paced by senior
captain Kiley Hall (a team-high 19 kills
Saturday), but has received valuable
contributions from a handful of others.
Newport last won a section crown in
2002.
Sage Hill, about which preseason
predictions talked more of a promising
2005 campaign than this fall, is fueled
by junior outside hitter Cat Dailey and
fellow co-captain Vista Murphy.
A CdM win would create a potential
final showdown against either No. 2-
seeded Louisville or No. 3-seeded Nl-
pomo.
The other Division 0-M semifinal
pits top-seeded Mater Dei against Hun-
tington Beach.
If Sage Hill can advance, It would
meet either No. 2-seedeq St. Margaret's
or No. 3-aeeded Brentwood.
The section finals are Nov. 19 and 20
at Cypress College, with specifics sdll to
be announced.

If the two teams have a similar
number of home games, a coin ftip
decides the following week's host.
The Sailors would play Charter Oak at
home if the Chargers beat Kennedy
Priday.

Because Newport won a coin flip
(flips for each round are conducted in
advance in football).
If two home teams advance,
whichever school correctly amwers the
scientific question. "Heads or tails?" will
be the home team for the next round
