Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Eric Loke, Senior Civil Engineer, eloke@newportbeachca.gov PHONE: 949-644-3336 TITLE: Adopt a Resolution Supporting an Application by the City of Irvine for OCTA Measure M2 Regional Traffic Signal Synchronization Program Funding for the MacArthur Boulevard Corridor Project ABSTRACT: The City of Irvine requests the City of Newport Beach support its application for Orange County Transportation Authority (OCTA) Measure M2 Regional Traffic Signal Synchronization Grant Program (RTSSP) Funding for the MacArthur Boulevard Corridor Project. RECOMMENDATION: a) Determine this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly; and b) Adopt Resolution No. 2018-70, A Resolution of the City Council of the City of Newport Beach, California, Supporting an Application by the City of Irvine for the Orange County Transportation Authority's Measure M2 Traffic Signal Synchronization Program Funding for the MacArthur Boulevard Corridor Synchronization Project. FUNDING REQUIREMENTS: Funding is not required at this time for adoption of the Resolution to support the Irvine project application to the Regional Traffic Signal Synchronization Program grant program. 7-1 Adopt a Resolution Supporting an Application by the City of Irvine for OCTA Measure M2 Regional Traffic Signal Synchronization Program Funding for the MacArthur Boulevard Corridor Project September 25, 2018 Page 2 Should the project application be successful and awarded Measure M2 grant funds, the City of Newport Beach will need to enter into a cooperative agreement with the City of Irvine to include the required funding for the City of Newport Beach's share of the project. The conceptual cost estimate, including work within Irvine, State of California (Caltrans) and Newport Beach rights-of-way, is approximately $1,029,325. Work proposed to be performed within the City of Newport Beach is estimated at $745,470 with the required 20% City match of $149,094. Funding for the City's portion of the project will be included in the FY 2019-2020 Capital Improvement Program for Council consideration. DISCUSSION: As part of the Measure M2 Comprehensive Transportation Funding Program (CTFP), the Regional Traffic Signal Synchronization Program was created to enhance traffic signal coordination and reduce travel time delay by funding synchronization projects for multi - jurisdictional traffic signal corridors. Project Eligibility requires a City Council Resolution supporting the application and implementation of the project. OCTA is currently administering the 2019 Call for Projects for the Regional Traffic Signal Synchronization Program. Project applications received by OCTA will be evaluated and scored as part of the competitive program. If successful, each jurisdiction is required to provide the respective local matching funds of at least 20 percent of the total project cost. This proposed project will synchronize traffic signals along the MacArthur Boulevard corridor through traffic signal equipment and communication infrastructure upgrades. This project includes 22 signalized intersections, of which nine (9) intersections are within the City of Newport Beach. During project initialization, staff identified the following signal system and equipment upgrades for the Newport Beach portion of the corridor. Although only nine (9) signals are within the City's jurisdiction, the following improvements account for the majority of the project costs. • Install new traffic signal equipment, including, but not limited to, signal controllers, cabinets, emergency vehicle preemption, and battery backup systems; • Install closed circuit television (CCTV) cameras at three of the signalized intersections: MacArthur Boulevard/Jamboree Road, MacArthur Boulevard/Von Karman Avenue -Newport Place Drive, and MacArthur Boulevard/Birch Street; • Update traffic signal timing and coordination plans; and • Maintain traffic signal timing and detection for two years after project completion. This work will be performed by the design engineer and is funded through the grant as an eligibility requirement. 7-2 Adopt a Resolution Supporting an Application by the City of Irvine for OCTA Measure M2 Regional Traffic Signal Synchronization Program Funding for the MacArthur Boulevard Corridor Project September 25, 2018 Page 3 ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act ("CEQA") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly.
