HomeMy WebLinkAbout07 -Formation of a City Council Aviation Ad Hoc Committee to Review the Roles & Responsibilities of the Aviation CommitteeTO: FROM: CITY OF NEWPORT BEACH City Council Staff Report February 12, 2019 Agenda Item No. 7 HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL Grace K. Leung, City Manager - 949-644-3001, gleung@newportbeachca.gov PREPARED BY: Tara Finnigan, Deputy City Manager, tfinnigan@newportbeachca.gov PHONE: 949-644-3035 TITLE: Resolution No. 2019-12: Formation of a City Council Aviation Ad Hoc Committee to Review the Roles & Responsibilities of the Aviation Committee ABSTRACT: The Aviation Committee's membership and responsibilities were last reviewed and updated in 2011. Given the City's ongoing, multifaceted approach to protecting the quality of life in the community from further impacts related to John Wayne Airport's operations, a review of the committee's structure and duties could help to identify changes to further enhance the City's efforts and ensure the community's input is effectively received. RECOMMENDATION: a) Determine this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly; b) Adopt Resolution No. 2019-12, A Resolution of the City Council of the City of Newport Beach, California, Creating a City Council Aviation Ad Hoc Committee to Review the Structure, Membership, Roles and Responsibilities of the Aviation Committee; and c) Confirm the appointment of Mayor Diane Dixon, Council Member Jeff Herdman and Council Member Kevin Muldoon to the Aviation Ad Hoc Committee. FUNDING REQUIREMENTS: There is no fiscal impact related to this item other than the staff time allocated to provide administrative support to the Ad Hoc Committee as requested. 7-1 Resolution No. 2019-12: Formation of a City Council Aviation Ad Hoc Committee to Review the Roles & Responsibilities of the Aviation Committee February 12, 2019 Page 2 DISCUSSION: The primary responsibility of the Aviation Committee (committee) is to advise the City Council on the implementation of its Airport Policy, Council Policy A-17, including monitoring John Wayne Airport operations and activities, monitoring legislation and policies, and assisting in the dissemination of airport -related information to Newport Beach residents. The committee was established in 1979 and its structure, duties, membership and term have been periodically reviewed and updated. The last comprehensive review of and changes to the committee's membership and responsibilities occurred in April 2011. Since that time, the John Wayne Airport Settlement Agreement was successfully amended, the Federal Aviation Administration has implemented its Southern California Metroplex project, and most recently, the County of Orange has circulated a draft environmental impact report for a General Aviation Improvement Project. These and other airport -related issues led the City to augmenting its team of aviation consultants, working even more closely with the community's citizen advocacy groups, and developing a multifaceted approach to protecting the quality of life in the community from further impacts related to John Wayne Airport's operations. A current review of the committee's structure, membership, roles and responsibilities could potentially identify changes that further the City's efforts. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
