TITLE: Street Pavement Repair Project — Award of Contract No. 7442-1
(19R03)
ABSTRACT:
Construction bids have been received for this year's Street Pavement Repair Project.
This year's project will spot repair deteriorated asphalt pavement at various locations,
(primarily on arterial roadways) throughout the City. Staff requests City Council's
approval to award this construction contract to EBS General Engineering, Inc.
RECOMMENDATION:
a) Find this project exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15302(c) Class 2, (reconstruction of existing facility involving
negligible or no expansion of capacity) of the CEQA Guidelines, because this project
has no potential to have a significant effect on the environment;
b) Approve the project plans and specifications;
c) Award Contract No. 7442-1 to EBS General Engineering, Inc. for the total bid amount
of $422,630.00, and authorize the Mayor and City Clerk to execute the contract; and
d) Establish a contingency of $42,000.00 (approximately 10%) to cover the cost of
unforeseen work not included in the bid price.
FUNDING REQUIREMENTS:
Sufficient funding is available in the current Capital Improvement Program budget for the
award of this contract. The following fund will be expensed:

Staff recommends establishing approximately ten (10) percent of the construction
contract for contingency purposes for unforeseen conditions associated with
construction.
DISCUSSION:
The annual Street Pavement Repair Project is designed to address isolated deteriorated
asphalt pavement areas (pending and future potholes) at various locations throughout the
City, and primarily on arterial roadways. By addressing and repairing these spot
pavement failure locations early, the City is improving safety and extending the overall
useful life of the roadway pavement.
The scope of work includes removal and replacement of deteriorated asphalt pavement
on Jamboree Road, San Joaquin Hills Road, Von Karman Avenue, Campus Drive, and
Bayview Way. The majority of these locations are on major arterials with significant
vehicular traffic. Traffic control, pavement repair and striping, replacement of traffic signal
detection loops, and necessary utility access cover adjustments are included with this
contract. The Contractor will have 40 consecutive days to complete the work.
At 10 a.m. on October 16, 2018, the City Clerk opened and read the following electronic
bids for this project:
The City received multiple bids for this project and the low bid is six percent below the
Engineer's Estimate of $450,000. The low bidder, EBS General Engineering, Inc.,
possesses a California State Contractors License Classification "A" as required by the
project specifications. A check of the contractor's references indicates satisfactory
completion of similar projects for other local agencies.
