City Hall, Newport Beach, July 12, 1920.
The Board of Trustees of the City of Newport Beach met in
adjourned session at 7:30 P. M. on above date. The meeting was
called to order by President J. P. Greeley.
The roll was called as follows: Present, Trustees, J. P.
Greeley, J. J. Schnitker, Art L. Heard, Conrad Richter, L. S.
Wilkinson. Absent, none.
The minutes of the previous meeting were read and approved.
REPORTS OF COI.- MTTEES.
Trustee Richter reported that the palm leaf awnings at Balboa
would burn as he had personally lighted some..
He also reported that he had gone over the matter of street
lights with Cordie Rodger and he explained why they had not been kept
burning. He had been sick and the others looking after it had not
attended to it properly. He is now working on the lights between
Balboa and Newport, and all lights between 30th Street and the bridge
will be kept burning.,
He also took up the matter of the high power line burning off
and falling across our wire causing some damage some time ago, and
Mr. Rodger stated he strung our wire on the same posts owned by the
Company we were expecting to pay for the damage, and the result would
be they would ask us to remove our wires from their oles. The
actual damage was about 90� 'per light or a total of 35.00. They
were unable to find anyone who saw the wire fall across our wire and
as the damage was so small Trustee Richter recommended that we let
the matter drop.
Trustee Richter stated £urthdr that it was quite necessary
that a light be installed in the comfort station at the 15th Street
camp ground. It would require about 250 or 270 feet of pipe and we
could use the old ditch.
On motion of Trustee L. S. Wilkinson seconded by Trustee J. J
Schnitker and carried, the report of the committee was accepted and
the recommendations acted upon.
.Trustee Heard reported that he and Trustee Richter had called
upon 1,1r. C. G. Twist and he would take care of camp ground No. 2 and
do his best to keep things straight and without compensation.
On motion of Trustee L. S. Wilkinson seconded by Trustee J. J
Schnitker and carried, the camping business was left in the hands of
the committee to make such arrangements as are necessary to keep the
campers looked after.
The communications were read and referred to the proper order
of business.
The application of A. A. Michelbacher for the position of
Camp Guardian was referred to the special committee on camp grounds.
. . The bill of Jonathan Tibbets for 09.60 expenses as camp
guardian was referred to the finance committee for report at the
next regular meeting.
The communication of the Balboa Island Realty Co. in regard
to the sale of property on Balboa Island was laid on the table.
The communication of the State Railroad Commission in refer-
ence to street lighting contract was ordered filed.
The street lighting contract was discussed and on motion of
Trustee L. S. . 7ilkinson seconded by Trustee J. J. Schnitker and
carried. the matter of the contract with the Southern California
Edison Co. was left on the table until we hear further from the
State.Railroad Commission in regard to the matter.
The communication from Knox & Stout of Santa Ana making a bid
on a Ford Touring Car was taken up and discussed, and on motion of
Trustee L. S. ,Jil'-inson seconded by Trustee J. J. Schnitker and
carried, that the bid of Knox & Stout be accepted and steps taken to
secure the automobile if that is the style of vehicle that is needed
for the City of Newport Beach.
On motion of Trustee J. J. Schnitker seconded by Trustee L.S.
Wilkinson and carried, the above motion was recinded.
On motion of Trustee L. S. Wilkinson seconded by Trustee J.J.
Schnitker and carried, the bid of Knox & Stout offering to the City
of Newport Beach one Ford Touring automobile for 0756.50 be accepted
and that such a machine be purchased for the Police Department of the
Cit,r of Newport Beach.

to be paid out of the ordinary annual income and revenue of the City
of Newport Beach,"
having been put, in formal condition for final action by the Board
of Trustees, came up regularly and was read and considered, and on
motion of Trustee J. J. Schnitker seconded by Trustee L. S. Wilkinson
and carried; was placed on final passage. The roll was called and
resulted in the following vdte: ::

Absent, Trustees, none.
Resolution No. 130 having received the affirmative vote of two -
thirds and more of all the members of the Board of Trustees of the
City of Newport Beach, it was declared passed and was signed and
approved by J. P. Greeley, President of the Board of Trustees.
On motion of Trustee L. S. Wilkinson seconded by Trustee J.J.
Schnitker and carried, the Fire Chief was authorized to purchase a
50 gallon gas tank and get it filled at the first opportunity.
Trustee Art L. Heard presented an ordinance concerning the
numbering of buildings in and for the City of Newport Beach, which
was discussed and considered, and on motion of Trustee J. J. Schnitker
seconded by Trustee L. S. Wilkinson and carried, the ordinance was
ordered filed, assigned No. 168, and referred to the City Attorney
to be put in proper form for final consideration of the Board of
Trustees.
Trustee Conrad Richter presented an ordinance concerning the
establishing of anfire district in and for the City of Newport Beach,
between Adams and B Streets Balboa, which was discussed and considered,
and on motion of Trustee L. S. Wilkinson seconded by Trustee J. J.
Schnitker and carried, the ordinance was ordered filed, assigned No.
169, and referred to the City Attorney to be put in proper form for
final consideration of the Board of Trustees.
Trustee Richter brought up the matter of remuneration for
Camp Guardian Cushing who was present, having served two days with
salary open for adjustment, but as these matters had already been
placed in the hands of the special committee no action was taken,
City Attorney Bishop strongly emphasized the fact that the
camp guardian should not lay the City liable for rental by granting
camping permits or assigning definite places for pitching the tents.
The charge is made for privileges only and not for ground space.
He also stated that the receipts which were being used did lay the
City liable and should not be used.
On motion of Trustee Conrad Richter seconded by Trustee J.J.
Schnitker and carried, the City Attorney was asked to draw up .a proper
receipt for camping privileges stating just what our charges are for,
namely, for water and use of comfort station, etc..which will safe-
guard the interests of the City.
On motion of Trustee J. J. Schnitker seconded by Trustee Arti
L. Heard and carried, the application of Bobo, Forsman & Sikes for a
license to operate a dance hall in Newport Beach, was granted.
On motion of Trustee J. J. Schnitker seconded by Trustee Conr d
Richter and carried, the meeting adjourned to 111onday, July 19, 7:30 PLIa.
