City Hall, Newport Beach, Cal. April 5th.1920.
The Board of Trustees of the City of Newport Beach met in
egular session at 7.30 P.M.
The meeting was called to order by President J.P.Greeley.
The roller was called showing the following Trustees present
.P.Greeley, J.J.Sehnitker, A.L.Heard; L.S.Wilkinson. Absent J.C.
aCain.
Reading of the minutes of March 22nd, were read and there
' being no corrections of omissions same were approved.
The reports of -the heads of departments were read, and upon
motion by-Trustee L.S.Wilkinson seconded by Trustee A.L.Heard and
carried, were accepted and ordered filed.
UNF:
i Special Committees.
Trustee L.S.Wilkinson read report in regards to raising grad(
in the City between A at, and L at, and between Surf Ave and Newport
Bay,'same being prepared by City Engineer. On motion by Trustee
L.S.Wilkinson seconded by Trustee T.J.Schnitker and carried, that the
report be laid on table.
Trustee L.S.Wilkinson committee of one on Municipal Liabrary
reported that he had "met with the committees of the Ebell and Civic
League, Clubs, and that the Ebell Club had offered to donate to the
public liabrary their liabrary consisting of about eleven hundred
volumes, to be know as the Ebell Club nucleus to the public liabrary
and allow the use of their club house at East Newport for said lia-
brary provided the City would pay for necessary reai�r tg ac modate
said liabrary costing approximately $300. to $400.,1 On- ord ion by
Trustee L.S.Wilkinson seconded by Trustee J.J.Schnitker and carried
that the onitial proceedings be taken for a public liabrary, and the
City "ttorney prepare an ordinance for samef and have ready for the
next meeting.
Mr. Lew H. Wallace of the committee to attend State Jiailway
Commission, reported that he attended both morning and aftcrneon
seession of the Commission on March 25th. and that the entire day was
practically used in questioning and cross- examining the Engineer of
the Southern Cal. Edison Co. Nothing definite took place as the mee
ing lasted during the week, and up to the present time no decision
had been rendered.
NISHED:BUSIPiESS. (Communication read and referred to regular order,
ORDINANCE X165. of business)
Ordinance.# 168 "An Ordinance of the City of Newport Beach
amending Ordinance #110 concerning the licensing for the purpose of
revenue and taxation all and every kind of business ", was placed on
(final passage, by the following vote: Ayes J.P.Greeley, J.J.Schnitko,
A.L.Heard, L.S.Wilkinson. Noes none. Absent J.C.McCain.
On motion by Trustee A.L.Heard seconded by Trustee L.S.Wil-
1kinson and carried, That the following permits be granted to constru
private piers in the Bay, C.W.Luffingwell Jr. C.D.Cheesman and Geo.
Chaffee, with reservations which the City Attorney will preparel.
E BUSINESS.
On Motion by Trustee A.L.Hoard seconded by Trustee L.S.Wil-
kinson and carried, That the Street Superintendent examine the wooden
side -walks on Central Ave. near Alvarado St. and report condition and
recomadation for repairing same temporary.
On Motion By Trustee A.L.Heard seconded by Trustee L.S.Wil-
!kinson and carried, That the City pay O.A.Haley P100.00 raise in pric
:of the Dodge Bros. chassis which they had ordered.
I On Motion by Trustee L.S.Wilkinson seconded by Trustee J.J.
�Schnitker, That the City subscribe $10.00 per month to the South Coas
jlmprovemont Association,providing that Huntington Beach did the same.
iRoll was called and resulted as follows: Ayes J.J.Schnitker, L.S.Wil-
kinson. Noes J.P.Greeley, A.L.Hoard. Absent J-0-McCain, Motion lost
On Motion by Trustee A.L.Heard seconded by Trustee L.S.Wil-
kinson and carried, That tho_-Theator License at Balboa hold by Frank
L.Rinchart be transferred to Mrs.W.A.Osgood.
On Motion by Trustee A.L.Heard seconded by Trustee L.S.Wil-
kinson and carried, That the application for a restaurant license for
business located on the westerly 30 ft. of Lots 1,2,3,and4 Block 12
Balboa Bayside Tract. be granted to M.E.Allen.
On Motion by Trustee T.J.Schnitker seconded by Trustee L.S.
Wilkinson and carried, That the application of E.Forsman,F.Bobsand
C.MSikes for a dance hall license to be located in the Bath House at
Newport Beach be granted.

On Motion by Trustee L.S.Wilkinson seconded by Trustee J.J.Schnitker
and carried That ermission be p given to Epperly and Conner to construct
a drivo -way in the curb on the north side of Lot 2 Block 3 East Newport,
under the supervision of the Street Superintendent. I
Communications from J.A.Beek and E.J.Louis regarding the procuring
of a.cannon from,the government was referred to a committee appointed
A.L.Heard and J.J.Schnitkor to get the infbrmation regarding freight
charges etc.
On Motion by Trustee L.S.Wilkinson seconded by Trustee J.J.
Schnitker and carried, That tree planting proposed by the Civic Leagule
be referred to the Street Committee,
On Motion by Trustee L.S.Wilkinson.seeonded by Trustee J.J.
Schnitker and carried, That the request of the Civic League for money
to help defray expenses of getting speakers here,is considered very
favorably and the setting a side a certain amount for that purpose ill
be taken up at some future meeting not later than June late
On Motion by Trustee L.S.Wilkinson seconded by Trustee A.L.
Heard and. carried, That a committee of two, one of which to be Pres-
ident J.P.Groeley wait on the Pacific blftttibsOfficials, in regardsl
to the complaints contained in a let6or from `the Civic League, also in
regards to lighting the station at Fewort Beach. President J.P.Greeley
appointed L.S.Wilkinson as the ether member of the committee.
Communication from the S.P.R.R.Co. regarding the lease for
right of way under their tracks for sewer pipes etc. refferred to
City Engineer.
On Motion by Trustee L.S.Wilkinson seconded by Trustee J.J.
Schnitker and carried, That,Trustee A.L.Heard be appointed a committee
of one to interview Miss Plummer in regards to collecting t$) Five
Dollars per month for electric juice furnished to her by the City
since line was installed, and enter into contract with her for the
future at the same rate.
On Motion by Trustee J.J.Schnitker seconded by Trustee A.L.
Heard and carried„ Tim th C, Attorney prepare A Resolution increasing
the gas rate`�same o take a eel May 1st. 1920.
On Motion by Trustee L.S.Wilkinson seconded by Trustee J.J.
Schnitker and carried, That Demands #804 to #878 inclusive, having
been signed and approved by the Finance Committee be'allowed and
Warrants drawn. `
On Motion by Trustee J.J.Schnitker seconded by Trustee A.L.
Hoard and carried, meeting was duly adjourned to Monday 7.30 P.M.
April 19th. 1920. I
