City Hall, Newport Beach, June 7, 1920.
The Board of Trustees of the City of Newport Beach met in
regular session at 7:30 P. ICI. on above date. The meeting was
called to order by President J. P. Greeley.
The roll was called with the following members present: J. P.
Greeley, J. J. Schnitker, Art L. Heard, Conrad Richter, L. S.
Wilkinson. Absent, none.
The minutes of the previous regular meeting and the special
' meeting of May 18th were read and approved.
The communications were read and referred to the proper
order of business.
The reports of the heads of the various departments were
read, and on motion of Trustee J. J. Schnitker seconded by Trustee
Art L. Heard and carried, the reports were ordered filed with the
exception of the City Electrician and Harbor Master which were laid
aside for future consideration.
UNFINISHED BUSIN'rS S.
The Grant Deed of the Pacific Electric Land Co. covering a
part of Lot 15, Block 18 of Section B Newport Beach for street
purposes, was presented, and on motion of Trustee L. S. Wilkinson
seconded by Trustee J. J. Schnitker and carried, the Deed was
accepted.
ORDINA14CE I40. 166.
.Ordinance No. 166, "An Ordinance of the City of Newport
Beach, an incorporated city of this State, establishing in and for
said City a public library, providing for the appointment of a Board
of Library Trustees for the management of such public library," was
placed on final passage, the roll was called and the Ordinance
adopted by the following vote; to -wit: Ayes, J. P. Greeley, J. J.
Schnitker, Art L. Heard, Conrad Richter, L. S. Wilkinson, Noes, None
Absent, None.
City Attorney Bishop reported in regard to the building
ordinance, that he would have to have some information to help him

draw up a proper ordinance as he was not a carpenter and the
ordinance would involve the interests of everyone in the community.
He suggested that a committee of carpenters or builders be appointed
to assist with the ordinance.
On motion of Trustee Conrad Richter seconded by Trustee J. J.
Schnitker and carried, a committee consisting of 0. V. Noble, Art L.
Heard, Fire Chief Jackson and City Electrician Rodger be appointed
to assist City Attorney Bishop in drafting the building ordinance.
NEW BUSINESS.
The matter of the congestion of traffic at Balboa was
discussed at length, and on motion of Trustee L. S. Wilkinson
seconded by Trustee J. J. Schnitker and carried, the Street Superin-
tendent was instructed to proceed at once to open up Central Avenue
from Washington Street to Palm Street for travel without waiting to
get permits from the owners, which could be obtained later.
In regard to the traffic officers City Marshal Porter
reported that there would be officers there to take care of the
traffic hereafter.
RESOLUTIOL' NO. 129.
Entitled as follows:
A Resolution of the Board of Trustees of the City of
Newport Beach abandoning proceedings taken under Resolution No.,116,
passed by the said Board on the 4th day of August, 1919.
On motion of Trustee J. J. Schnitker seconded by Trustee Art
L. Heard the foregoing Resolution was adopted by the following vote,
to -wit: Ayes, Trustees J. P. Greeley, J. J. Schnitker, Art L. Heard,
Conrad Richter, L. S. 'Wilkinson. Noes, None, Absent, None.
On motion of Trustee Conrad Richter seconded by Trustee J. J.
Schnitker and carried, the City Engineer was instructed to write to
the Pacific Electric officials hurrying them up in approving the
proceedings affecting the company's property.
The communication from Fire Chief A. W. Jackson explaining
the need of more fire hose was taken up, and on motion of Trustee
L. S. iilkinson seconded.by Trustee Art L. Heard and carried, the
Fire Chief was authorized to purchase 200 feet of the style of hose
under consideration and as named in the letter.
The electric lamp contract which expires July let was taken
up, one being from Wilson Bros. Commercial Co. and one from the

Newport Harbor Electric Co.
On motion of Trustee L. S. .Wilkinson seconded by Trustee Art
L. Heard and carried, the two contracts were referred to the City
Electrician for his choice in the lamps.
The application of F. A. Lucas for permission to build.an
extension to the Tudor pier was referred to the City Engineer on
motion of Trustee L. S. 'Wilkinson seconded by Trustee J. J. Schnitker
and carried.
On motion of Trustee J. J. Schnitker seconded by Trustee Art
L. Heard and carried, the matter of extension of cement sidewalk from
Main Street to B Street Balboa was referred to the City Engineer.

On motion of Trustee L. S. Wilkinson seconded by Trustee
Schnitker and carried, the application of John Meurs for transfer of
business license to Sawyer & Sawyer }was granted.
On motion of Trustee L. S. ' ilkinson seconded by Trustee Art
L. Heard and carried, the application of Frank D. Fordham for permit
to build a covered seat on Lot 1, Block G Balboa Bay Front Tract was
granted.
On motion of Trustee L. S. ;ilkinson seconded by Trustee Art
L. Heard and carried, Harbor Master Jos. A. Beek was authorized and
instructed to procure and have placed not to exceed six floating
channel markers as recommended in his report to be so placed as not
to obstruct navigation.
The matter of an automobile ferry landing at Washington or
Palm Streets was brought up by Mr. Beek, and the matter was referred
to the City Attorney as to the City's jurisdiction over same.
On motion of Trustee J. J. Schnitker seconded by Trustee L. S.
Wilkinson and carried, the check for 100.00 from the Civic League
towards initial payment on public park site was received with thanks.
President J. P. Greeley reported having all but $10.00 of the
initial payment on the park.
The contracts with the East Newport Town Co. for the purchase
of the lots at East Newport for a public park were presented for
acceptance, but the City Attorney thought we should have the, title
searched and we should have a certificate of title to the property.
Also the standing of the East Newport Town Co. should be looked into.

The matter was therefore referred to City Attorney Bishop to look up

''Wilkinson and carried, the application of ?W. P. Hall for a permit
and license to operate a "Dart the Dart" game on part of the N.E. 301
ft. of Lots 9 and 10 in Block 12 Balboa Tract, was granted.
On motion of Trustee L. S. Wilkinson seconded by Trustee J. J.
Schnitker and carried, the application of Kline & Co, for a permit
and license to operate a "Dart the Dart" game on Lot 19 Block 21 of
Newport was granted.

On motion of Trustee Conrad Richter seconded by Trustee Art
L. Heard and carried; the application of Burris ^nd Irwin for a permit
and license to operate a lunch stand on Lot A Block 21 Newport Beachl
w-s ar °.nted.
On motion of Trustee Art L. Heard seconded by Trustee L. S.
;Wilkinson and carried, the application of Balboa Amusement Co. for r
permit and license to operate a "Kiss Ball" game, "Dart the Dart" game
and "Tossing base balls at a mark "game on part of Lots 6, 7 and 8 in
Block 10 of Balboa Tract, was granted upon payment of the proper
licenses.
On motion of Trustee L. S. Wilkinson seconded by Trustee Art
L. Heard and carried, the application of the Balboa Amusement Co.
for a permit and license to operate a pool room with 3 tables on
part of Lots 4 and 5 in Block 10 Balboa.Tract, was granted.
On motion of Trustee Art L. Heard seconded by Trustee L. S.

'Wilkinson and carried, the application of Frank_ Raiche for a permit
and license to operate a Merry -go -round on Block 10 Balboa Tract,
was granted.
On motion of Trustee L. S. 'Wilkinson seconded by Trustee Art
L. Heard and carried, the application of Storing & Jordan for a
permit and license to operate a lunch counter on Lot 11, Block 9.
Balboa Tract, was granted.
On motion of Trustee Art L. Heard seconded by Trustee L. S.
Wilkinson and carried, the application of WW. L. Jordan for a permit

and license to operate a bowling alley on Lot 11, Block 9, Balboa
Tract, was granted. .,

This being the first Monday in June, 1920, and the Tax
Collector having delivered to the Board of Trustees, by filing the
same with the City Clerk, a complete Delinquent list of all persons
I
nd property owing taxes, and at the same time returned the
iSSESSME:NT ROLL. In the delinquent list so delivered, there was set
down in numerical order all matters and things contained in the
assessment book and relating to delinquent persons and property.
THE BOARD OF TRUSTEES having carefully compared said Jelin-
' quent list with the assessment roll and being satisfied that it
contained a full and true statement of all taxes due and unpaid,, the
Pax Collector was duly credited with all taxes charged against him on
the assessment roll, the amount of which was 046,767.28, and in turn
the Board of Trustees directed the City Clerk to charge the Tax
Collector with the amount of taxes due on the delinquent list,
together with all penalties due thereon, and an additional sum of fifi
cents advertising fee, on each lot, percel or tract of land separately
assessed, and each assessment of personal property so delinquent, the
mount of which is $2,088.67.
The Board of Trustees further directed the City Clerk to
forthwith deliver to the Tax Collector said delinquent list.
On motion of Trustee J. J. Schnitker seconded by Trustee Art
L. Heard and carried, the above resolution was adopted.
The City Electrician in his report referred to the fact that
during the electrical storm last motth there were 37 - 100 ,Vatt lamps
and a great many fuses burned out, caused by a.high power line burnin€
off and falling across the city line. On motion of Trustee J. J.
§chnitker seconded by Trustee L. S. 'ffilkinson and carried, the matter
was placed in the City Electricians hands to ascertain the
responsibility.
On motion of Trustee Art L. Heard seconded by Trustee Conrad
Richter and carried, the Street Superintendent was instructed to ask
the Pacific Telephone & Telegraph Co. to remove the telephone pole

t the corner of 19th Street and Central Avenue so that we can
' arrange to do away with the sharp turn in the street at this point.
Major L. L. Garrigues was present and referred to the fact
that he overheard Commander say they would like to get a
permanent aviation camp in this vicinity if they could find a
suitable place, and he thought the Irvine Ranch would meet the
requirements, and suggested that a committee be appointed to look
into it.
On motion of Trustee L. S. Wilkinson seconded by Trustee Art
L. Heard and carried, the following committee was appointed to confer
with Commander Mitscher of Camp Townsend looking to a permanent site.
J. P. Greeley President of Board of Trustees, L. L. Garr.igues, Lew H.
Wallace Lind Dr. Conrad Richter.
Mrs. E. E. Jarvis of the Civic League was present and spoke
of the unsightly condition of our beach, and to the fact that rubbish
16as still being burned on the bay fr6nt near Palm Street notwithstandi
the fact that the Street Superintendent had ordered it stopped,
It was therefore suggested if the parties can be apprehended the
Street Superintendent should swear to a complaint and the Marshal
mill proceed to bring the parties to justice.
Street Superintendent Knight was also authorized to employ
a man to devote his entire time to keeping the beach clean of papers
and rubbish.
Mrs. Jarvis also spoke of the inadequate comfort station at
the camp ground at 15th Street and at Ealboa, and as there is some
P300.00 in the camp ground fund, the motion was made by Trustee J. J.
' Schnitker seconded by Trustee L. S. "lilkinson and carried, that the
matter be referred to the Street Superintendent with instructions to
knt one bowl in each end of the ladies department and a urinal in the

On motion of Trustee J. J. Schnitker seconded by Trustee L. w
fJilkinson and carried, that demands No. 965 to 1053 inclusive, having
been signed and approved. by the finance committee, be allowed and
4rarrants drawn for same.
On motion of Trustee J. J. Schnitker seconded by Trustee L. 2
-11ilkinson and carried, meeting was adjourned to Monday June 21, 1920
at 7:30 P. LI.
