City Hall, Newport Beach,Cal.Feby 9th,1914.
The Board of Trustees og the City of Newport Beach met in adjourned
session 2.30 P.M. Monday #eby 9th,1914.
President Albert Hermes called the metting to order and roll was called
showing there were present trustees:- Albert Hermes,S.L.Collins,
"I.K.Farkinson and C.H.Way. Absent trustee:- R.J.Stauss.
Various communications were read and refered to proper order of business.
Unfinished Business: - The petition presented by C.H.L.Ghriest demanding
the adoption of an ordinance declaring the franchise of the Pacific
Light and Power Corporation forfeited:or the submitting of the matter
to the people at next municipal election,was accompanied by the certifia±
of the City Clerk showing that the required number of signatures were
on said petition. The petition was accepted and ordered filed on motion
of trustee C.H.Way,seconded by trustee S.L.Collins and carried.
The bid of Gus Eberline for the building of a fire -proof vault at the
City Hall,for $440.00 was accepted by motion of trustee W.K.Parkinson.
Seconded by trustee C.H.Way and carried.
Bids for the construction of sidewalk and curb on the south side of
Central Ave as covered by resolution of intention #33 were opened.
The bid of J.J.Papac was not in accord with the work called for and
was rejected.The bid of.H.E.Smith of 16 cents per square foot on side-
walk and 40 cents per lineal foot on curb was accepted on motion of
trustee W.K.Parkinson.Seconded by trustee S.L.Collins and carried.
New Business; - Letter from Lew H.Wallace,asking that an ordinance be
adopted establishing the number of heat units that should be contained
in gas furnished the citizens of the City, was discussed resulting in
a motion by trustee W.K.Parkinson,seconded by trustee S.L.Collins and
carried that the question of turning over to the State R.R.Commision
the control of the publid service corporations situated within the City
of Newport Beach be placed on the ballot at the coming municipal elect.,
A letter from Mr Denman of East Newport protesting against the placing
of certain electric light posies in the street near his place;was refered
to the Street Supt.
Letter from- KBebig & Koebig soliciting position as consulting engineers
in the matter of jettys,was filed.
Letter from R.';a.Hunt Co as cement testers was filed.
Letter from.Houghton and Anderson asking plans for vault was filed.
The following resolution was adopted on motion of trustee W.Ii.Parkinson,
seconded by trustee S.L Collins and carried. Be it resolved by the Board
of trustees of the City�of Newport Beach in regular adjourned session a
assembled;that it is the sense of this Board that the question of "home
rule in taxation" as proposed by constitutional amendment( #7) should be
placed on the ballot at'the next general election,that the people may
pass on this important measure.
S.Hill and son offered plulDbers bond in the sum of $500.00 with H.T.
Rutherford and J.A.Turner as sureties. Moved by trustee S.L.Collins,
secondee by trustee C.H.Way and carried that bond be accepted and filed.
Deeds were presented for the property to be used for street purposes
from 30th,to 32nd streets north of the P.E.right of way.Moved by trustee
S.L.Collins,seconded by trustee C.H.Way that said deeds be accepted;
and clerk instructed to have same recorded.Carried.
Lew H.Wallace reported that there was a flaw in the title to the Kelly
lot that had to be straightened before title could be passed,matter in
the hands of the abstract Company. More time was given in the matter.
The following resolution was adopted on motion of trustee '4.K.Parkinson
seconded by trustee S.L.Collins and carried. Whereas ,Pacific Electric
Railway Company did,pn the 27th day of January,1914, file with the Clerk
of the city of Newport Beach, its petition therefor:
Be it resolved by the Board of trustees of the city of Newport Beach,
that Pacific Electric Railway Company be, and it is herebygranted

permission to construct in the city,of Newl,ort Beach a waiting station
at the intersection og the right of way of said Companyby 30th street
of said city, so that the !,northerly eaves of said waiting station may
extend about 30 inches upon and over lot 13 in block 130 Of Lake Tract
as per map of said tract recorded in book 4 page 13, of miscellaneous maps
records of Orange County,California; all as shown upon a blue print
thereof,which blue printis hereunto attached and made a part hereof.
The permit is granted during the pleasure of the Board of Trustees of
the city of Newport Beach, and may be,by them revoked at any time.
In witness whereof the Board of Trustees of the city of Newport,Beach
has given this permit to be signed in its name by the President of the
Board of Trustees thereof, countersigned by the Clerk under the seal of
the said city, duly authorized by resolution of said Board of Trustees
this 9th day of February,1914.
Moved by trustee S.L.Collins seconded by trustee W.A.Parkinson and
carried,that a telephone franchise be advertised for sale.City Attorney
to draw up the necessary papers in the matter.
Moved by trustee S.L.Collins seconded by trustee C.H.Way and carried;
That city engineer Webber be,and is hereby instructed to secure the
services of County Surveyor J.L.McBride to assist him in making a correct
and authoratative map of the city of Newport Beach, on a scale of 50 feet
to the inch. Skeleton map to be presented at neat regular meeting.
Moved by trusteb S.L.Collins that Attorney Clyde Bishop, be instructed
to prepare resolution of intention looking to the placing of a side -walk
around the pool at west Newport on grade.Seconded by trustee C.H.Way
and carried.
Moved by trustee S.L.Collins,seconded by trustee C.H.Way,and carried.
That adjournment be taken. to 2.30 P.M.Monday Febry 23rd,1914. Adjourned.
