The Board of Trustees of the City of Newport Beach met in regular
session 2.30 I.i::. tine and place above shown.
President Hermes called the meeting to order;and roll was called;
showing there were present trustees: Albert Hermes; S.L.Collins:

The minutes of December lst; Sth;and 22nd were read,corrected and
approved.
Reports of the heads of the varicus departc,ents,for the month of
December 1913. .oere read ,accepted and filed.
Street Supt Barker recommended that the road on I1e:�:pobp Ave i;here
flooded the worst by the high tides be raised by dirt fill at least
8 inches.
[,.loved by trustee S.L.Collins,seconded by trustee C.H.:."ay;and carried
that Street Supt Barker be;and hereby is;instructed to proceed with
the work of raising Newport Ave as recommended by him.
Various communications acre rood and referred to proper crier of
business.
Unfinished business: Committee on securing strip from rear of City IIall
to Pay Ave reported the deed for same in escrow to be turned over to the
City on abandonment of the triangular piece in front ov lot 9block 20.
Moved by trustee "J.K.Parkinson, seconded by trustee C.li.`.ay,and carried,
that Engineer be instructed to furnish the necessary data; and the
Attorney instructed to prepare the needed documents for the abandonment
of that strip of ground lying between the property line and the present
sidewalk on the Ocean Front; from 15th street to the Southern Pacific
right of way.
The application. of Lew H.'.7allace that certain alleys in East Newport be
improved by dirt surfacing,being approved by Street Supt.It was Proved
by trustee C.I1.71ay,seconded by trustee S.L.Collins,and carried that
The petition of Mir Wallace be granted,that Sbbeet Supt have grade stakes
set,that Engineer furnish needed data,and that Attorney draft Resolution
of Intention ordering the work done.
The affadavitsof publication,also affadavit of posting of notices,in t '
matter of work ordered on Central Ave;and On 36th;37t.h;38th;streets
Bay and Lake Aves,were placed in the hands of the Clerk with instruct . i•
to file same.
The contract and also the bond of the Cavanaughs,in the matter of the
work to be done on 36th;37th;38th streets;Bay and Lake Aves, were
presented.
Moved by trustee S.L.Collins,seconded by trustee C.H.:lay and carried
that contract and bond as named above be accepted and Clerk instructed
to return the certified check in his hands.
The contract also the bond of Robt Boswell;in the matter of the cement
work to be done on 36th;37th;38th;streets:Bay and Lake 1:ves were
presented.
ivoved by trustee T.K.Farkinson,seconded by trustee C.H.71ay and carried,
that contract and bond of Mr Boswell be accepted and filed and Clerk
instructed to return the certified check in his possesion.
A resolution ordering the City Engineer to prepare plans and
specifications for the paving of Newport and Central Aves from the River
bridge to Main street Balboa was presented and adopted by the following
vote on roll call:Ayes;trustees Albert Hermes; S.L.Collins;
W.K.Parkinson and C.H.`Nay. Noes None. Absent;trustee R.J..Stauss.
Ordinance # - -- ;being an ordinance of the city of Newport Beach
changing and establishing the names of tine streets of the city was read
for the first time.
Moved by trustee Parkinson, seconded by trustee Collins that ordinance

The Clerk was instructed to again write the Industrial Accident Board
and secure particulars as to rates ,etc.
The matter of placing the jurisdiction over the public utilities,located
within the City of Newport Beach,in the hands of the State Board was
discussed and laid over to next meeting on motion of trustee C.H.'.Vay,
seconded by trustee S.L.Collins and carried.
Bids for the building of the bulk head,sidewalk and curb bordering the
canal on Lake Street were opened and were as follows. The Mercereau.
Bridge and Construction Co of Los Angeles.8,1550.00. Checksfor *155.00
accompanied, h.E.Smith of Santa Ana. $953.00 Robt Boswell of Newport
Beach.$909.30.
Moved by trustee Parkinson,seconded by trustee 'Nay that bids be held
over to next meeting and Clerk instructed to notify the Orange County
Improvement association to place their share of the cost of contemplated
bulkheading in escrow.Carried.
The Board being reminded that the time had arrived for the inspection
of the Pulmotor at Jacksons and Nortons,it was moved by trustee Way,
seconded by trustee Parkinson and carried;that said inspection be
postponed until some future time.
Letter calling attention to;and inviting membership in the Public
Ownership Association of California:was filed.
The application of Thad Palmer for transfer of meat market license
to `I'.N.Neitz was granted and the transfer ordered on motion of trustee
Way,seconded by trustee Parkinson and carried.
Letter from C.L.Lancaster asking if possible that some steps be taken
to do away with several uninhabited and wrecked buildings was filed.
The petition of certain property owners to have a publie thoroughfare
opened from 30th to 32nd streets on the north side of the Pacific
Electric right of way was discussed.
Moved by trustee Parkinson,seconded by trustee Collins and carried;
that lot 13 block 130 be acquired for street purposes if to be had at a
figure not exceeding $550.00 contingent upon the donation to the City
by the owners of lots 1 -2 -3 -and 4.block {130 of enough land from their
holdings to make a street at least 25 feet wide. Engineer to run and
establish the nece:.sary lines in the matter.
Demands #401 to ; #462,approved by the finance committe were presented
Moved by trustee Collins, seconded by trustee Parkinson,and carried
that said demands be allowed and warrants ordered drawn.
On motion of trustee'Parkinson,seconded by trustee Collins and carried
the Marshal was instructed to trade in the old typewriter for a new
Royal machine;the old one to be rated at $35.00 balance in cash to not
exceed 8,55.00.
Moved by trustee Collins,seconded by trustee Parkinson;and carried that
the Marshal be authorized to procure a clock for the City Hall at a
cost not exceeding 8,10.00.
Moved by trustee Collins that the clerk be instructed to advertise for
bids for the building of a fire proof brick vault in the city hall.
Motion was seconded by trustee Parkinson and carried.
Moved by trustee Parkinson,seconded by trustee Collins and carried that
adjournment be taken to 2.30 P.M. Monday Jany 19t ,1914. Adjourned.
