Ordinance No. 2018-17 Amending Titles 1 and 17 Related to the Harbor

Council Members:
The Staff Report, Ordinance No. 2018-17 Amending Titles 1 and 17 Related to
the Harbor Department and Resolution No. 2018-74 Amending the Staffing
Structure of Two Positions, discusses changes in Classification of 2 positions,
AND changes to salary.
I recently applied for the open Financial Committee position. One of my major
concerns has been that actions are proposed, and the Staff Reports provide an
incomplete picture of the impact of the changes. Residents/readers must spend
additional time to `tie together' the information, and understand the impacts. In
this proposal, for Ordinance No. 2018-17, to reclassify positions, one has to
decipher and comb through several documents to try to understand the financial
and operational impacts and justifications. Unfortunately, the context and data
provided are limited, so the reader is left with unanswered questions, yet again.
Issues:
1. Report Title should state the POSITIONS being reclassified (Harbor
Resources Manager, Harbor Resources Technician) so the the topic is easily seen
when you're reading the Agenda.
2. Financial Impact: The reclassification to Administrative Manager increases
the Hourly Rate (Top of Range) from $58 to $78, from $120,000 to $160,000, a
possible 33%/ $40,000 increase in salary. To find this out, the reader must open
another table and do the math.
However, the math is only an estimate, as the actual salary for the person in the
position, current and reclassified, is not disclosed.
The Salary Schedule financial impact of the Harbor Resources Technician to a
Permit Technician I/II is not discussed.
The related Benefits and Pension should also be included.
Yet, the material impact of these changes, or the justifications, are not discussed.
3. Operational Impact - The operational impacts/benefit of the changes are not
well explained.
For example, was the employee currently in the HRM /Admin Manager person
appointed with the broader scope of responsibilities in mind? is the employee
currently in the HRM /Admin Manager position prepared to take on the expanded
duties?
How will this reclassification impact the Performance Review schedule for the
position?
