City Hall, Newport Beach, Cal. August 14th, 1916.
The Board of Trustees of the City of Newport Beach met in adjourned
session 7:30 P.I.I. date and place above shown.
President Jumper called the meeting to order and the roll was called
showing there were present trustees; S.R.Jumper, Glenn Helms, G.P.
7Jilson, H.A.Robinson and J.C.IIcCain; Absent; None.
The minutes of the meeting of August 7th, were read and approved.
Various communications were read and referred to proper order of
business.
UNFINISHED BUSIiNESS;
The Bond of Frank L. Rinehart in the Sum of �500.00_covering the
position of City Gas Manager was presented and approved by the City
Attorney, coved by trustee, G.P.'Wilson seconded by trustee, Glenn
Helms and carried that the same be accepted and filed.
Moved by trustee H.A.Robinson seconded by trustee,J.C.I,ICCain and
carried, that the data of Engineer Funk having been received and
filed, that the resignation of I.B.Funk is hereby accepted and the
office declared vacant.
Moved by trustee, J.C.I,IcCain seconded by trustee, G.P.Wilson and
carried, that the application of Paul E.Kressley £or City Engineer
is accepted and he is appointed City Engineer, the terms of his
appointment to be as per his contract signed by T'aul E. Kressley
at Newrort Beach.
'Vloved by trustee, H.A.Robinson seconded by trustee, Glenn Helms and
carried that the President and Clerk be authorized to sign the
contract of T'aul E.Kressley.

carried that the Clerk be instructed to return the a? ?plicetions of
the applicants for the position of City Engineer.

Trustee Glenn helms introduced an Ordinance providing
for the submission to the qualified voters of the city of Nermort
Beach the propo.;ition of incurring a bonded debt for the purroose of
the acquisition and construction in the city of Newport Beach of a
municipal improvement as set forth in Resolution No. 58 of the city,
to -wir: a jetty constructed of stone and of adequate dimensions and
the acquisition of the neeessar, real property upon which to cons-
truct and maintain said jetty, and calling a special election for
that purpose, reciting the objects and purposes for which the indebt
edness is proposed to be incurred, the estimated cost of the pro-no-
sed public improvement, the amount of the principal of the indebted-
ness to be incurred therefor and the rate of interest to be paid nn
said indebtedness, fixing the date on which such election will be
held, the manner of holding such election, and the voting for or
against incurring such indebtedness, and provided, that in all
particulars not recited in this Ordinance such election shall be hel
as provided by lava for holding municipal elections in the city of
;Iewport Beach.
The said Ordinance was ordered filed and to be numbere

The said Ordinance was read and duly considered by the
Board of trustees and on motion of trustee G.P.'Zilson seconded by
trustee H.A.'.obinson, and carried, was referred to the city attorney
with instructions to put the same in rrorer form for final consider-
ation and passage by the Board of trustees.
A petition was rresented by the prererty ovrners and voters asking
that the City take over and assume the cost of furnishing electrici
to lig'nt the string of
tm� lights along the South Bay Front of Balboa
Island during the summer of 1916, I:IQved by trustee H.A.Rob_nson,
seconded. by trustee, J.C.TdcOain and carried that the same be laid c
one weep, for investignation.

Letters-'from Arthur H.Fease and John L. Plummer were read, protesti
against the construction of a bulkhead on the ocean front at Balboa
Er Pease asking that his name be erased from the Harding Petition
the letters were ordered filed.
A host card was read signed by I•.Irs L.C.Y:aldman complaining about the
collection of garbage, the same was referred to 3treet'Sup't F.J.
Lnight for attention.
A letter from City Gas i:ianager F.L.Rinehart relative to the Gas trap ,
smission line between this City and Huntington Beach, was referred t
the Gas Committee and the Gas ITanager with instructions to tgke the
matter up -with the Southern Counties Ga.s�;CO.
Moved by trustee, H:A.Robirson seconded. by trustee, Glenn Helms and
carried that the Harbor Committee of the Board of Trustees and the
Harbor Committee of the Chamber of Commerce, arrange to hold a meet-
ing at Balboa and one at Newport for the purpose of ex=plaining the
Harbor Bond Election.
Moved by trustee H.A.Robinson seconded by trustee G.P.-'Nilson-and
carried that the care and maintair_ance of the City sewers be trans-
ferred from the Street Dep't to the "later Department same to take
effect September first.
Moved by trustee, H.A.Robinson seconded by trustee,Glenn Helms and
