Monday August 4th, 1919. President Greeley called was called, showing there were J. J. Snhnitker, Art. L. Heard, Trustee, J. 0. McCain. the meeting to order. The'roll present, Trustees, J. P. Gxwley, and L. s.-Wilkinson. Absent, 325 The minutes of July 7th, July 14th, & July 17th, were redd and approved, with corrections in minutes of July 14th, regarding the placing of lamp posts around the pool at'.i"iest Newport. The reports of the Head of'the Departments for the month of July were read, and upon motion of Trustee J. J. Schnitker, seconded by Trustee Art L. Heard and carried, were accepted, approved and ordered filed. This being the hour and date for the receiving and open- ing of the Bids for the paving of 28th, 30th, & 31st Streets, the clerks were instructed to open the bids on hand, which were as follows:- The Bid of Geo. S. Benson and Sons, Paving and grading per square foot 26V' The Bid of C. Scheerer, pav- ing °and grading per squar6 foot U4V. The Bid of Rodger Bros. Company, paving and Grading per square fo6t.25.8V, The bid of E. Schelling, paving and grading per square foot 24 -7/8v. All said bids received were publicly opined, examined and de- clared, and referred to the 6ommittee of the Whole and the City Engineer for investigation and recommendation. On motion of Trustee L. S. Wilkinson, seconded by Trustee Art. L. Heard, and carried,. This being the hour for receiving and opening of bids for the surfacing with clay and gravel, of the alley situated between Central Avenue and Surf Avenue, from Washington St., to Alvarado Street. The clerk was instructed to open the bids on hand which were as follows:- C. Scheerer, surfacing with clay and gravel-per square foot.82 V. E.' Schelling, surfacing with clay and gravel 164.-V. Glen Helms, surfacing with clay and gravel per square foot.09V. Rodger Bros. Company;.sur- facing wj:th clay and gravel per square foot 8 -3/iq .: All said bids received wire publicly opened, examined and declared, and referred to the Committee of the Whole and-City Engineer for investigation and recommendation. On motion�of Trustee J. J. Schnitker, seconded by Trustee Art. L. Heard"and carried, Trustee Wilkinson reported for the Committee on the matter of furnishing lights on Newport Heights, stating they had made several attempts to have a meeting with the Electric Company, but each time they were told they were top busy to see them. The Committee was continued, Trustee On motion of J. J. Schnitker, seconded by trustee Art L. Heard,,Ordinan e #154, was placed on final passage by the following vote,to wit: Yeas, Trustees J. P. Greeley, J. J. Schnitker, Art. L. Heard, and L.-S. Wilkinson. Noes None, Absent Trustee J. C. McCain. The President declared Ordinance ;�154,adopted. I The request of J. A. Lighthite, and Elsa W. Long to construct piers in front of Lot7, Block 1, Balboa Island Section 2.-and Lot 13, z of 12, in Block I, Balboa Tract, respectively, were granted on motion of Trustee L. S. Wilkinson, Seconded by Trustee Art L. Heard, and carried. B8th having been approved by the City Engineer. The Bond and Contract of J. A. Beek, for the operation of the Balboa Island Ferry, were presented and opon approval of the City Attorney, were accepted and ordered filed,on motion of Trustee L. S. Wilkinson, Seconded by Trustee Art L. Heard, and carried; E. Hm M. -ilson spoke in reference to the stakes at the entrance to the channel ind other points being dragged 326 out-and bent over when the Fox Film Company took their boat - out of the Bay, and suggested that the stakes be replaced and the Fox Film Company be billed for the same. On motion of Trustee J: J. Sehnitker, seconded by- Trustee Art L. Heard, and carried, it was so ordered. On motion of Trustee ?J. J. Schnitker seconded by Trustee L. S. Wilkinson, send carried. P< C;reeley; City.•Attorney Clyde-Bishop, .End'City Engineer Paul£. grea:sly,-.were_appointed'to draft an ordinance creating the position of Harbor Master and fixing the term-of office and compensation of Ordinance #156, amending Ordinance #142, changing the salary of the City Marshal, was passed to second reading on motion of Trustee L. S. Wilkinson, seconded by Trustee J.J. Schnitker, and carried. 14r. L. H. Wallace brought up the matter of getting one of more war vessels anchored off Newport Beach during the visit of the fleet to these waters. He suggested that a Committee be appointed to go to San Diego and interview Admital Rodman with this end in view. On motion of J. J. Schnitker seconded b;; Trn.stee Art L. Heard and Carried,a committee was appointed to det-for:the City of'Newport Beach as follows: Chairman, R. L. Bisbee, J. P. Greeley, L. H. Wallace, E., flees, with instructions to take with them book gf..ma:ps, figures, and exhibits with refetence to Naval Traning Station and further, developmeAt of Newport Bay. COP.A1dNNICATIONS: A letter from the Redondo Packing Ccmpahy in_regard-to loc. ating a fish cannery at Newport Beach, was referred to Mx. J. A Armitage. Request ^of J. A. Beek for pOrmission to construct marine ways in front of his boat house, Lot 6 in Block 7, Sec. 1, Balboa Island, was refered to the City Engineer for investigation. The report of the City Engineer on the public landing at Balboa was approved and ordered filed and on notion of Trustee J.J.Schni seconded by Trustee L.S.Wilkinson, and carried, the City Engineer was instructed to prepare plans and specifications with estimates of cost of a public landing at the end of Tashington 9t. Balboa. The letter from Herbert J.Goudge regarding the check of Mr. Hermes was filed. Notification from the Westinghouse Lamp Co. that Wilson Bros.Co. of Balboa , was thier authorized agent for the City of Newport Beach, was filed. Commutication from the Engineers Service co. was refered to the City Engineer. Communipation from the Pacific Coast Association of Fire Chiefs requesting the presence of the Fire Chief and 'members of the City Council to be present at the 'twenty Sixth Annual Convention, at Portland, Oregon, was filed. On motion of Trustee .- S.wilkinson, seconded by Trustee J.J.Schnitke and carried, the proposition of,the Automobile Club of Southern California to erect speed warr3r,r sins in the (Iit•r of Newport Beael was.accepteC,., and the President of the Board'of Trustees authorized to sign contract for the erecting of three 20 mile and three 15 mile signs. Resolution 1114. A resolution of the Board of Trustees of the City of Newport Beach abandoning proceedings taken under Resolution #99 pawed by the said Board on the 1st. day of July,t1918. On motion Of Trustee J.J.Schnitker, seconded by Trustee A.L.Heard, Resolution 4114 was adopted by the following vote; Ayes, Trustees J.P.Greely, J.J.Schnitker, A.L.Heard and L.S.Nilkinson. Noes none. 'V lit Resolution No. 115' A Resolution of.the Board of Trustees of the City of Newport Beach adopting certain plans, profiles aad assessments diagram for the improvement of certain portions of Central Avenue and other streets, avenues, alleys, right of way and property owned by said City. On motion of Trustee J. J. Schnitker, seconded by Trustee L. S. Wilkinson, Resolution No 115, was adopted by the following vote: Ayes, Trustees J. P. Greeley, J. J. Schnitker, Art L. Heard, and L. S. Wilkinson. Noes, None, Absent Trustee J. C. McCain, Resolution No. 116. A Resolution of the Board of Trustees of the City of Newport Beach, declaring their intention to improve certAin portions of Central Avenue and other Streets, Alleys and rights of way within said City, and also certain portions of rights of way and property owned by said City,sit- uated outside of and adjacent to the corporate boundary lines of said City, forming an assessment district of lands within the said City to be benefitted by and to pay the costs and expenses of said proposed improvements and determining that bonds shall be issued to represent the costs thereof. On motion of Trustee J. J. Schnitker, seconded by Trustee -'�. S. Wilkinson, Resolution No. 116, was adopted by the following vote to wit: Ayes, Trustees J. P. Greeley, J. a Schnitker, Art. L. Heard, and L. S. Wilkinson, Noes, None, Absent, Trustee J. C. McCain. On motion of Trustee J. s. Wilkinson, seconded by Trustee J. J. Schnitker, and carried, Demands numbers 101 to 1 208 inclusive, were allowed, and warrants ordered drawn with the exception of demand #193, in favor of Paul EL Kressly, for engineering services on Balboa Island.
