City Hall,Newport Beach,Cal.,May 6,1918.,7:30 P.M.
The Board of Trustees of the City of Newport Beach met at the
place -and time above noted. The roll was called and all the Trustees
were present as follows: J.P. Greeley ,J.J.Schnitker,Geo.P.Wilson,
J.C.McCain and L.S.Wilkinson.
The Minutes of April 22nd end April 30th were read and approved
with correction.
The monthly reports of the heads of departments were read and
by motion of Trustee Geo.P.Wilson,seconded by Trustee J.C.McCain and
carried,were accepted and ordered filed.
Lew H.Wellace reported on site for garbage treatment plant. It
was moved by Trustee J.J.Schnitker,seconded by Trustee J.C.McCain an
carried that the report be taken under advisement.
The request of Joseph A-.Beek to construct pier was granted.
The Committee having in hand the
Pacific Pipe & Tank Co. for the
Island was continued one week.

Communications were read and acted upon as follows:-
The application of W.W.Wilson to withdraw his application for the
position of City Recorder was granted by motion made by Trustee
Geo.P.Wilson,seconded by Trustee J.J.Schnitker and carried.
The request of F.S.Gordon for the transfer of restaurant license to
H.Bay Webster was granted by motion made by Trustee J.J.Schnitker,
seconded by Trustee Geo.P.Wilson and carried.
Regarding the letter of I.B.Potter,Commodore of the Newport Harbor
Yacht Club,the matter of placing bout's over submerged rocks in the
.channel and one near the jetty,was placed in the hands of the Street
Department with power to act.by motion of Trustee J.J.Schnitker,
seconded by Trustee Geo.P.Wilson and carried.
The request of I.Polhamus,Chairman of the Harbor Commission, that sa:
Harbor Commission be discharged was granted by motion of Trustee
J.J.Schnitker,seconded by Trustee Geo.P.Wilson and duly carried,and
the Clerk was instructed -to extend a vote of thanks to the Harbor
Commission.
It was moved by Trustee Geo.P.Wilson,seconded by Trustee J.C.McCain
and carried that the application of Mrs.Stella Lane to conduct a
restaurant on Lot 1,Block 9,Balboa Tract,be granted.
The protest of Joseph Ferguson as to the manner of placing sidewalk
on Surf Ave.was taken up with the City Engineer. It was moved by
Trustee L.S.Wilkinson,seconded by Trustee J.C.MoCain and carried tha
Mr.Ferguson be notified that the City Engineer maintained that the
line was correct as laid out and that the work would proceed as out-
lined.
It was moved by J. J. Schnitker, seconded by Geo.P.Wilson andsearried
that the Clerk write to Leeds & Barnard asking them to arrange a
conference with H.W.Rhodes,Inspector of Lighthouses,when he comes to
Southern California.
The Letter of The Newport Shipbuilding Corporation was laid over one
week.
It was moved by Trustee L.S.Wilkinson,seconded by Trustee J.J.Schni.t
ker and carried that John McMillan be appointed Water Superintendent
at a salary of $110.per month
It was moved by Trustee J.C.McCain,seconded by Trustee L.S.Wilkinson
and carried that F.J.Knight be appointed Street Superintendent at a
salary of $90, per month.

Trustee L.S.Wilkinson presented Ordinance No.143. amending Section 3
of Ordinance No.124 which was read and passed to second reading.
It was moved by Trustee L.S.wilkinson,seconded by Trustee J.J.Schnitl
and carried that F.L.Rinehart be appointed Gas Manager for the ensuix
term.. ,
It was moved by Trustee Geo.P.Wilson,seconded by Trustee J.C.McCain
and carried that C.G.Rodger be appointed City Electrician.
It was moved by Trustee J.C.McCain,se.conded by Trustee J.J.Schnitker
and carried that Art L.Heard be appointed Plumbing Inspector.
Trustee J.J.Schnitker presented Ordinance No.142 fixing salary of
Marshal and Recorder and repealing Ordinance No.89 & No.123,which
passed to second reading.
By motion of Trustee Geo.P.wilson,seconded by Trustee J.C.McCain and
carried,the_ matter of the vacation of Bay Ave.by the Pacific Electri
Railway which maintains a spur track therein,was referred tot he Cit,
Engineer for investigation.
It was moved by Trustee J.J.Schnitker,seconded by Trustee J.C.MoCain
carried that the Clerk send to Geo.?9.Harbou,149 W 31st.St. ?Los Angel
a copy of the resolution heretofore adopted by the Board regarding t
dredging of.any channel necessary for floating any ship built in New
Beach.
It was moved by Trustee J.J.Sehnitker,seconded by Trustee J.C.Mocain
and carried that the offer of C.F.Van de Plater to sell to the city
two acres for a septic tank for $u 000. be accepted and that the best
possible terms be obtained.
The Clerk was instructed to apply to the State Board of Health for a
permit to construct a sewer system.
By motion of Trustee Geo.P.Wilson, seconded by Trustee(J.C.MCCain and
carried,the demands were allowed and warrants ordered drawn to cover.
It was moved by Trustee J.C.MeCain,seconded by Trustee Geo.P.Wilson
and duly carried that the City Engineer be instructed to take sound
at the entrance of the Bay.
By motion of Trustee Geo.nJlilson,seconded by Trustee J.C.McCain and
carried the Board adjourned to Monday night,7:30 P.M.,May 13,1918.
