TITLE: West Coast Highway Landscape Improvements — Phase I —
Notice of Completion for Contract No. 7189-1 (181-11)
ABSTRACT:
On April 24, 2018, City Council awarded Contract No. 7189-1 for the West Coast Highway
Landscape Improvement — Phase I project to All American Asphalt. The work is complete
and staff requests City Council acceptance and close out of the contract.
RECOMMENDATION:
a) Accept the completed work and authorize the City Clerk to file a Notice of Completion
for the project. On July 24, 2018, the City Council found this project exempt from the
California Environmental Quality Act (CEQA) pursuant to Section 15302(c);
b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the
Notice of Completion has been recorded in accordance with applicable portions of the
Civil Code; and
c) Release Faithful Performance Bond one year after acceptance by the City Council.

This construction contract extending from Highland Avenue to approximately 700' east of
61 st Street (City Oil Field entrance) focused on the first of possibly four planned landscape
rehabilitation phases on West Coast Highway.
The work necessary to complete this contract included removing existing vegetation and
hardscape on three center medians to accommodate new landscaping, replacing
outdated irrigation systems, replacing missing and degraded parkway landscaping on
both sides of the road, and providing a staining restoration treatment for the existing
colored/stamped concrete located within the medians.
The contracted work has now been completed to the satisfaction of the Public Works
Department. A summary of the construction cost is as follows:

The contract originally estimated 5,400 square feet of old concrete highway pavement
removals that exists below the Coast Highway medians. During construction, the
contractor encountered considerably less concrete pavement than planned for, resulting
in a $50,972.75 cost reduction. Additionally, one change order totaling $13,831.24 was
approved that increased contract cost. The change order included costs for some
additional median landscaping work as well as some additional removals and
replacement of the existing stamped concrete. With the completion of the project, the
final contract cost is approximately 6.1 percent below the original bid amount.

The project was substantially complete on October 24, 2018 with all landscaping
improvements completed to the satisfaction of the Public Works Department. As the
contractor had difficulty locating the materials for the concrete staining, work for this final
phase of work was extended to December 1, 2018.
ENVIRONMENTAL REVIEW:
On July 24, 2018, City Council found this project exempt from the California
Environmental Quality Act (CEQA) pursuant to Section 15302(c) Class 2 (reconstruction
of existing public facilities involving negligible or no expansion of capacity) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential to have a significant effect on the environment.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
