City Hall, Newport Beach, Calif., 7:30 P.T;T.,Paarch 3,1919,
T)-,e Board of Trustees of the City of Newport Beach net in reg-
ular session at the place and hour above noted. The roll was called
and the following Trustees were present: J.P.Greeley,J.J.Schnitker,
Geo. P.Wilson, J.C.McCain and L.S.I.Vilkinson; Absent,none.
The minutes of February 3rd were read and approved as read.
The reports of heads of departments and of J.A.Armitage,Sec ' y
of the South Coast Improvement Assoc.were read and by motion of
Trustee Geo.P.Wilson,seconded by Trustee J.C.Mc Cain and carried,were
accepted and ordered filed.
The report of the Street Committe on the numbering of ;louses
was read and by motion of Trustee L.S.!lilkinson,seconded by Trustee
J.J.Schnitker and carried,;was referred to the City Attorney to draft
an Ordinance in accordance with the recommendations thereof.
The report of the Fire and Water Committee on the purchase of
fire apparatus was read and on motion of Trustee J.J.Schnitker,
seconded by Trustee Geo.P.'.'lil.son and carried the report and the rec-
ommendation as to lion- purchase of new apparatus were accepted.
The Street Committee made report on-ferry service and by ,notion
of Trustee L.S.'.7ilkinson,seconded by Trustee J.J.Schnitker and carri d
the report was accepted and referred to the committee of the whole t
meet Tuesday,March 4th at 2•P.M1.
This being the regular meeting of the Board of Trustees of the
city of Nevin ort Reach,and the first Monday after the 25th day of Feb
rizary,1919,the day on which the special election ordered called and
provided for by Ordinance No.147,and was held in said city,and all o
the returns of said special election having been made and duly coin -
pleted,and filed with the Clerk of ' -he Board of Trustees of the city
of Neviport Beach, said returns wefe ordered to be opened and canvass
and upon canvass thereof,the Board-of Trustees found and ordered to
here established of record as follows:
The proposition submitted and voted for and against was:
"Shall the city of Newport Beach incur a
bonded debt and issue and sell its bonds
to complete the channel in Newport Bay
in the sum of ?)650000.00 ?"

It appearing that more than two- thirds of the votes of all the
voters voting at said special election were cast YES on the proposit
ion,the Board of Trustees of the city of Newport Beach hereby deterir
ines and declares that the issuance and sale of the bonds of trio cit
of Newport Beach in the sum of X65,000.00 for the purposes defied a
provided for in Resolution No.103 and Ordinance No.147 of tTe city o
Newport Beach has been and is authorized.

Trustee J.C.1Jc0ain introduced Resolution No.104,the same being
resolution providing for the £orm,issuance and sale of the bonds of
city of Newport Beach for the completion of the channel in Newport B
in the sum of $65,000.00.
The said Resolution •r• ✓as ordered filed,assigned No.104 and refer
to the City,Attorney tobe put in proper form for final consideration
and adoption by the Board of Trustees.
The communications were read.
The City Attorney reported.concerning the payment of the surcharge
on street lighting bills of the Southern California Edison Co.,stating
that it did not appear to him that payment could be avoided.It was molved
by Trustee J.J.Schnitker,seconded by Trustee J,.C.?TcCain and carried at
the Clerk be authorized to pay said bills including surcharge.
It was moved by Trustee L.S.71ilkinson,seconded by Trustee Geo.P .,7ilson
and carried that the City Engineer consult with•Dr.Albert Soiland an
determine what dredging is needed in front of the Bast Newport Pavilion
and report to the 'Board.
By motion of Trustee J.J.Schnitker,seconded by Trustee J.C.TJcCain
and carried,the City Attorney c,.q instructed to draft an amendment to
Section 2 of Ordinance 6 to -make dog lieenpeo payable July 1st instead
of October lst of each year..
The request of Byron. Hall to transfer hotel license to ??.Auten-
rieth was granted by motion of Trustee J.J.Schnitker,seconded by Trustee
Geo. °.I7ilson and carried
The request of Thos.V.Longmore for a license to operate a meat
market was granted by motion of Trustee J.C.T;,cCain seconded by,Trus
J.J.Schnitker and carried
The request of J.:.Porter for a week's leave of absence from TJ
7th to 14th was granted by motion of Trustee J.C.T;TeCain,seeonded by
Trustee J.J.Sehnitker and carried.
The letters of Mayor F.T.CWoodman of Los Angeles and Senator S.C.
Evans of Riverside regarding the amendment proposed to the Motor Vehi le
Act were ordered filed.That of the League of California T:Iunicipalitie
regarding the same matter was referred to the Clerk for reply. 1.
The report of the City Bngii�eer on Channel dredging was read,an
by motion of Trustee J.C.T,TcCain,seconded by Trustee Geo.P.Wilson and
carried,was accepted.

°Wilson and carried that it be the sense of this Board in case a fish
cannery is established here in the immediate future,that gas be furn-
ished at cost and water free for a period of five years.
The matter of contract for the purchase of electric lamps during
the - coming year was placed in the hands of the Street Committee with
power to act.
It was moved by Trustee J.J.Schnitker,seconded by Trustee Geo.P.
'Wilson and carried that the Street Committee be authorized to secure
globe holders for the street lamps.
It was moved by Trustee J.C.McCain,seconded by Trustee Geo.P.

By motion of Trustee L.S.'7ilkinson,seconded by Trustee J.J.Schni ker
and carried,the City Attorney was instructed to take up the matter of furnishing
furnishing domestic light to Newport Heights with the Southern C41 i£o nia
Mison Co.in such a way as to secure results.
By motion of Trustee J.J.Schriitker,seconded by Trustee J.C.TAcCaiil
and cardrawn ed,the Demands were allowed and warrants ordered drawn to cover.

It was moved by Trustee L.S.Wilkinson,secanded by Trustee J.C.
kcCain and carried that the issue of Channel Completion bonds in the
`sum of $65,000.00 be offered at private sale.
On motion of Trustee J.C.McCain,seconded by Trustee J.J.Schnitkol
and carried,the City Attorney was granted a leave of absence from the,
meeting of March 10th.

It was moved by Trustee J.J.Schnitker,seconded by Trustee Geo.P.

lar session at the place and hour above noted. The roll was called m

The minutes of Iiarch 3rd were read and approved as read except
that. it was desired that the minutes should show that in the report
of the Fire and i7ater Committee,they did not approve of the purchase
of new fire apparatus at this time..
Report was made of the Committee of the °thole on the matter of
ferry.
The communications were read and referred to the proper order of
ibusiness.
The report of Paul E.%ressly,city engineer,in the matter of
dredging was read.,It was moved'by Trustee L.S.7ilkinson,seconded by
Trustee.J.C.I.tcCain and carried that the same be referred back, to the
ngineer and that the width and death of the channel to be dredged be
fia.-ured so as provide for a channel to deep water so as to cone with-
in the funds.proviBed for dredging; also that he should confer with
IDr.Soiland to ascertain what portion of the e3niense of dredging ancho
gage he would be willing to bear.
Trustee L.S.Wilkinson reported on the water situation on I:eyiport
Heights. It was moved by Trustee J. J.Schnitker,seconded by Trustee
Goo .P.'.7ilson and carried,that request of Frank L.Dodge for refund of
excessive water tax be laid over till the matter could be taken up
ith the Newport Heights Irrigation District for adjustment.
Ordinance No.148,providing for the numbering of houses,w�,s passel
see-)nd reading by motion of Trustee L.S.Wilkinson,seconded by
stee Geo.P.71ilson and carried,and referred to the city attorney fo:

Resolution No.104,providing for the issuance and sale of bonds of
