City Hall. Newport Beach. California. October 20th,1913.
The Board of Trustees of the City of Newport Beach met in adjourned session
2.30 F.M.date and place above shown.
President Albert Hermes called the meeting to order and roll was called
showing there were present trustees: Albert Hermes; W.K.Parkinson; and
C.H Aay. -- Absent trustees: S.L.Collins; and R.J.Stauss. The latter arrived
after roll call and took part in the proceedings.
Various communications were read and referred to proper order of business.
Unfinished business: -There was read for the third time ordinance number 91;
being an ordinance oa the City of Newport Beach providing for the issuance
and sale of the bonds of said city in the sum of $25000.00 for the complet =..
of the municipi3 water works thereof; prescribing the formof such bonds,
fixing the rate of interest to be paid thereon, the place and date for the
payment of such bonds and interebt,and further providing a sinking fund
for the payment and redemptionof said bonds ,principle and interest.
Moved by trustee C.H.Way seconded byt. trustee R.J.Stauss that ordinance
.number 91 be put on final passage. Roll was called showing Ayes: trustees
Albert Hermes; W.K.Parkinson; R.$.Stauss and C.H.Way. Noes: None. Absent
trustee S.L.Collins. President Hermes declared ordinance number 91.passed.
Ordinance number 92. was read for the second time,first reading having
occured at the meeting of October 14th,1913. It being.an ordinance of the
City of Newport Beach providing for the appointment of a subordinate officer
of said city,establishing his qualifications, defining his duties and
providing for the payment of compensation therefor.
It was moved by trustee W.K.Parkinson seconded by trustee C.H.way, and carri_=
that bond referred to in ordinance 92 be $2500.00.
Moved by trustee C.H.Way , seconded by trustee W.K.Pskinson,aggi carried,
that salary of official to fill position created byeordinance /be $75.00 per
month.
Moved by trustee W.K.Parkinson,seconded by trustee R.J.Stauss,that ordinance
number 92,be put on final passage.Roll was called showing :Ayes; trustees:
Albert Hermes; W.K.Parkinson; R.J.Stauss;and C.H.Way. Noes; None. Absent
trustee: S.L.Collins.- President Hermes declared ordinance number 92.passed.
New Business:# The request of Glenn Helms to do certain filling and curbing
on streets opposite his home place was referred to the Street Supt for
Street Supt Barker, on behalf of Mr Engstrom;asked to be allowed to put in
solid walk in front of the new Engstrum building. Was informed that the
present street ordinance would not permit of same.
Discussion took place regarding the repair of bridge over the canal in W* st
Newport:Street Supt wqs instructed to get data concerning cost of the work
as approved by him.This being done on motion of trustee W.K.Parkinson,
seconded by trustee C.H.Wa3r and carried.
Moved by trustee W.K.Parkinson,seconded by trustee C.H.Way,and carrled.That
Sreet Supt Barker be instructed to close the bridge in question pending
repairs and post notice showing bridge unsafe and warning the public to keep
off of same.
The letter from the Chamber of Commerce asking the Trustees to take steps to'
establish a road to the west Citylimits to connect with the Coast Boulevard
to be built by the County, was filed after an unseconded motion was made by
trustee T.K.Parkinson to refer same back to the Chamber of Commerce.
The President and Clerk of the Board were instructed to sign lease,offered SJ
the Southern Pacific Co for a pipe line crossing at 46th,street, on motion
of trustee C.H.Way seconded by trustee R.J.Stauss and carried.
The Clerk was instructed to secure cuts and specifications of concrete lamp
posts for street lights.
