TITLE: Restroom Buildings Maintenance Project — Award of Contract
No. 7509-1 (18F02)
ABSTRACT:
Staff has received construction bids to repair and upgrade eight (8) public restroom
buildings around the City and requests City Council approval to award the construction
contract to TL Veterans Construction, Inc.
RECOMMENDATION:
a) Find this project exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15301(a) (Interior or exterior alterations) of the CEQA Guidelines,
California Code of Regulations, Title 14, Chapter 3, Chapter 19. Categorical
Exemptions, because the work has no potential to have a significant effect on the
environment;
b) Approve the project contract documents;
c) Award Contract No. 7509-1 to TL Veterans Construction, Inc. for the total bid price of
$164,500.00, and authorize the Mayor and City Clerk to execute the contract; and
d) Establish a $33,000.00 (approximately twenty percent) contingency amount for this
project to cover the cost of unforeseen work not included in the original contract.
FUNDING REQUIREMENTS:
Sufficient funding is available in the approved Capital Improvement Program budget for
Facilities Maintenance as follows:

The City owns and operates more than 100 buildings/structures facilities including public
restrooms, pump stations, park structures, community centers, libraries, police and fire
stations, lifeguard stations, corporation yards, the Civic Center, and small commercial
buildings. These facility assets all vary in age and condition. Given this, in 2014 the City
embarked upon and developed a Facilities Maintenance Master Plan (FMMP) where each
of the City's eighty-seven (87) occupied buildings at that time was inspected, rated, and
inventoried so as to provide staff with a management tool to implement a proactive and
preventive maintenance program. The City Council has since then appropriated
approximately $1.5 million each subsequent fiscal year budget to the FMMP to address
deferred and needed major maintenance in order to keep our City facilities in good
working order.
The majority of the FMMP projects completed to -date included new paint, roofs, flooring,
heating/ventilation/air conditioning, lighting, plumbing, back-up generators, and other
improvements made at the City's frontline public service facilities such as community
centers, public restrooms, libraries, fire stations, police facility, and city hall. These
improvements not only extended the facilities' service longevity, but also provided the
users with more pleasant spaces while reducing ongoing operational, maintenance and
repair costs.
As a result of these improvements, the overall Condition Index (CI) of the facilities in the
City's FMMP database has improved from the pre-FMMP score of 73 in 2014, out of the
maximum 100 points possible, to the current score of 81. As a reference point, it is
common industry practice and desirous to achieve and maintain an overall Cl above 85.
With continued efforts and funding commitments, our CI will continue on its upward trend
as additional projects are completed and improvement and maintenance effort exceed
the rate of deterioration.
This project will repair and update eight (8) of the City's public restrooms. These restroom
facilities are located at 58th Street, Channel Place Park, Eastbluff Park, Port Westbourne
Park, Irvine Terrace Park, Buck Gully/Little Corona, Balboa Pier, and Corona Del Mar
State Beach. The planned work includes new paint, flooring, plumbing, ventilation
screens, LED light fixtures and lamps upgrades, water bottle filling stations, security
gates, and some timber support beam replacements.

At 10 a.m. on November 6, 2018, the City Clerk opened and read the following bids for
this project:
* La La Land Development, Inc. was approved to withdraw its bid due to a clerical error.
The $164,500.00 bid from TL Veterans Construction, Inc. (TL), Inc. is essentially the same
as the Engineer's Estimate of $165,000. TL possesses a California State Contractors
License Classification "B" as required by the project specifications. A check of TL's
references indicated satisfactory completion of public works projects for the City and other
public agencies.
The scope of work for this project was developed based on maintenance/repair work
order history and through nondestructive visual inspections. However, it is common on
building renovation projects to discover additional needed repairs after demolition and as
such, staff is recommending the City Council approve an approximately twenty percent
(20%) contingency amount ($33,000.00) to cover possible unanticipated costs. Work is
expected to begin in mid-January 2019 in an effort to complete the restrooms near the
beach areas prior to the start of summer season. Pursuant to the contract specifications,
TL is allotted 10 consecutive working days to complete work at each location and 120
consecutive days overall.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this project exempt from the California
Environmental Quality Act (CEQA) pursuant to Section 15302(c) (reconstruction of
existing facility involving negligible or no expansion of capacity) of the CEQA Guidelines,
California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a
significant effect on the environment.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
