City Hall; Newport teach, California. April 20th, 1914.
The Board of Trustees of the City,of Newport teach met in adjourned
session 2:30 P.M. April 20th, 1914.
President Hermes called the meeting to order and roll was called
showing there were present Trustees; A.Hermes, S.L.Collins,R.J.Stauss
W.K.Parkinson, and C.Ii.Way; Absent None.
Minuets of the meetings of April 6th, & 13th, were read & approved.
The reports of the Treasurer, Clerk and Marshal were read covering
a period from July 1st, to date, On motion of trustee W.K.Parkinson
seconded by trustee C.H.Way and carried that the reports be accepted
and filed.
Various communications were read and referred to new business.
Ordinance # allowing speed contests with the mufflers open
was read, Cn otion of trustee ".K.Parkinson seconded by trustee
C.H.'7ay that Ordinance #ffbe passed to second reading AW carried
Ordinance #L regulating the size and weight of berrie boxes was
read for the second time, and on motion of trustee S.L.Collins
seconded by trustee C.H."Vay and carried that Ordinance #,� be
placed on final passage, Roll was called as follows; Ayes; trustee
A.Hermes, trustee W.K.Parkinson, trustee C.H.fay, trustee S.L.Collins
and trustee R.J.$tauss• Noes None; Absent None; President A.Hermes
declared Ordinance #�L passed.
The Clerk was instructed to return the application and check for
liquor license to applicant, Meyer Gran.

This being the first Monday after the holding of a general
municipal election in and for thef city of Newport Beach, which gen-
eral.•munl6ipal Plection wee held on the 2nd Monday in April, 1914,
and it appfaring that all returns of said election had been made and
are in the hands of the Clerk of the city of Nei -port Beach; on
motion of Trustee seconded by Truste e carried

the same being opened, the Board of Trustees proceeded to cangaes
the same; and upon the canvass of the returns of the general munici
pal election held in and for the city of Newprt Beach, on April 13,
1914, the Board $f Trustees of said city found, and ordered to be
established of record:
First: That the total number of votes cast was 391 votes.
Second: That for the office of Trustee of the city of Newport
Beach, S. L.Collins received 105 votes; Albert Hermes,- 61 votes;
Stetson R. Jumper, 209 votes; Arthur R. Lott 147 votes; H.A. Robin-
son, 178 votes; Arthur N. Smith,- 95 votes; George P. Wilson, 213
votes; J. A. Ricker 1 vote.
Third: For the office of City Clerk of the city of Newport Beach
L. S. Wilkinson received 268 "votes; Miles Creigo received 28- votes.
Fourth: For the office of City Treasurer Lew H. Wallace received
257 votes; Joseph Ferguson 13 votes;
Wherefore the Board of Trustees of the city of Newport
Beach declare that from the returns of the.general municipal electio
held in and for the city of Newport Beach on April 13th, 1914, the
same being the second Monday in the month of April, of said year,
the said Board finds, declares and orders established of record that
Stetson R. Jumper, H. A. Robinson, and George P. Wilson received

years. That L. S. Tilkinson received the highest number of all the
.votes cast at said election for the office of Clerk of the city of
Newport Beach and that he has been elected to the office of the
Clerk of tte city of Newport Beach for the term of two years. .
That Lew H. Wallace received the highest number of all the

votes cast at said election for the office of Treasurer of the city
of Newport Beach, and that he has been elected to the office of
Treasurer of the city of Newport Beach for the term of two ye are,'

That at the general municipal election held in the city of
Newport Beach on the 13th day of April, 1914, the same being the
second Monday in the month o- April, of said year,,-there was sub-
mitted tothe qualified electors of said city certain propositions

That upon this the 20th day of April, 1914,.the same
being the first Monday after the general municipalelection held at
and within the city of Newport Beach on the second Monday in the
month of April, 1914, to -wit; the 13th day of April, 1914, at
which election the foregoing numbered propositions were submitted
and tho -b all the returns of',ithe said general municipal election
so held having been made and in the hands 'possession of the Clerk
of the city of Newport Beach, the Board of Trustees of said city
proceeded to canvass the said returns and declare the rebults there -,

From the canvass of the returns of said general nunicpal
election, at which said foregoing propositions were submitted, the
Board of Trustees of the city of Newport Beach find and makes the
following order, declaring the result of the election upon said pro-
positions, the same to be entered upon its minutes.
Proposition No. 1- The total number of votes cast upon

1 was 177 votes.
Proposition No. 2- The total number of votes cast upon
Proposition No. 2 was 296 votes; the number df votes cast in
favor of Proposition No. 2 was 133;votes;

Proposition No. 6. The total number of votes cast ipon
Proposition No. 6 was 296 votes; the number of vote-. cast in
favor of Proposition No. 6 was 136 votes; and against Proposition
No. 6 was 160 votes;
Proposition No. 7- the total number of votes cast upon
Proposition No. 7 was 292 votes; the number of votes cast in
favor of Proposition No. 7 was 131 votes; and against Proposition
No. 7 was 161 votes;
Proposition No. L- The total number of votes cast upon
Proposition No. L was 306 votes; the number of votes cast in
favor of Proposition No. 8 was 146 votes; and against Proposition
No. 9 was 160 votes;
Proposition No..9- the total number of votes cast upon
Proposition No. 9 was 297'votes; the number of votes cast in
favor of Proposition No. 9 was 147 votes; and against Proposition
No. 9 was 150 votes;
Proposition No. 10- the total humber of votes cast upon
Proposition No. 10 was 323 votes; the number of votes cast in
favor of Proposition No. 10 was 125 votes; and against Propositi
No. 10 was 198 votes;
It appearing from the result of said genezal municipal
elect °on as hereinbefore declared, that a majority of the qualifi

electors of the city of Newport Beach so voting upon said proposition
have voted not to retain the powers of the citvof Newport Beach, aer
the classes of public utilities, described and set forth in said
propositions:
The city of Newport Beach is deemed to have elected not
to retain its powers of control respecting such classes of public
utilities.
The Clerk of the city of Newport Beach shall immediately
make copies in duplicate of this

That at the general municipal electicn held in and for
the city of Newport Beach, on Monday the 13th day of April, 1914,
there was further submitted to the qualified electors of said city
the foll6wing propositions:
"Shall each member of the Board of Trustees of the city
of Newport Beach receive as compensation for his services, the sum
of fifteen ($15.00) dollars per month Z^
From the_returne of said election as appears by the canvas
thereof by the Board of Trustees of the city of Newport Beach there
was cast for and against said proposition 331 votes; that 244 votes
were cast in favor of the proposition, and that 87 votes were cast
against the proposition.
And it appearing that a majority of the qualified electors
voting at such .election upon such propositions voted in favor there-
of, it is therefore ordered that each member of the Board of Trustee
of _the city of Newport Beach receive the compensation specified in
said propositiono, to -wit: P15.00 per month, such compensation to
begin on the let day of May, 1914, the same being the first day of

the month next succeeding the canvass of the returns of such elec-
tion and from such date the amount so fixed , to -wit: 015 each
shall be a regular charge against the city of Newport Eeach pa--able
thesame as other fixed salaries are paid.
That at the general municipal election held in and for
the. city of Newport Beach on Bonday, the 13th day of April, 1914,
there was €idEther pursuant to the progisions of Chapter 351 Statutes
and amendiments to the codes of California, of the session of 1511,
further submitted the proposition:
"Shall the. Bale of alcoholic liquors be licensed in this
city ?"
Fro mkhe returns of said election as appears by the canvass
thereof by the Board of Trustees of the city of Newport Beach there
was. cast for and against said proposition 375 votes; that 199 votes
were cast yes, and 176 votes were cast no. Wherefore the Board of
Trustees find, declare and order established of record that a major-
ity of the votes cast upon said proposition wdre in favor of license

The Officials whose terms had expired then retired, and the Oaths of
office was taken by the newly elected officials as follows,
S.R.Jumper and G.P.77ilson & H.A.Robinson qualified as Trustees,
Lew H.7ailace qualified as Treasurer, and L.S.Wilkinson as Clerk,
the Board then proceeded to organize by the election of their Chairman
one ballot was taken resulting as follows trustee W.K.Parkinson (3)
trustee S.R.Jumper (2) .V.K.Parkinson having recieved the majority
of the votes was declaired .elected as President of the Board and
assumed his duties in the chair, and immeadiately took the Oath of
office as'ehairman of the Board of thustees of the City of Newport
Beach.

The Bond of the City Clerk B.S.Wilkinson for the sum of $►00
was presented, On motion of trustee C.H.Way seconded by trustee
H.A.Robinson and carried, that the bond be accepted and filed,
whereupon the Oath of office was administered to B.S.Wilkinson
as City Clerk of the City of Newport Beach, 01111111 XXXXXIIIIINN
Chairman '"I.K.Parkinson then proceeded to appoint the following
committies;
Finance; trustee C.H.:7ay and trustee H.A.Robinson.
Street Committie; trustee H.A.Robinson and trustee C.H.Way.
?7ater Committie; trustee S.R.Jumper and trustee G.P.'7ilson.
Fire Committie; trustee G.P.Wilson and trustee S.R.Jumper.
Police Committie; trustee C.H.Way and trustee H.A.Robinson.
The City Attorney explained that owing to the fact that Lew.H.`7allaoe
had been appointed by the Board to the office of City Recorder, to
fill the vacancy caused by the death of Recorder r.,C.H.Wallaee it
would be necessary to appoint anew Recorder, The following
applications for City Recorder were read Lew.H.Wallace, S.L.Collins
and John D.Stark, the board proceeded to ballot for Recorder,
the result of the ballot as follows S.L.Collins (3) J.D.Stark (2)
S.L.Collins was duly declaired City Recorder of Newport Beach.
On motion of trustee C.H.Way seconded by trustee G.P.Wilson and
carried, that the remaining applications for appointive offices
be filed,.
On motion of trustee C.H.Way seconded by trustee H.A.Robinson
that application of Barker and Campbell for permission to -)operate
a mooving picture show in the bath house building be granted,
w3 carried.
Application of C.N.Gordan for the improvement of 31st, street being
approved bT the Street Supt was accepted and on request of the
Street Sup t She improvement of 32nd, 33d, 34th, and 35th, streets
were included, and City Engineer was instructed to furnish data to
the City Attorney for use in prepairing a resolution of intention.
Communication relative to an oil tester was read and ordered filed.
Communication from C.L.Lancaster relative to a bill for $70.00 for
the use of lot where oil is unloaded, referred to City-Attorney.
On motion of trustee G.P.Wilson seconded by trustee H.A.Robinson
that the bond of City Recorder S.L.Collins be accepted and filed

On motion of trustee G.P.Wilson seconded by trustee H.A.Robinson
and carried th &'petition for the Sunday closing of the saloons
be filed.
Communications from property owners on Adams street protesting
against improvement, was tabled.
Letter from Mr, Shipman asking for the appointment as inspector
of the new Street lighting installation, was filed. '
Board listened to talks by R.J.Lewis and Mrs. C.M.Gordon on
civics and ( "Clean up day')
On motion of C.H.Way seconded by trustee H.A.Robinson and "carried
that adjournment be taken to Monday April 27th, 2:30 P.M. 1914.
