Good afternoon,
Our next meeting is on Tuesday, October 9, and the following are items that may be of
interest. As always, this is not a summary of the entire agenda, which can be viewed
here.
No Study Session items this week, so here are the items of note for the Regular Session
at 7 p.m.
• There will be a brief presentation to recognize our Code Enforcement Team as
part of Code Enforcement Officer Appreciation Week. Code Enforcement
Officers have a challenging role as they enforce laws and ordinances dealing with
various issues around building, zoning, and housing, among other areas. I have
always been impressed with the care and dedication Code Enforcement staff
bring to their work every day, frequently going above and beyond, and the team
at Newport Beach is no exception. As it is also a job that does not always get the
appreciation it deserves for the demands they face, I'm happy we are able to
honor the team this week.
• The ordinance related to amending the staffing structure for two positions
continues the adjustments necessary with the creation of the Harbor
Department. This amendment clarifies positions that have moved into the Public
Works Department.
• The notice of completion for slurry seal work is for completed slurry sealing of
streets within Newport Hills and Spyglass communities. The City's pavement
management program covers all residential areas over a 7 -year cycle. The
pavement management program is critical to ensuring the city's streets are
maintained cost effectively.
• Following City Council direction in May 2018, we are bringing forward an
amendment to Title 17 to allow for exceptions to the harbor speed limit within
City tidelands. The exception is to allow human powered craft or wind powered
vessels to travel at speeds above five nautical miles per hour over City tidelands
under certain conditions such as races and practices via a City issued permit.
I have mentioned previously that I am looking for ways to improve our communications
and outreach. Today, I am kicking off The Week in Review, which replaces the City
Manager's Newsletter. Released every two weeks, The Week in Review will highlight
significant items of interest in a brief summary format. I am hoping it is a helpful
document that allows staff to keep the City Council and community updated in an easy
to read format. It will be posted on the City's website; this week's edition can be found
here.
