Good Afternoon Madam Mayor and Members of the City Council,
My name is Nancy Scarbrough and I am a resident of Newport Heights. I realize that the appointments to the GP Steering
Committee will not be made until after March 6t", however, I would like to add my endorsement of Tim Stokes and Jim
Moser for the two additional members of the GP Steering Committee in advance of that decision.
Tim Stokes has been extremely active in the community during the recent election and I believe he has a deep
understanding of the residents' vision for our city. Jim Moser is a wealth of information and knows the history of the City
probably better than anyone I can think of. Both of these gentlemen have demonstrated they possess the temperament
to be constructive in their involvement and have been, and continue to be, extremely engaged with City government and
our community. I believe their inclusion on the GP Steering Committee would be received positively by the residents and
would be an indication of transparency and balance that the Council has stated it wants to achieve in this process.

Dear City Council:
Because my family & I care about the quality of life in our quaint seaside village of
Newport Beach I am requesting that our Steering Committee appoint members we
feel we can trust to keep that quality of life intact for generations to come. Our family
is 3 generations and growing fast!
We trust both Tim Stoaks and Jim Mosher and ask that you please consider them to
be selected for the General Plan Steering Committee. I have lost my confidence in
local government but hopefully your selection of these competent men would give my
family and many long time residents hope that our wishes for our city will be included
in the General Plan.
Neither Ed Selich nor Larry Tucker have our trust. We don't want them on the
Steering Committee. Many residents feel the same way. We all feel that Ed Selich
And Larry Tucker ignore us long time residents wishes and bypass them for new
outsiders' ideas which changes the look and workings of the city and increases traffic
immensely.
Over the last 45 years I have personally worked helping to save many local open
spaces and landmarks. Local residents need to have representation as equal
partners in order for the General Plan to be valid and the quality of life in Newport
Beach continue a family oriented town, not a mega city with mega buildings, mega
roads & lots more traffic etc. People came here because Newport Beach was a quaint
seaside village.

Dear City Council:
I am writing to ask that both Tim Stoaks and Jim Mosher be selected for the General Plan Steering Committee. Doing so will
help to restore confidence in a now badly eroded relationship between the council and Newport's activist residents.
Unfortunately, the choice of Ed Selich and (to a lesser degree) Larry Tucker to be on the Steering Committee has severely
undermined trust in the process. As I have mentioned in prior Emails, I don't think that there is a person who would have been
worse for this committee than Ed Selich. Every person that I have heard express an opinion (not solicited by me, either) has
expressed shock and dismay about this appointment.
I know that we all want this process to succeed and after the last decision, I believe that there needs to be a bold move to show
your good faith. Appointing someone not known to the activist community will not turn the tide. Appointing Tim and Jim will.
Only by bringing all factions of this city into the update process as equal partners will the General Plan be able to move
forward.
1 hope you will make a choice that can be supported by all.

It was recently brought to my attention that a very valuable member of our
community has applied to be on the General Plan Steering
Committee. The person about whom I am speaking is Jim Moshier, a
brilliant person who knows more about our city than anyone I have ever
met. Yet Jim always shows great humility when he shares
information. And he generously shares this vast knowledge of Newport
Beach with everyone. When he does offer advice or information, it is done
so with no political agenda in mind other than for the improvement
of Newport Beach.
Unfortunately, it has seemed to me that past Councils have not appreciated
or utilized the vast amount of information and experience that Jim has had
to offer. Now would be the perfect time and opportunity for you to use
him as a valuable resource on the Steering Committee. By selecting Jim
for the Steering Committee, you would be showing how sincere you are
about putting together a non-partisan, transparent group of outstanding
individuals -among the best that the city has to offer, to guide us as we

We love and support the Newport Beach community, and support the General Plan a it stands to reasonably
limit mega growth and residual traffic.
We ask that Tim Stoaks and Jim Mosher both be considered for the General Plan Steering Committee, as long
time residents who are open to the views of other long time residents.
Neither Ed Selich nor Larry Tucker have our trust. We don't want them on the Steering Committee. Many
residents feel the same way. We don't want Newport to become a Manhattan Beach, ugly and congested, a
result of poorly considered development.
