TITLE: Newport Beach Police Facility Remodel — Notice of Completion for
Contract No. 7261-1 (17F12)
ABSTRACT:
On February 13, 2018, the City Council awarded Contract No. 7261-1, Newport Beach
Police Facility Remodel project to TL Veterans Construction, Inc. (TLV) The work is now
complete and staff requests City Council acceptance and close out of the contract.
RECOMMENDATION:
a) Find this project exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15301 Class 1 (maintenance of existing facilities involving no
expansion of an existing use) of the CEQA Guidelines, because this project has no
potential to have a significant effect on the environment;
b) Accept the completed work and authorize the City Clerk to file a Notice of Completion
for the project;
c) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the
Notice of Completion has been recorded in accordance with applicable portions of the
Civil Code; and
d) Release the Faithful Performance Bond one year after acceptance by the City Council.

The work remodeled portions of the Police Facility including Detective, Squad, CSI, CSU
and Interview Rooms as required by the contract documents. The remodel updated the
lighting system, ceiling tiles, and minor room alterations, made the spaces more
functional, and prepared the rooms for new office furniture. The Notice to Proceed was
issued to begin work on May 21, 2018.
The contract was completed to the satisfaction of the Public Works Department. A
summary of the contract cost is as follows:

One change order totaling $14,135.15, a 2.8 percent increase over the original contract
amount, was issued. The change order included painting the Captain's Office to match
the Detective's Room, changing walls and floor finishes, freezing the water line to install
a shut off valve and drywall repairs from water damage not related to this project.

The project was substantially complete on September 26, 2018 and contractor and design
team participated in a punch walk to identify any items not completed in accordance with
the contract documents. Although the contract was substantially complete, a few items
including replacing plumbing angle stops, programming new lighting, painting and drywall
repairs, and replacing flooring needed to be completed to the satisfaction of Public Works.
The revised completion date was extended until November 29, 2018 for procuring and
installing these materials.

ENVIRONMENTAL REVIEW:
City Council found this project exempt from the California Environmental Quality Act
(CEQA) pursuant to Section 15301 Class 1 (maintenance of existing facilities involving
no expansion of an existing use) of the CEQA Guidelines, California Code of Regulations,
Title 14, Chapter 3, because it has no potential to have a significant effect on the
environment.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item). In addition, the City Clerk will
be filing a Notice of Completion for the project as a result of this action.
The Notice Inviting Bids was advertised in the City's official publication and in construction
industry publications.
