City Hall Newport Beach,Cal.iiay 18th,1914.
The Board of Trustees of the City of Newport Beach met in regular
adjourned session 2.30 P.M. May 16th,1914
President Parkinson called the meeting to order and the roll was called
showing there were present trustees: 1 "I.K.Parkinson;S.R.Jumper; H,A.
Robinson; C.H.."lay and G.F.Wilson. None absent.
Minutes of the meeting of May 4th were read and approved.
Street Committee reported in the matter of oil pit on Lancaster lot
that for the rental asked,070.00 the property might be used until the
first of August and option until that time given for sale of the lot
to the City at 112.50 per front foot; and recommended that proposition
be accepted. Report was accepted and filed.
Unfinishrd business; - Ordinance # 98, being an ordinance of the City of
Newport Beach granting to the Pacific Telephone and Telegraph Company
a privilege and franchise for the right to place, erect and maintain pole;
wires and other appliances and conduits etc and to do a telephone and
telegraph business in the city of Newport Beach, was read for the second
time and was placed on final passage on motion of trustee C.H.Way,•
seconded by trustee II.A.Robinson.Roll was called showing Ayes:- Trustees
:7,K. Parkinson, S .R.Jumper,H.A.Robinson,0.H.Way and G.P.Wilson. Noes: -None
Absent : -None. President Parkinson declared ordinance #98 Passed.
The plans and specifications for the work of improving 31st,32nd,33rd,
34th,and 35th streets as prepared by the city Engineer were adopted by
resolution on roll call showing Ryes:- Trustees 71.K.Parkinson,S.R.Jumper,
H.A.Robinson,C.H.Way and G.P.I''ilson .Noes:- Yone.Absent: -None.
President Parkinson declared resolution adopted.
Resolution of Intention # 40,being a resolution of intention of the City
of Newport Beach,Declaring that the public interest and neccessity requfirf
that certain improvements be made on certain streets of the city,namely
31st,32nd,33rd,34th,and 35th streets;was read for the second time and
on motion of trustee H.A.Robinson seconded by trustee G.P.3ilson was
put on final passage,roll call showing dyes trustees`,4.K.Parkinson,
S .R.Jumper,H.A.Robinson,C.H.',ay and G.P.;iilson.President Parkinson declar,
ed resolution of intention 174o passed.
Moved by trustee S.R.Jumper seconded by trustee H.A.Robinson and
carried that the action of the board in rejecting the application of
the S. &.S.Wine and Liquor Co for wholesale and retail liquor licenses
be reconsidered.
;gloved by trustee H.A.Robinson seconded by trustee C.H.Way and carried,
that the application of the S. &.S.7ffine and Liquor Company for a whole-
sale and a retail liquor license be granted.
The application of Dobbs and Lane for a :wholesale and retail liquor
license having laid over the stipulated time it was moved by trustee
H.A.Robinson seconded by trustee C.H.Way,and carried,that application
be considered favorably and licenses &ssued.
The application of H.H.Levy for a hotel or restaurant liquor license
for use in the Balboa Hotel,having laid over the required time,it was
favorably considered and the license ordered issued on motion of
trustee S.R.Jumper seconded by trustee C.H."iay and carried.
The following contracts were presented,with Pacific Telephone and
Telegraph Co,for telephone at city hall,withPacific Light abd Power
Corporation for furnishing electricity for running motor at the water
pumping plant and for lighting the new public toilets,and for the
placing of nickle in the slot lochs on two booths each in the new
publie toilets.Nioved by trustee S.R.Jumper seconded by trustee H.A.
Robinson,and carried,that Fresident Parkinson be authorized to sign
said contracts'on the part of the City.
New Business: -An application requesting the opening off a street from

24th to 30th streets south of and parallel to the rac rlec right of way
was reffered to the street - .sr,I,, for investigation and report.
John Schwurz reque.,ted that the hotel license also the hotel liquor
license held by him and in use at the hotel Newport be transferred to
A.Lafourcade.Request was Granted on motion of trusteeS.R,Jumper,seconded
by trustee H.A.Robinson and carried and transfer was ordered.
The Orange County Wine Company asked renewal of the wholesale and
retail liquor licenses held by that Oo.Loved by trustee S.R.Jumper,
seconded by trustee H.:;.Robinson and carried that request be granted
and licenses issued,So ordered.
Letter from the Assistant Cashier of the Los Angeles Trust and Savings
B ank recomending Mr Albert Lane was filed.
The application of James Carroll to have the anti - boxing ordinance
suspended for the day on June 20th,was denied by motion of trustee
C.H."I'ay seconded by trustee H.A.Robinson and carried.
The application of G.Lucas to be allowed to operate a "paddle- dice"
game was reffered to the Marshal for report.
The applications of G.Lusas to operate an air gun shooting galler,y,and
of r ^.Thayer to operate a throwing at a mark device were considered favor-
ably and requests granted on motion of trustee C,H.:4ay seconded by trust.,;,
H..'..Robinson and carried
The application of I.r Saylor to be allowed to serve lunches and
refreshments from a wagon on the street was denied on motion of trustee
G.F.:.'ilson seconded by trustee C.H.:?Jay and carried,it being considered
desireable to keep the streets clear of this'line of business.
A letter from the Chamber of Commerce recommending the opening-of the
street from 24th to 30th streets as prayed in a petition presented was
reffored to the street committee.
The application of J.L. "iatson to operate a shooting gallery was filed,
Without action as party had changed plans in the matter.
A letter from the Los Amigeles Chamber of Commerce urging the patronizing
of home industries was filed.
A letter from Butleh Bros protesting against the improving of Adams
street was considered;June 1st at 2.30 P.11.was set as the time for a
hearing in the matter and the clerk was matiiimmix instructed to notify
the protestants that they might be heard at that time.
The matter of considering the discontinuanee of the position of band-
master was defered on motion of trustee C.H.77ay secondee by trustee
S.R.Jumper and carried.
The matter of finding ways and means to secure speedy action on the
street - lighting system was solved by the promised sale of x`15000.00
wobth of the bonds.
City f.ttorney Bishop was instructed to employ the firm of O'I:relveney,
Stevens and Milliken to pass on the bond issue,bill for same to be sent
to the City; on motion of trustee S.R.Jumper,seconded by trustee C,H,
:gay and carried.
On motion duly made seconded and carried adjournment was taken to 2.30
P.S,.iclonday play the 25th,1914. Adjourned.
