TITLE: Grants and Donations Quarterly Reports
ABSTRACT -
City Council Policy F-3, Budget Adoption and Administration, requires quarterly reporting
to the City Council of any grants or donations accepted by the City Manager. This report
includes grants and donations accepted by the City Manager during the quarter ending
September 30, 2018, and during the quarter ending December 31, 2018.
RECOMMENDATION:
a) Determine this action is exempt from the California Environmental Quality Act (CEQA)
pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because
this action will not result in a physical change to the environment, directly or indirectly;
and
b) Receive and file.
FUNDING REQUIREMENTS:
There is no fiscal impact related to this item. Funds were included in the Fiscal Year
2018/19 budget via the City Manager approved Budget Amendments.
DISCUSSION:
City Council Policy F-3, Budget Adoption and Administration provides authorization for
the City Manager to accept grants or donations up to $30,000; however, City Council
consideration is required of any grant or donation that entails the City to contribute or
expend a sum in excess of $10,000, not covered by the grant or donation or that carries
a future obligation to maintain or insure any improvement.

At the February 12, 2019 meeting, the City Council approved some revisions to Council
Policy F-3. Included in the revisions was a change to Section E.2 that now requires
quarterly Council notification, at a Council meeting, of any grants or donations accepted
by the City Manager. The prior notification methodology was quarterly through the use
of the City Manager's newsletter. This report includes grants and donations accepted by
the City Manager during the quarter ending September 30, 2018, and during the quarter
ending December 31, 2018.
A total of $4,965.00 was accepted.
SANTIAGO LIBRARY 09/05/18 $4,465.00 Library funds for e,Book
SYSTEM (SLS) J reimbursement.
SPITZ FAMILY TRUST 10/09/18 $500.00 1 Library funds for materials.

ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not
result in a direct or reasonably foreseeable indirect physical change in the environment)
and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential for resulting in physical change to the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
