City Hall, Newport Peach, Cal. kiarch 19th, 1917.
The Board of Trustees of the city of Newport Beach met in adjourned
session 7:30 P.M., P.4onday, i:iarch 19th, 1917.
President•Jumper called the meeting to order and the roll was called
showing there were present trustees, S.R.Jumper, Glenn Helms, G.P
Wilson, H.A.Robinson, J.C.McCain. Absent, None.
Reading of Linutes: The reading of the minutes of the meetings of
March 12th and 13th,1917. was dispensed with.
Communications were read and referred to proper order of business.
UNFINISHED BUSINESS; Franchise
On motion o rustee H.A.Robinson, seconded by
Trustee Glenn Helms, and duly carried, it was resolved as follows: -
Resolved, that, whereas, J.EeCooley has 'filed with the
Board of Trustees an application and request thatathe Board of
Trustees offer for sale, sell and grant a franchise for a public
ferry for the carrying of passengers and freight acroUs Newport
Bay from the northerly end of Palm Street to the southerly end of
Agate Avenue, in the city of Newport Beach, it is ordered that the
Clerk of the City of Newport Beach cause to be published in the
Newport,News at least once a week for four successive weeks notice
of the fact of said application, together with a statement that it
is proposed to grant the same , which publication shall conform in
all respects with the law of the State of California, as provided
for in an act providing for the sale of street, railroad, and
other franchises in counties and municipalities and providing
conditions for the granting of said franchises by le=gislative or
other governing bodies and repealing conflicting acts; a Notice of
sale of which franchise is this day adopted and approved by the
Board of Trustees.
On motion of trustee H.A.Robinson seconded by trustee Glenn Helms
and carried, clause 41 section "G "of the Notice of sale of franchise
as prepared by city attorney Bishop, was stricken out.
P.Ioved by trustee G.P.l7ilson seconded by trustee Glenn Helms and
carried that the franchise as amended,-be adopted and advertised for
sale.
Sidewalk at Palbo_; Trustee G.P.Wilson reported on the sidewalk and
bulkhead along the Ocean Front at Balboa and presented a plan for th
same, as prepared by City Engineer Kressley and recommended that a
district be formed frmm Cypress street to "E" Street extending (from
the Ocean to the Bay, that the Ocean Front be assessed one half and
that the remaining one half be devided equaly. Moved by trustee
H.A.Robinson seconded by trustee J.C.McCain and carried that the
report be accepted and adopted and that the Engineer be instructed
to prepare plans and specifications.
NEW BUSINESS;
Resolution #73
Trustee J.C.IvicCain presented a Resolution of Intention
which was read and on motion of Trustee G.P.4ilson seconded by
Trustee H.A.Robinson, and duly carried, was ordered filed, and
assigned No. 73; the said Resolution of Intention being entitled
as follows: -
Resolution of Intention No.73 A Resolution of the city
Council of the city of Newport Beach declaring that the public int-
erest and also the public convenience requires an improvement to be
made within the bounds of such city, declaring its intention to orde
the im- provement to be made, describing the improvement, the land dna
necessary to be taken therefor, specifying the exterior boundaries
of the district of lands to be affected or benifited by said improve
ment and to be assessed to pay the damages, costs and expenses
thereof, directing the giving of notice, and designating the news-
paper in which notice shall be published.
Resolution of Intention No. 73 was then referred to the City
Attorney and City Engineer to be placed in due and groper form for
passage and adoption by the Board of Trustees.

Keller Letter A letter from Mr. H.I.Keller was read in which he
stated that there had been presented to !Jr Ferguson an instrument
for his signature conveying to the Pacific Electric Ry, Company the
right to construct and qperate a railroad over and across his prop-
erty to the line of ordinary high water of the Pacific Ocean, at orb
near Station 107 of the U.S. Harbor Lines at Newport Lay, and stated
that he had advised Ivir Ferguson not to sign the instrument until
such time as the City of Newport Beach has acquired the right by
purchase or otherwise to enter upon those other portions of his land
which my be required for the building of the proposed jetty. the '
same was filed.
Petition for Gas Newport Hei hts; Apetition signed by six of the
property owners on Newport Heights was read,asking that the Board
arrange to have gas piped to the residents in the new addition.
The matter was referred to the Gas and ?dater committees, togeth r
with the Gas Manager and ffate.r Sup't to investigate and report on
the same at the next meeting.
Recess; A recess was taken from 8 :52 to 9:02. ,
Passing Ordinance :1,1129 Moved by trustee Glenn Helms seconded by
trustee G.P.77ilson and carried that Ordinance ' #129 be,placed on
final passage, the roll was called and ordinance x129 was passed by
the following vote, Ayes; Trustees S.R ;Jumper, Glenn Helms, G.P.
'Filson, H.A.Robinson, J.C.McCain, Noes; None, Absent, None.
President Jumper declared ordinance.-#129 passed and thereupon sign -
edc-the same attested by the Clerk.
Bulkheads.at San Diego;
uiir'- .BP.Rousse a spoke on the bulkheads at San Diego and stated
that the Harbor Master '.1r. VI.A.Mugler had invited him to a trip
over the Bay -to look_ at the types of successful$ and unsuccessful
bulkheads and suggested that the Board write to I!Ir I: ?ugler asking
him if he would extend the invitation to a committee from the
Board of Trustees. The Clerk was instructed to write Mr. IJugler '
asking if he would care to extend such an invitation and if so to
set a date agreeable to him.

Helms and carried that adjournment be taken to 7:30 P.M. Monday
March 26th, 1917. Adjourned..
