THE POLmCAL LANDSCAPE
Bill doesn't provide all

AHcl• Robinson
Daily PHot
A $388-blllion federal
spend.Ing bill approved last
week gave Newport Beach
Just fl million for dredging
and restoration in the Upper
Newport Bay, a far cry from
the $10 million the city
wanted in 2005 for the $38-
million project.
The bill was approved Sat·
urday despite "No· votes
from Rep. Ouia C:OX. who
represents Newport Beach,
and Rep. Dana Robrah9chtt.
who represents Costa Mesa.
Cox pushed for the $1 mil-
lion, and Sen. Dianne Pein·
stein was expected to add
language to the bill that aJ.
lowed Newport Beach to be-
gin the work with $13.5 mil·
Lion of its own money. For
some reason, that language
didn't get in, Cox said, but
there's still a chance it could
be added to a bill in January.
Other Orange County
projects in the federal bill in·
eluded $86,000 for environ·
mental protection of San Di·
ego Creek. $800,000 for the
Orange County Sanitation
Distnct for water treattnent
and S400,000 to expand the
emergency department at
UCI Medical Center.
Although vanous local mi·
tiatives Cox supported were
in the bill. he voted against it
because it was a stealthy
·budget buster," he said.

!before the votel. and I have
consistentJy voted against
bills that I cannot read."
Cox has plenty of
congressiona1 choices
Often named on lists of
other people·s possible po·

charge of his own destiny
when the I 09th Congress
convenes in January.
At that point, it looks like
Cox will have to choose be-

which requires a House vote.
To stay on Homeland Se·

that makes him the fifth·
ranking member of House
GOP leadership.

Saudi A.Jabian action
Rohrabacher included a
call on the Saudi govern-

In his resolution, Rohra-

Congress to demand that
Saudi Arabia deny access to
Muslim holy sites "both to
individuals who are mem-
bers of organizations that
have taken credit for, and to
individuals who have com-
mitted, any crime or act of
terrorism, barbarism. or
mutilation in the name of Is-
lam."
At the root of his resolu-
tion were two killings: that
of Margaret 8-n. an Irish
humanitarian worker who
had lived in Iraq for decades,
and of Dutch filmmaker
Theo van Gogh, who was
killed on an Amsterdam
street. ln his resolution,
Rohrabacher -who has
long worked with Muslima
in Afghanistan and other
countries -said ·such bar·
barous acts contradict the

CURVE
Continued from Al
wtuch all of us who convened
there regularly had an
emotional stake.
I wondered if any of these
thoughts ever occurred to the
worlcmen who methodically tore
1t down. The process took three
days. The house was all wood,
rdther like most of the houses I
knew so well in rural lndiana.
and the first day was devoted to
..alvaging the wood. A swarm of
workers took the .house apart.
piece by piece, and deposited a
huge pile of lumber from roof
and siding and beams in the
front yard.
The second day, while trucks
were carrying away the lumber,
a bulldozer appeared 10 a1tack
what was left of the house -the
expendable parts. I watched the
puker room go down. By the
end of the day. there were
enormous piles of rubble, the
detritus of what was once a
house. No prisoners were taJcen.
I couldn't watch when a
magnificenl. o;ymmetncally
shaped shade tree in the front
yard was masucated in the 1aws
of the bulldo7.er.
On the third day, the rubble
was scooped up and dumped
into waiting trucks. That look all
day. By day's end, where there
had once been a house, there
was a vacant lot, a blank
blackboard, awaiting a new
message to be written on 1t.
That and the memories
hovering about, waiting to
reattach themselves to the
Altobelll.s. who will return one
on Harbor Boulevard, according
to police. It Isn't dear if Dekoyer
or the pickup driver, 46--year-old
Santa Ana resident Juan Cascro.
was at fault in the accident,
Costa Mesa Police Sgt. Marty
(.arver said.
Dekoyer was conscious and
able to tailc at the accident scene,
Carver said. But he died al 4:40
a.m. at Western Medical Center
in Santa Ana. according to su·
pervising deputy coroner Mitch-
said.
Benjamin Williams, a
second-grader from Rancho
Mirage Elementary School in
PaJm Springs, came in third and
won a $250 scholarship for his
essay about growing up
impoverished in Orina and
being adopted by an Arnencan
family.
Each of the finalists and their
families were treated to
Thanksgiving lunch. The finalists
also received complimentary
meals for another dare and
T-shirts to commemorate the
event. ·nus was something to reach
day 10 a different house tn a
famdiar setting.
The Altobelli house had long
been a fixture in our
neighborhood, associaled with
dependable and predictable and
comfortable expectations. When
a piece of comfon is removed
from our liVH. there is
inevitably regret. FamiJjarity
breeds content. even when 11
isn't satisfying -and this
assuredly was.
Oaange can challenge our

will be a new and splendid

for '>0 many years. The new
home will include not only Pat
and Jim. bu1 their son, John, and
his family. There will be new
children on tht' block and new
energy from 1he extended
family.
There might even be new
lawn chairs for \Oc1aliz.ing in the
front yard and a spiffy poker
room. We'll see.
But it seem'> especially
appropriate on this
Thanksgiving Day to offer up
speciaJ thanks to the house that
1ust clisappeared and the people
who lived there for serving as
such warm and delightful
symbols of all the best
connotations of neighborUne8.'i.
