City Hall, Newport Beach, June 21, 1920.
The Board of Trustees of the City of Newport Beach met in
regular adjourned session at 7:30 P. !% on above date. The
meeting was called to order by President J. P. Greeley.
The roll was called showing the following members present:
Trustees, J. P. Greeley, J. J. Sehnitker, Art f. Heard, Conrad
Richter, L. S. 'Jilkinson. Absent, None.
The minutes of the previous meeting were read, corrected
and approved. The comqunications were read and referrers to the
proper order of business.
Dr. Richter reported for the Street Committee that the
burning of large quantities of paper within the city limits of
Balboa should be stopped; they 'should not be allowed to run inciner-
ators in front of peoples houses which is being done at all hours
of the day, as it is dangerous. All kinds of fruit and offal are
burned and it is disagreeable. In consultation with Street Supt.
Knight -the Committee come to the conclusion that within a certain
limit the papers should be hauled away and burned by the-City even
if it required the hiring of an extra team. He would suggest that
they gather the papers from B Street to Adams Street, and not allow
any fires by individuals in that district.
The matter was discussed at length and on motion of Trustee
L. S. Wilkinson seconded by Trustee J. J. Sehnitker and carried, the
matter was referred to the Street Committee and Street Superinten-
dent to report at the next meeting what they consider the best way
to handle the matter.
Trustee J. P. Greeley reported for the special committee to
see about a permanent aviation camp, that they had met Commander
Iditscher and went over the different locations with him, and the one
opposite the lower end of ttFe Balboa Island seemed to be the most
desirable, although the one near prom6ntory point if filled, would
be very good and much better than the Mesa. They wanted a location
near the water where they could get their planes on to a vessel from
the camp site. Commander'IJitscher was to see Mr. Wallace the next
day, and .�s Ivir. Wallace was not present no action was taken in the
-matter.
Fire Chief Jackson referred to the fact that some palm
leaves were being used for awnings at Balboa which he considered a
fire hazard, and on motion of Trustee Art L. Heard seconded by
Trustee J. J. Sehnitker and carried, the matter was referred to the
fire committee to report at the next meeting.
The matter of the shortage of our gas supply was discussed
and it •;-gas intimated that the Gas Co. were using it for industrial
purposes. On motion of Trustee.L. S. Wilkinson seconded by Trustee
J. J. Sehnitker and carried, the Gas Superintendent was instructed
to take the matter up with the Gas Company at once, ascertaining the
cause for the shortage of gas for domestic lines here, and if his
investigation proves that they are using the gas for other than
domestic purposes, the matter should be taken up with the Railroad
Commission.
President Greeley reported that he with Trustees Heard,
Richter and Sehnitker made a visit to the water plant since the
last meeting and found the conditions at the plant very favorable.
The place is kept in fine condition and attractive. The old house
in which Mr. Van Pelt is living needs some repairs, and he was
instructed to get a carpenter to make the needed repairs.
The pipe line to the sand spit is in bad condition and the direct
line from the pumping plant to the reservoir should be taken up soon.
The pipe line is a small 6" line and there is a great deal of frictio
in the right angle turns of the pipe by not having a more firect line
Dr. Richter also called attention to the deplorable condition
of the telephone line.at the plant. It is important that it be kept
in good condition, and thought the Board of Trustees should call the
Telephone Co. attention to it.
On motion of Trustee Conrad Richter seconded by Trustee Art
L. Heard and carried, the City Clerk was instructed to write to the
Telephone Co. to see that the telephone line is put in good condition
at the quickest possible time.
On motion of Trustee L. S. Wilkinson seconded by Trustee J. J
Sehnitker and carried, a committee consisting of the President of the
Board, Water Superintendent and City Engineer was appointed to get
the right of way from the well to.the reservoir; and also to look up

the matter of the purchase of some more land £or the pumping plant.
UNFINISHED BUSINESS.
The matter of the ferry landing at the end of Washington or
Palm Street was asked to be settled by Ferryman Beek, and on motion
Trustee Conrad Richter seconded by Trustee J. H. Schnitker and
Carried, it was voted to set aside the foot of Palm Street as the
place for a pier for the ferry from Balboa Island.
Trustee Richter referred to the fact that the 19th Street pier)
was being used entirely by fishermen for unloading fish, whereas it
iias built for a passenger landing, and he expressed the belief that
11r. Horman could be prevailed upon to unload the fish at the 30th
Street landing if the proper pressure were brought to bear upon him
without the necessity of an ordinance.
The street lamp contract expiring July 1st was taken up and
the letter from City Electrician Rodger was read recommending the
Edison lamp. On motion of Trustee J: J. Schnitker seconded by
Trustee %. S. Nilkinson and carried, the contract with the Newport
Harbor Electric Co. for the Edison Lamp was entered into.
NEW BUSINESS.
On motion of Trustee L. S. Wilkinson seconded by Trustee J. J.
Schnitker and carried, the application of Smith & Gibbons for a
permit and license to operate a restaurant on Lot 17 Block 21 of
Newport Beach was granted.
On motion of Trustee L. S. Wilkinson seconded by Trustee J. J.
Schnitker ;the application of Geo. K. Noland for a permit and license
to operate a "Roll Doom" game on Lot 14 Block 9 Balboa Tract was
granted on condition that children under the age of 18 years of age
be prohibited unless accompanied bye parent or lawful guardian. The
roll was called as f6llows: Ayes, Trustees J. P. Greeley, J. J.
Schnitker, Art L. Heard, Conrad Richter, t. S. Wilkinson, Noes, None
On motion of Trustee Art L. Heard 'seconded by Trustee J. J.
Schnitker and carried, the application of James W. Cope for a permit
and license to operate a restaurant on Lot 1 Block 3 Balboa Bayside
Tract was granted.
On motion of Trustee J. J. Schnitker seconded by Trustee L.
Wilkinson and carried, the application of P. E. Bruhn for a permit
and license to operate a lunch counter in Newport Beach was granted.
On motion of Trustee J. J. Schnitker seconded by Trustee Art
L. Heard and carried, the application of A. Niemeyer, Jr. for
permission to cross the sidewalk with motor vehicles on Bay Avenue
opposite Lots 10 and 11 Block 3 Balboa Bayside Tract was granted.
The commtnication fromnthe Pacific Coast Association of Fire
Chiefs referrinz to their 27th annual convention to be-,held in Los
Angeles Sept. 13th to 16th, and requesting that we send our fire chie
was read, and on motion of Trustee L. S., Wilkinson seconded by
Trustee J. J. Schnitker and carried, Fire-Chief Jackson was authorize
to attend the convention and the City would stand the expense.
On motion of Trustee Art L. Heard seconded by Trustee J. J.
Schnitker and carried, the application of J. H. Pringle for a lease
of the city pier at the north end of Palm Street was denied and the
check ordered returned.
A letter from Camp Guardian Tibbetts was presented giving
camping privileges, rates of charges and improvements recom•.�ended by
On motion of Trustee J. J. Schnitker seconded by Trustee Art
L. Heard and carried, the Superintendent of Water Department was
instructed to put in two fire hydrants on Central Avenue, one at each
corner of Block 13 Section B.
On motion of Trustee Conrad Richter seconded by Trustee J. J.
Schnitker and carried, the health officer was allowed a salary of
15.00 per month.
The matter of getting an automobile for use of the Police
Department was discussed at length, and on motion of Trustee L. S.
Wilkinson seconded by Trustee J. J. Schnitker the City Clerk was
instructed to advertise for bids on a Ford Touring Car for use of the
Police Department, which was carried by the following vote: Ayes,
Trustees, J. J. Schnitker, Conrad Richter, L. S. Wilkinson. Noes,
Trustees J. P. Greeley, Art L. Heard. Absent None.
As there was some ,`"2000.00 left in the promotion fund the
motion was made by Trustee L. S. Vilkinson seconded by Trustee Art L.
Heard and carried, that a sum not exceeding $200.00 be set aside out
of the promotion fund for music for Fourth of July, one -halff to be
used at Newport and one -half at Balboa.

City Il2arshal Porter reported that it was hard to get traffic
officers, but that he had one man that would work from 6 P. I.T. to 2
A. M. or from 7 P. E.I. to 3 A. U. for $150. 00 per month, and on motion
of Trustee L. S. Silkinson seconded by Trustee Art L. Heard and
carried, the matter was referred to the Police Committee and City
Marshal with power to act.
Health Officer Porter expressed his thanks to the Board of
Trustees for the salary extended to him as health officer, which was
the first financial recognition of that department in the eight years
he has held it.
On motion of Trustee Conrad Richter seconded by Trustee L. S.
'v Wilkinson and carried, the meeting adjourned Sine Die.

regular session at 7:30 P. I. on above date. In the absence of the
Chairman, it was moved by Trustee Conrad Richter seconded by Trustee
L. S. ''Wilkinson and carried, that Trustee J. J. Schnitker act as
Chairman.
The roll was called showing the following members present:
Trustees JL J. Schnitker, Conrad Richter, L. S. Wilkinson. Absent,
Trustees. J. P. Greeley, Art L. Heard.
This being a legal holiday on motion of Trustee L. S.
Wilkinson seconded by Trustee Conrad Richter and carried, the meeting
was adjourned to meet at 7:30 P. Id. on July 6th.
