TITLE: Resolution Amending the Term of the Balboa Village Advisory
Committee (BVAC)
ABSTRACT -
The Balboa Village Advisory Committee (BVAC) is scheduled to sunset December 31,
2018. There is a desire to extend BVAC for an additional two years to continue efforts
outlined in the Balboa Village Master Plan Implementation Plan (Implementation Plan)
and make recommendations to City Council for the allocation of funding from the Balboa
Village Area Benefit District (Parking Benefit District).
RECOMMENDATION:
a) Determine this action is exempt from the California Environmental Quality Act (CEQA)
pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because
this action will not result in a physical change to the environment, directly or indirectly;
and
b) Adopt Resolution No. 2018-80, A Resolution of the City Council of the City of Newport
Beach, California, Amending the Term of the Balboa Village Advisory Committee.
FUNDING REQUIREMENTS:
There is no fiscal impact related to this item.
DISCUSSION:
The BVAC has met regularly since December 2012, and has made significant progress
in helping to implement the strategies contained in the Implementation Plan. However,
there is more to be accomplished with projects currently in process, as outlined in
Attachment A. BVAC is the sole entity responsible for providing recommendations to the
City Council regarding funding for Balboa Village projects derived from the Parking
Benefit District and other sources.

the term be extended to December 31, 2020. The amendments are contained in Exhibit
"A" of the draft resolution (Attachment B) and shown with tracked changes in

ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not
result in a direct or reasonably foreseeable indirect physical change in the environment)
and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential for resulting in physical change to the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
