City Hall,Newport Beach,Calif.,7 :30 P.M„ Jan.6,1919.
The Board of Trustees of the City of Newport Beach met in regu-
lar session at the place and on the time above noted. The roll was
called and the following Trustees responded Present: Trustees J.P.
Greeley, J. J. Schnitker ,Geo.P.Wilson,J.C.MCCain and L.S.Wilkinson;
absent,none. The Minutes of Dec.9 were read and approved as read.
Reports of Heads of Departments were read and on motion of
Trustee Geo.P..Wilson,seconded.by Trustee J.J.Schnitker and carried,
were accepted and ordered filed.
The report of the Fire and Water Committee regarding fire equip
ment was read,and Mr.Baird of the American La France Fire Engine Co.
addressed the Board. The report of the eommittee,was ordered filed,
the Committee continued and requested to get in touch with the repre
sentative regarding fire cars and prices. The matter of erecting a
new fire house and jail combined was discussed.
Mr.P.E.Kreseley,Ci'ty Engineer,reported on the repair of the bul
head wall on Balboa Island. It was moved by Trustee J.C.McCain,secon
by Trustee L.S.17ilkinson and carried that a committee be appointed t
take the matter up with property owners and report at earliest possi
moment. Chairman J.P.Greeley appointed the Street Committee and-the
City Engineer as such committee.
Communications were read and referred to the proper order of
business.
RESOLUTION,NO.103.
Resolution No.103 was presented for final adoption. It was move
by Trustee J.J.Schnitker,seconded by Trustee Geo.P.Wilson that the
said Resolution No.103 be adopted. The roll was called and the follo
ing T ;ustees votes "Aye ": Trustees J .P.Greeley,J.J.Sehnitker,Geo.P.
Wilson,J,C.MeCain and L.S.Wilkinson; Noes,none; absent,none.
Resolution No.103 was declared duly adopted.
The communications were taken up and disposed of as follows:

tty, by motion of Trustee L.S.Wilkinson,seeonded by Trustee Geo.P.
lson and -duly carried.
It was moved by Trustee L.S.Wilkinaon,seconded by Trustee J.C.
Cain and carried,that the Clerk reply to the communication from the
ion 'High School of Huntington Beach,and state that�the epidemic of
fluenza was well in hand in Newport Beach,and that.all possible pre•
utions would be taken to so maintain it.
The request of C.M.Keene for license to conduct a restaurant was
ted by motion of Trustee J.C.McCain,seconded by Trustee Geo.P.
on and duly carried.
The petition of Enos C.Kersey and others living-on Newport Heigh'
king for refund of the dollar rate for water was referred to the
ter Committee. It was moved by Trustee J.J,Schnitker,seconded by
ustee L.S.Wilkinson and carried that said committee confer with the
ter company now furnishing water to the residents on the Heights
th regard to the adjustment of the - situation.
The petition of Balboa Island residents for better ferry service
referred to the Street Committee for investigation and recommend -
n.

TITION FOR THE SALE OF LIQUOR.
A petition having been filed with the Clerk of the city and by hi
rtified to be sufficient asking that there be submitted to the quali
ed electors of the City of Newport Beach the question "Shall the sal
alcoholic liquors be licensed in this city ? ", it is ordered that a
eeial election beheld at and within the city of Newport Beach on th
th day of January,1919,at which special election there is and shall
submitted to the qualified electors thereof the said question. The
id election shall be held as provided by law for the holding of muni
al elections in the City of Newport Beach.

the Clerk of the city of Newport Beach shall give notice of the
said election,procure all necessary election supplies as provided by
law.
The letters of George Bauer asking for a liquor license was re-
ferred to the Police Committee.
The request of W.L.Jordan for cancellation of pool room license;
,being License No.13,was granted by motion of Trustee J.J.Schnitker,
seconded by 'Trustee Geo.P.Wilson and carried.
By motion of Trustee J.J.Schnitker,seconded by Trustee Geo.P.Wilson
and carried,it was ordered that.the city sign receipt for 0300.being
the sum allowed in the con4emnation proceedings of Lot 19;Blook 24, 1 '
and that said receipt be.presented to Treasurer Lew H.Wallaee for pay-
ment of said sum.
Regarding the letter of the J.D.Kneen Contracting Co. asking for
the cancellation of their contract for the construction of a sewer
systeipit was moved by Trustee J.J.Schnitker,seconded by 'Trustee Geo..
P..�Vilson and carried that the request be granted and that the Qontraot

by Trustee Geo.P.Wilson and earpied,
The Plumber's Bond of ,J.Hokom was presented for consideration.
It was moved by Trustee L.S.Wilkinson,seconded by Trustee J.C.McCain
and carried that the same be accepted and filed..
It was moved by Trustee J.J.Schnitker,seconded by Trustee J.C.
McCain and carried that the garbage contract between the city and A
Ward be executed.
W.W.Wilson reported on sales of dredged material and presented a
number of contiacts for purchase of sand.
It was moved by Trustee Geo.P.Wilson,seconded by Trustee J.C.McOain ,
and carried that the following resolution be adopted: Resolved,that
the City Engineer be instructed to have that portion of the channel in
Newport Bay extending from U.S.Bulkhead Station No.121 and following
the westerly and southerly bulkhead lines to a point in the northerly
prolongation of the westerly line of 18th Street;dredged to a width of
206 feet,measnred along the plane of mean lower low water of the Pacific
Ocean, in accordance with Plan No.300 approved by him on the 30th day of
Apri1,1918,and from the westerly line of 18th Street easterly along the
southerly pierhead line until the amount available from the present Bond
fund,including dredging material sold has been exhausted, and the City
Engineer to notify the North American Dredging Co.to this effect.

It was moved by Trustee,J.J.Schnitker,seconded by Trustee Geo.P.
Wilson and carried that the matter of Street numbering be referred to
the Street Committee.
By motion of Trustee Geo.P.Wilson,seconded by Trustee J.C.MeCain
and carried,the demands were allowed and warrants ordered drawn to co
cover.
Adjournment was taken to 7:30 P.M.,Monday,January 13,1919,by
' motion of .Trustee L.S..Vilkinson,seconded by Trustee J.J.Schnitker and
duly carried.

regular session at the hour and place as above indicated.
The roll was called and the following Trustees were found to be prese

iVilkinson;absent none.
The Communications were read.
The application of Roehm Sylvester Co.for permit to operate a
billiard hall and cigar stand was considered and permit granted by
motion of Trustee J.C.MoCain,seconded by Trustee Geo.P.Wilson and dul
carried. . . . .
HED BUSINESS.
Trustee J.C.McCain presented for consideration and introduced an
Ordinance entitled-as follows:
' An Ordinance of the City of Newport Beach,a municipal corporatio3
of the sixth class,incorporated under the laws of the State of Califoi
ia,a city of this State whose corporate limits include a navigable
body of water, to -wit: a portion of Newport Bay, a navigable arm of t]
Pacific Ocean,ordering du the submission to the qualified voters of t]
City of Newport Beach the proposition of incurring a debt for the pur•
pose of the completion of a municipal improvement in the city of Newpi
Beach,as set forth in pesolution No.103,of said eity,to -wit:
The completion of a channel by further widening,deepening and
traightening the channel of Newport Bay in said city by-dredging the
ame, the said channel when widened,deepened,smat straightened and com
leted to be approximately 125 ft.in width and 10 ft.in depth at.low
ater of the Pacific'Ocean,and to extend from a point at or near Bulk
ead Station N0.121 as -said station is located and appears upon the
ap showing harbpr lines of Newport Bay,approved by the War Departmen
f the United States on the 18th day of January,1917,southeasterly,pu .

Calling a special election for.that purpose,reciting the objects
and purposes for,whieh the indebtedness is proposed to be incurred,th
estimated cost of the completion of the proposed public improvement,
' and the amount of the principal of the indebtedness to be incurred th;
,for,and the rate of interest to be paid on said indebtedness,fixing t:
date on which such special election will be held, the manner of holdi:
paid election,and the voting for or against the incurring of such in-
debtedness, and providing that in all particulars not recited in this
Ordinance such election shall be held as provided by law for holding
municipal elections �n the city of Newport Beach.
