The Board of Trustees of the City of Newport Beach met in regular session at the place and on the date above mentioned. On motion of J.J.Schnitker,seconded by J.C.McCain and carried, Geo.P.Wilson was appointed Secretary pro tem. ROLL CALL. Ozi calling the roll the following Trustees were found to be present: H.A. Robinson, J. J. Sehnitker ,Geo.P.,lilson,J.C.McCain and J.P.Greeley. ARGLUENT OF REPRESENTATIVES OF SHIP - BUILDING CORPORATION. The regular order of business was dispensed with and the Board listened to the argument of? representatives of a shipbuilding cor- poration. RESOLUTION FAVORING PLEDGING SUFFICIENT FUNDS FOR CHANNEL PURPOSES. On motion made by Trustee J.P.Greeley,second-ed by Trustee J.C. McCain and duly carried by unanimous vote,al'1'TruBtees voting, it was- declared that the Board o on record as favoring the City's pledging sufficient funds for dredging any channel to the Pacific Ocean that may be required to float any vessels constructed within the City of Newport Beach. COKIITTEEE APPOINTEED• TO PLAIT ON ".M.LEDPETTER REGARDING JETTY BONDS. A committee consisting of Trustee- J.P.Greeley,Triistee J.C.McCain and Lei? H.Wallac*e vas appointed to see W.M.Ledbetter iii regard to takin the balance of the Jetty Bonds in payment for jetty construction, with Instruction to report at neat meeting. ORDINANCE ITC. 137 WAS INTRODUCED BY TRUSTEE J.J.SCHNITKER AND It was moved by Trustee J.C.McCain,seconded by Trustee J.P.Greeiey and carried that Ordinance No.137 be passed to second reading. DEED OF74ePED•BY C.L.LANCASTIER REFUSED. On motion of Trustee J.P.Greeley,seconded by Trustee J.C.McOain and carried it was declared to be the sense of the Board that the deed proffered by C.L.Zaneaster be refused on account of conditions attached. i CITY CLERIC REQUESTn:D TO SECURE HELP. It was moved by Trustee J.P.Greeley,seconded by Trustee J.C.McCain and Carried that the City Clerk be requested to hire an assistant to help him bring up hi work to date. RESOLUTION OF GRATITUDE TO-HON.1,7ILLIAM 'ETTN'ER> By motion of Trustee J.P.Greeley,seconded by Trustee J.J.Schnitker and duly carried the following resolution was passed by the Board: City Hall,City of Newport Beach, Dec.17,1917. i The Board of Trustees of the City of Newport Beach in the County of Orange,State of California,for the purpose of establishing this record of the gratitude respect and confidence which said city and the inhabitants thereof hold and entertain for Honorable William gettner; Member of the Cign.ress of the United Statea,representin the 11th i 11C on esusionaltthhDislr£iet loof California does hereby order It to be estab- lar meeting thereofiheld onlhesl�l hhlay o�aDecemberu1917� thal,regu Whereas, the City of Newport Beach is a duly created,organized and existing municipality of the sixth class in the State of Califor nia, and Whereas, the said city embraces within its exterior boundaries a body of navigable water,to -wit: Newport Harbor; and Whereas, it has been the constant effort of the said city for more than a decade to have the Government of the United States fix establish the lines in said Newport Harbor; and Whereas, it was through the efforts and unselfish work and ability of Honorable William Kettn'er that said harbor lines were established on the 18th day of January, 1917: Now therefore,be it resolved: that the City of Newport Beach fully appreciates the efforts of its Representative in the House of Represent- ativea,and as an expression of its gratitude,hereby publicly thanks ICNZA L the Honorable William Kettner for his services rendered (Newport Beach in that regard. 239 the City of Be it also and further resolved by the Board of Trustees.of city that,- Whereas, Newport Harbor is a natural land- locked arm of the Pao is Ocean and is susceptible of being created into a useful and econoi is means of travel and commerce by the expenditure of a moderate sum of money; and Whereas, the Ci y of Newport Beach has, as a municipality,voted bonds in the sum of 125,000.00 for the construction.of a atone Jett at the entrance to said harbor, which jetty is now in course of con- struction and is rapidly nearing completion; and Whereas, the said City of Newport Beach is further about to, authorize the additional sum of ?50,000.00 for the purpose of dre the channel of said harbor in order to make the same safe and ads for the purposes of marine commerce and travel; and Whereas, the County of Orange is about to submit to the elector thereof the Dr position of the issuance of the bonds of said County in the sum of U00,000.00 for the purpose of the further improvement and development of Newport Harbor; and Whereas,the establishment and maintenance of a deep water harb at Newport Beach,California,will be of large commercial advantage a use to a vast territory of highly improved fruit and agricultural p. ducing land, and will furnish means of marine transportation of the products of this territory; and Whereas, all the commercial bodies and Chambers of Commerce in the counties of Orange,Riverside and San Bernardino, and including the Chamber of Commerce of the City of Los Angeles, have endorsed t project of establishing a deep water harbor at Newport Beach,Califo nia, and of asking the Federal Government to assist in the developip thereof in conjunction with the County of Orange,and the City of Ne port Beach: Now therefore, be it resolved by the City of Newport Beaeh,that our Representative in Congress,the Honorable William Kettner,at such times as in his judgment it 'shall appear to him best and advisable,b and he is hereby requested to bring to the attention of the Congress of the United States the matter of an appropriation in the sum of $500,000.00 for completing the harbor improvements now being prose- cuted by the City of Newport Beach. Be it further resolved, that a copy of this Resolution,signed in the name-of the City of Newport Beach, by the President of its Board of Trustees, countersigned by its Clerk,and attested by its municipal seal, be forwarded to Clyde Bishop at Washington,D.C, to be by him personally delivered to the Honorable William Kettner, with the appreciation of the City of Newport Beach. On motion of Trustee J.P.Greeley,seconded by Trustee J.J.Schnitk r and duly carried,the following Resolution of Condolence was passed-by unanimous vote of the Board: "Whereas, the Supreme Architect of the Universe in His infinite wisdom and the consummation of Nature's great design,has seen fit to call J.S.Conwell from the activities of life to the reward of his labors well performed; and Whereas, his useful life is closed, one known and -loved by us M has answered the summons from beyond the Great Divide,though his per sonal presence is forever gone,yet in the hearts and memory of those whose lives were touched by the magnitude of his manhood, his exampl of self- obtained success,the name of J.S.Conwell will live as an in- centive to noble effort; and n whereas,J.S.Convrell,by his integrity of manhood and rectitude o endeavor,has endeared himself to all who had the good fortune to com within the influence of his friendship: Therefore, the Board of Trustees of the City of Newport Beach, ' for themselves and in behalf of the City,do hereby express their deep sense of loss,and extend to the bereaved wife and family their tender- est sympathy. And it is hereby ordered that a copy of these resolutions be spread upon the minutes and that a copy signed by the President and Clerk of the Board of Trustees,and under the seal of the city be transmitted to the sorrowing family.
