FEBRUARY 2, 2019 CITY OF NEWPORT BEACH
The City of Newport Beach is working on a number of projects that
are currently included and funded in the FY 18-19 Capital
Improvement Program (CIP) budget. These projects have been
selected by long-range Master Plans and as directed by City Council
priorities and community input. The CIP reflects City goals to keep
the community safe, provide a quality mix of services that the
community expects in a cost effective manner, keep Newport Beach
looking great, and maintain fiscal stability and sustainability.
This booklet provides a snapshot update on a selection of significant
CIP projects of interest as well as a contact person and telephone
number for each project. You may review the entire Capital
Improvement Program online at www. new portbeachca.ovg /budget.

Description:
This project replaces Fire Station
No. 5 and Corona del Mar Branch
Library on Marigold Avenue into a
joint use facility designed to improve
access, parking and operations for
the fire station, library services and
the community. '`I
Construction began April 2018 and
estimated completion is June 2019.
Current work includes installing
apparatus bay doors, drywall, painting,
and coordinating with private utilities.

Current Fire Station No. 2 on 32nd St

Description:
To replace Fire Station No. 2 on 32nd
Street with a modern and more functional
facility. The new location on Newport
Boulevard at 28th Street provides more
space, better vehicle entries and exits and
response time.
Status:
The new site has been purchased and cleared. Conceptual design is currently
underway. Once a concept has been selected, the project will move into
environmental review and then design. Construction is expected to begin in late
2020 or early 2021.

Balboa Boulevard Median Improvements
Status:
Description:
This project continues median improvements
for Balboa Boulevard from 12th Street to A
Street, as recommended by the Balboa
Village Advisory Committee.
Site conditions are being evaluated.
Selection of a design firm will be
proposed to City Council by Summer.

Description:
This project implements various street
and bicycle signage, crosswalk
enhancements, strip! .gaand markings on
Balboa Peninsula.
Status:
Improvements around Newport
Elementary School will be completed in
Spring. Additional specific crosswalk
improvements are planned for Fall
2019.

Description:
The Library Board and staff are
exploring the possibility of adding a
Lecture Hall to the Central Library
campus. The vision includes raising
private donations, possibly matched in
part by City funds, to pay for design
and construction of a new facility.

Board members and staff recently worked with the Central Library's original
Architect (now with Perkins + Will) to explore some siting locations and
concept designs for a possible public Lecture Hall. The next step is to take
this information and come up with a defined Concept Plan, define funding
commitments, complete environmental and design documents, then construct
the facility. Project schedule is still to be determined.

LOWER HARBOR DREDGING
Description:
This project dredges the main navigational
channels in Newport Harbor to original
authorized depths. Benefits include
improved navigation and increased water
flow, which improves overall water quality.
Superior Avenue Pedestrian
Bicycle Bridge and Parking
Description:
The project designs and constructs a
pedestrian and bicycle bridge at Superior
Avenue as well as a parking lot. Other
features may include recreational amenitie
Status:
Conceptual design will be completed in
Spring 2019. Environmental phase will
start shortly after.

Status:
Pre -project tasks (design,
permitting, environmental) are
underway. The Army Corps of
Engineers allocated $2 million
in federal funding for dredging
in Newport Harbor. Lobbying
efforts for full project finding
are ongoing. Construction
may begin in 2020.

Description:
This project replaces the existing swim
float along the 10'x' Street beach on Balboa
Peninsula and reinstalls a swim float off
Ruby Avenue and North Bay Front beach
on Balboa Island.

on the 10"' Street float by
summer 2019.

Newport Island Park Upgrades
Description:
This project freshens park amenities
such as rubberized surfacing, benches
and seating, landscaping, lighting and
more.
Status:
Project concepts will be reviewed by the
Park, Beaches and Recreation
Commission in February. Plans will be
prepared by Summer with construction
beginning in Fall.

Grant Howald Park Rehabilitation
Description:
Status:
This project upgrades the athletic field,
replaces playground equipment, and
beautifies Fifth Avenue frontage.

Staff along with a Parks, Beaches and
Recreation Commission ad hoc committee are working to obtain community
input on the rehabilitation of the park. Design will continue through early
2020 with construction beginning in mid 2020.

Big Canyon Nature Park

Description:
Big Canyon is one of several
tributaries of Upper Newport Bay.
Staff is working with local
conservation groups to improve stream
water quality and restore upland
habitat and trail loops.
Status:
Design is underway.

Status:
Construction is currently
underway. Estimated
completion by Summer 2019.
Description:
Following extensive community outreach
and discussion, this project provides for
pavement rehabilitation, enhanced safety
and traffic calming, landscaping, and multi-
modal improvements within a four -lane
roadway — all to improve pedestrian and
bicycle access, beautify the roadway and
facilitate a slight speed reduction while
al lowing a smooth flow of traffic.

Description:
This project refurbishes or installs new plants, trees, planters, trash receptacles
and benches, and removes and replaces existing damaged sidewalk and curb
and gutter in Balboa Village.
Status:
Construction began in
January 2019 and is
expected to be complete by
Summer.

Description:
This project anticipates the eventual
reconstruction of Marine Avenue on
Balboa Island fi-om Bay Front North to
Bay Front South.
Status:
Staff is working with a Balboa Island
designated Marine Avenue working
group to perform community outreach to
determine the final scope so that
design can begin.

Arches Storm Drain
Dry Weather Diversion
Description:
This diverts dry weather storm drain flows
collected near Newport Blvd at Coast
Highway to the sanitary sewer system.
The aim is to keep bacteria and pollutants
from entering bay waters and the ocean to
maintain good water quality.
Status:
Final design is underway. Construction
may begin in late Spring or early Summer.
Description:
The City owns and maintains over 7,000
streetlights and intersection lights. This
year's project replaces old fixtures with
energy efficient LED lamp fixtures in
Spyglass Hill.
Status:
LED light fixtures have been ordered
and received. Aluminum arms are
expected to be delivered in the next
couple of months with installation to
begin in April 2019.

WEST COAST HIGHWAY—Phase 2
Landscape Improvements
Description:
The fn•st of four planned median landscaping
phases on West Coast Highway was recently
completed. California friendly drought
tolerant plants combined with high efficiency
irrigation systems reduce water usage and
improve beautification elements to the key
entrvwav to Newport Beach from the north.
Status:
Design is underway for Phase 2 with
construction to be awarded by summer 2019

Description:
This project grinds and overlays
sections of MacArthur Blvd and
University Dr with rubberized asphalt
concrete.
Status:
Design has been completed. Staff is
working with Caltrans to obtain
permits. A contract award is expected
by Summer 2019.

Description:
This project cold mills and overlays sections of Bison Avenue from Jamboree
Road to State Route 73 and San Joaquin Hilts Road from Jamboree Road to
MacArthur Boulevard with rubberized asphalt concrete.
Status:
Design is underway. A
construction contract is
expected to be awarded in
Fall 2019.

UNDERGROUND UTILITIES
ASSESSMENT DISTRICT COORDINATION • • • •
Desct•iption:
Undergroianding is the process of placing all overhead utilities (electric,
telephone, and cable TV wires) and electrical facilities such as transformers
underground. Most underground utility assessment districts are formed at the
request of local property owners through a multi -step, multi-year process.
Property owners interested in forming an assessment district for utilities
undergrounding can request the City to administer the formation process.
For best cost controls, City staff serves as project manager for the
construction of the work, including public bidding, coordination with utility
companies and property owners, and other project management efforts.
