The Board of Trustees of the City of Newport Beach met in
regular session at 7 :�30 P. M. Monday September 1, (Q19.
The meeting was called to order by President J. P. Greeloy
'The roll was called showing the following Trusteos were
present: 'J, P. G'reciey, J. J. Schnitker, A. L., Heard, J. C.•McCtin,
J. S. Wilkinson.
The reports of the Heads of Departments were read and on
motion of J. C. McCain, seconded by Trustee A. L. Heard, and
carried, word accepted and order filed.
COP,MITTEE REPORTS.
Trustee McCain reportod•that representatives of Balboa
Island Improvement 4ssociation, would meet with the,Board of
Trustees Tuesday Evening September,2nd, if convenient, but thought
it best to hold special meeting some other date, to discuss sewer
problem on Balboa Island. Trustee A. L. Heard stated that the
majority of the Balboa residents were in favor of a new,sewer
system.
The Committee appo$nted to frame.ordinance creating positi
of Harbor Master, requested more time,which was granted.
UNFINISHED BUSINESS.
Resolution presented by City Attorney:
A resolution by rho Board of Trustees of the City of Newpot
Beach declaring that the publio nocepsity and convenience requires-
that it is the intention of said City to orect two certain bridges
over navigable ..watex requesting a franchise for the erection theroo
and directing the Board of Supervisors of toe County of,Orange, to
give notice to the State Engineer, pf the•State.of California.
On motion of Trustee J. J. Schnitkor, seconded by Trustee J. C.
McCain, the foregoing resolution was adopted by tho following
vote to -wit: Ayes, Trusteos J. P. Greeley, J. J. Schnitker, J. C*
McCain, and L. S. Wilkinson. Noes None, Absent, none.
NEW BUSINESS,
Resolution number 119, TAX LEVY.
Resolution number 119, was presented for adoption. It was
moved by Trustee J. J. Schnitker, seconded b-,: Trustee L. S.
17ilkinson, and carried, that the same be adopted, the following
being a copy of Resolution number 119,
RESOLUTION NU11BER 1190
1 resolution of tho Board of Trustees of the City of New-
port Beach fixing the rate pe'r' ccntum and levying a tax tpon all
of the taxable property within the City of Newport Beach which is
taxable therein for municipal purposes.
The Board of Trustees of the City of Newport Beach do
resolve and declare as follows : -
1st. Resolve that there be and is hereby leviod upon all of the
taxable property within the City of Nerrport Beach, which is taxablo
therein for municipal purposes, a tax for the purposo.of raising
the necessary money with which to carry on the various departments
of the City of Newport Beach for the current fiscal yoaro
2nd.- Resolve that the rate per centum of the tax hereinbofore
levied shall be and is hereby fixed at the sum of 100 cents on
each one hundred dollars (0100.00) of value designated for each
fund as follows:
For the Street Fund 40 cents
For the Salary Fund 30 cents
For the Current Expense Fund 30 cents
Total Tax Levy----------- - - - - -- 100 cents.

3rd, Resolve that in addition to all other taxes herein
levied for municipal purposes, there is hereby levied on all
of the taxable property within the City of Newport Beach, a tax
for the purpose of raising the necessaty and sufficient money
to pay the annual interest on all issued outstanding and unpaid
municipal bonds of the City of Newport Beach, and also such
part of the Principal thereof as shall become due before the
time for fixing the next general tax levy in and for said City;
the rate of the tax .hereby levied for said purpose is fixed
at 50 cents T on each one hundred dollars of Vjlue, and the
same shall be collected at the same time and in the same manner
as all other municipal taxes are collected.
4th. Resolve that in addition to all Other taxes herein levied,
there is hereby levied on all the taxable property within the
City of hewrport Beach, a tax of fifteen cents on each one hundred
dollars, for advertising purposes, pursuant to the proviz ion.
of ordinance No. 144, submitted to, and carried by a majority of
the.votes of, all the voters voting at an election held for
the purpose of voting for or against said ordinance on the 24th
day of Sep'-ember,1918.
The about and "orgoing Resolutinn was 'passed , adopted
and approved by the Board of Trustees of the City of Newport
Beach at a regular meeting thereof held on the let day of
September 1919, being the first L4onday in September of said
year, by the following vote to -wit:
Ayes, Tril.stees J. P. Greeley, J. J. Schnitker, A. L. Beard,
J. C. . McCain, L. S. 1.7ilkinson.
Noes, Trustees, None.

1 Communication from the Railroad Commission of the State
of California, notifying interested parties that the Railroad
I Commission of the State of California have set down for hearing
w-IM review of all telephone rates of the Pacific Telephone and
Telegraph Company, on Monday September 15, 1919, at 10:00 A.K.
was ordered filed.
A communication from the State Board of Health was laid
over to be acted on at-some future date;
The request of J. A. Porter, for one weeksleave of absence
commencing Tuesday September 2nd, 1919, was granted on motion of
Trustee L. S. Wilkinson, seconded by Trustee A. L. Heard,and
carried.
The request of VI, 17. Wilson, for further time to report
on the filling of lotsand collections was granted.
The request of Frank _J. Knight for fifteeji days leave of,
! absence beginning about.September 25th, 1919, was granted on
motion of Trustee L. S. Wilkinson, seconded b, Trustee J. C.
I McCain, and carried.
;The resignation of Geo. P. Wilson,.as City Clerk, was
laid over for future consideration- On motion of Trustee
L._ S. Wilkinson, seconded by Trustee J. 0. McCain, and carried.

The clerk was instructed to call the Plater Superintendextle
attention to the amount of electric power used at the pumping
plant and ascertain if there could not be a larger percentage of
gas used for power,
The Street Suuerintendent was instructed to raise the sign
at the Santa Psridge to the proper height) On motion of Trustee
J. J. Schnitker,1seconded by Trustee J. C. McLain, "ems ¢�

Demands numbers 209 to 284 inclusive approved by the Finance
Cpmmittee,,were allowed and Vlgsrants ordered drawn, on motion of
Trustee L. S. 'Wilkinson, seconded by Trustee J. u. McCain, and
carried.
On motion of J. C. UcCadn, seconded by Trustee A. L. Heard
and carried, the salary of the -firemen was radsed to X1.00 per
man for each practice. <
On motion of Trustee J. J. Schnitker, seconded by Trustee
J. u. McCain and carried, adjournment was taken until 7:30 P.M.

REPORTS OF COMMITTEES.
Report of Paul E.- gressly_, on public landing at Balboa,
was referred to the Street Committee.
Request of Glen Helms to construct pier on his property at
24th Street, was referred to the City Engineer for investigation,
and approval.
On motion of Trustee J. J. Schnitker, seconded by Trustee
J. C, McCain and carried, the request of J. A. Beek to construct
marine ways approved by the City Engineer was granted.
The protest of Joseph Ferguson on the proposed sewer system
was read.
UNFINISHED BUSINESS.
Resolution No. 120.
A,resolution of the Board of Trustees of the City of Newport
Beach, overruling and denying all protests against propose& sevrer
system as set forth in Resolution of Intention No. 116, of the City
of Newport Beach., t
Resolution No. 120. was adopted by the following vote to -wit;

L. S. Wilkinson, Nogs None, Absent, None.
. Resolution No. 121, A resolution of the Board of Trustees
of the City of Newport Beach, ordering certain work to be loner, In
certain portions of Central Avenue and other streets, to -wit: i
cons tructian of Sewer system and septic tanks. On motion of
Trustee J. J. Schnitker, seconded by Trustee J. C. McCain, resolution
No. a21, was adopted by the following vote : Ayes,oTrustees J. P.-
