The Board of Trustees of the City of Newport Beach met in regular adjourned session at 7 :30 P. M. on above date. The meeting was called to order by President J. P. Greeley. The roll was called showing the following Trustees present: J. P. Greeley, J. J. Schnitker, Art L. Heard, L. S. Wilkinson. Absent, J. C. Me Cain. ' The minutes of meeting April 5th were read and there being no corrections or omissions they were approved. The communications were read and referred to the proper order of business. A resolution raising the gas rates in the City of Newport Beach was read, and by motion of Trustee L. S. Wilkinson seconded by Trustee J. J. Schnitker and carried, it was laid on the table until the next meeting. REPORTS OF SPECIAL COTtMITTEES. The Superintendent of Streets reported on.a bad wooden sidewalk on Central Avenue near Alvarado Street, and by motion of Trustee Art L. Heard seconded by Trustee J. J. Schnitker which carried, the Superintendent of Streets was ordered to repair the walk Trustee L. S. Wilkinson reported he had not heard anything as yet from the P. E. President Greeley reported having seen Mr. Smith, G. P. A. of the P. E. and he stated they only had 14 cars equipped with toilet at present, but had 45 cars being built and expected very soon to remedy the matter. Trustee Art L. Heard reported having investigated the ;lighting proposition at the Plummer cottage on the Mesa and believes x$5.00 per month to be excessive. He thought $3.00 per month would be about right and would so recommend. It was moved by Trustee J. J. Schnitker seconded by Trustee ' L. S. Wilkinson and carried, that a price of $3.00 per month be established for elebtria service at the Miss Alice Plummer cottage from the time of installation.. Jan. 1, 1920. On motion of Trustee J. J. Schnitker seconded by Trustee L. S. Wilkinson and carried, the matter of getting gravel to put on Central Avenue between Washington and Palm Streets was referred to Lew H. Wallace who thought he could get some gravel siftings for the freight charges only. The Harbor Master matter was brought up and discussed, and it was moved by Trustee L. S. Wilkinson seconded by Trustee J. J. Schnitker and carried, that the Harbor Masters salary for the present be established at $25.00 per month. NEW BUSINESS. This being the Monday next succeeding the 12th day of April 1920, the date of the holding of the general municipal election in the City of Newport Beach, and the returns of sais election having been duly made and now in the hands of the Clerk of the City of Newport Beach, the Board of Trustees proceeded to canvasu said votes and from the canvas thereof the Board of Trustees find and orders it tb be here established of record: Votes received Name. That the whole number of votes cast in the City was 372 votes. (2.) The names of the persons voted for, the office for (which they i7eTe,.voted, the number of votes given at each precinct to each person, and the total number of votes given in the City to each 364 The Board of Trustees thereupon declared that Conrad Richter, J. J. Schnitker and Art L. Heard had received the highest number of votes cast for the office of Trustee, and that they have been elected to the said office, for the term provided by law. That Alfred Smith had received the highest number of votes) cast for the office of Clerk and that he had been elected to that office, for the term provided by law. That Lew H. Wallace had received the highest number of votes cast for the office of Treasurer and that he had been elected to that office, for the term provided by law. Certificates of election to the respective persons were then duly issued. Conrad Richter, Art L. Heard and J. J. Schnitker being personally present, filed their respective certificates of election, took and subscribed the oath of office, assumed their duties as members of the Board of Trustees of the City of Newport Beach, and proceeded to choose one of their number, to -wit: Trustee J. P. Greeley President of the Board of Trustees, whereupon he took and subscribed the oath of office, and assumed the duties as such. Lew H. Wallace filed his certificate of election took and i subscribed the oath of office, filed his official bond as Treasurer of the City of Newport Beach. The bond was approved, and filed with the Clerk and Lew H. Wallace assumed the duties os Treasurer of said City. Alfred Smith filed his certificate of election, took and subscribed the oath of office, filed his official bond with the President of the Board of Trustees, which bond was approved, and Alfred Smith assumed the duties of Clerk of the City of Newport Beach. Porter then took and subscribed the oath of office, piled his official bond, which was approved b-,- the Board of Trustees. Phe Board of Trustees then proceeded to appoint Clyde Bishop Attorney For the City of Newport Beach, and he thereupon took and subscribed t )ath of office. On motion of Trustee L. S. Vilkinson seconded by Trustee Art Heard and carried, the matter of filling the other appointive )fficers was laid over to the next meeting. The President of the Board of Trustees then appointed the Following committees: Finance Committee, J. J. Schnitker, L. S. Wilkinson. Street Committee, Conrad Richter, Art. L. Heard. Police Committee, Art L. Heard, J. J. Schnitker. .Dater, Gas & Light, L. S. Wilkinson, Conrad Richter. On motion of Trustee L. S. Wilkinson- seconded by Trustee J. ichnitker and carried, the application of J. W. Simonds for transfer )f business license No. 25 to J. S. Forsyth, was granted. On motion of Trustee Art L. Heard seconded by Trustee J. J. 3chnitk.r and carried, the application of 3. A. Cornelius for transfe if business license to C. B. `,7heatley, was granted. On motion of Trustee Art L. Heard seconded by Trustee L. 3. Jilkinson and carried, the application of T.Trs. Ida W. Burns for trans >f business license Nos. 33 and 34 to L. Addlestone, was granted. On motion of Trustee Conrad Richter seconded by Trustee Art Heard and carried, the application of Frank Raiche-to operate a Terry- go -roved on Block 10 in Balboa was granted to be operated on that location only. Action on the communication from the Civic League protesting: against the raise of gas rates was postponed to next meeting. r 364 The Board of Trustees thereupon declared that Conrad Richter, J. J. L I CNZA 365 A communication in regard to street lighting was referred to the Street Department. On motion of Trustee L. S. Wilkinson seconded by Trustee J. J. Schnitker and carried, the City Clerk was instructed to correspond with the Civic League asking them to do what they can to assist us in getting citizens to procure numbers for their houses and ,put them on before the busy season. The location and numbers can be obtained from the City Clerk. "HE PRESIDEET OF THE BOARD referred back to unfinished business to (take up the following matter: ORDINANCE NO. 162. Ordinance 11o. 162 was up for third reading and on motion !of Trustee L. S. Wilkinson seconded by Trustee J. J. Schnitker and carried, the above ordinance was amended as follows: Section 1, the time changed o tae o'clock A. M. and six o'clock A. M. instead of twelve o'clock six o'clock A. I.I. Ordinance No. 162, "An Ordinance of the City of Newport Beach declaring the operation or playing of any musical instrument, device or contrivance for producing music, during certain hours of the night -time to constitute a misdemeanor, and providing a penalty for all violations thereof," was placed on final passage, the roll was called and the ordinance as amended was adopted by the following vote: Ayes, J. P. Greeley, J. J. Schnitker, Art L. Heard, Conrad Richter and L. S. Wilkinson. Noes, None. Absent, None. The Perry contract and lease with J. A. Beek was brought up and discussed at length, and by consent of Iolr. Beek the word "construction" after the words "incident to the" on page three article one, and the words "for the city" after the word "operation" Ion page three article three were stricken out, and the clause "so lon as the party of the second part shall furnish adequate service" added on page.five article seven after the words "Balboa Island." The motion of Trustee L. S. Wilkinson seconded by Trustee Art L. Heard carried that the city enter into the contract and lease pith Pair. Beek, and the President of the Board and City Clerk be uthorized to sign the documents. The roll was called as follows: Ayes, J. P. Greeley, J. J. Schnitker, Art L. Heard, Conrad Richter, L. S. Wilkinson. Noes, None. Absent, None. Chas E. Stant (bn of Balboa Island was present and referred to the fact that there was no provision for house numbers for the Island and that they did not wish to be classed as slackers. They wished some provision made so they could have their houses numbered. On motion of Trustee J. J. Schnitker seconded by Trustee Art L. Heard and carried, the City Engineer was instructed to make )a map for Balboa Island showing the house numbers. On motion of Trustee Art L. Heard seconded by Trustee J. J. Schnitker and carried, the City Engineer was also instructed to proceed to make a map of the water and gas lines of the city on linen j On motion of Trustee J. J. Schnitker seconded by Trustee .L. S. Wilkinson and carried that the Superintendents of the Water and Gas Departments be instructed to furnish the city engineer with full data as to the pine lines, etc. for his guidance in making the map. President J. P. Greeley brought up the matter of purchase 'of the property between Bay and Central Avenues facing Island Avenue at East Newport for a public park, which could be bought very reasonable and on easy terms. On motion of Trustee J. J. Schnitker seconded by Art L. heard and carried that a committee consisting of President J. P. Greeley and Lew H. Wallace be authorized to take the matter up and close a deal for this property if they could do so satisfactorily. President Greeley then referred to the Harbor Celebration Ito be held next Saturday April 24th, and suggested that the city pay part of the expense. There is to be a basket picnic with coffee served by the ladies of the Civic League, boating, sports, and they expect to charter the Limit for the day if the movies do not have it engaged. There will also be a short address by our City Attorney Honorable Clyde Bishop. 366 on motion of Trustee L. S. Wilkinson seconded by Trustee J. J. Schnitker aid carried that the city pay $50.00 for music out o the music fund towards the expenses of that day. On motion of Trustee J. J. Schnitker seconded by Trustee L. S.
