City Hall, Newport Beach, Aug. 2, 1920.
The Board of Trustees of the City of Newport Beach met in
regular session at 7:30 P. M. on above date. The meeting was called
to order by President J. P. Greeley.
The roll was called as follows: Present Trustees J. P. Greel y,
J. J. Schnitker, Art L. Heard, Conrad Richter, L. S. Wilkinson.
Absent, Trustees none.
The minutes of the previous meeting were read and approved. '
The reports of the heads of departments were read and on
motion of Trustee L. S. Nilkinson seconded by Trustee Art L. Heard
and carried, the reports were accepted and placed on file.
Trustee Richter reported for the Lizht Committee that Mr.
Finnegan would devote a couple of days to see if the people living up t
there are willing to use electricity either from us or the Edison Col
If vie put in the line it would cost $600.00 or $700.00. The
committees report was accepted with progress and the committee continued.
Trustee Heard reported that the Building Ordinance No. 167 was'
nearly completed and it was referred to the City Attorney to be put
in proper shape for final action of the Board of Trustees.
The communications were read and referred to the proper order
of business.
On motion of Trustee J. J. Schnitker seconded by Trustee Art
L. Heard and carried, the application of City Electrician Rodger for
a raiserin salary of $25.00 per month was granted.
On motion of Trustee L. S. 'Wilkinson seconded by Trustee J.J.
Schnitker and carried, the application of John PIc Millan for an
increase in his salary of $25.00 per month, and to pay his experienced
help $6.00 per day and laborers $5.00 per day of eight hours, was
granted.
On motion of Trustee L. S. Wilkinson seconded by Trustee J. J.1
Schnitker and carried, the application of W. C. Simmons for a permit
and license to operate a "Kewpie Doll" game was granted.
On motion of Trustee J. J. Schnitker seconded by Trustee
L. Heard and carried, the application of Geo. K. Noland for a permit
and license to operate a "Country Store" was granted.
On motion of Trustee J. J. Schnitker seconded by Trustee Conrad
Richter and carried, the request of Fire Chief A. W. Jackson for
permission to place the Pulmotor on the fire truck and to use the
fire truck to go to the rescue of drowning persons, was granted.
Trustee Richter referred to the death from drowning the day
before and thought we should have a life boat at or near the school
building, but as the oars and oar locks get stolen it was thought
perhaps the life buoys would be more serviceable, and on motion of
Trustee J. J. Schnitker seconded by Trustee Art L. Heard and carried,
Fire Chief Jackson was authorized and empowered to supply whatever he
thinks advisable for protection of the beach to the extent of a dozen
life buoys and ropes if necessary, and present the bill to the City.
A proposed addition to Section 3 of Ordinance No. 159 and a
proposed amendment to Section 6 of the same Ordinance was presented by
Harbor Master Beek, and on motion of Trustee J. J. Schnitker seconded
by Trustee L. S. ,'Wilkinson and carried, the matter was placed in the
hands of the City Attorney to be put in proper form for final considEl
ation of the Board of Trustees.
ORDINANCE NO. 171.
Ordinance No. 171, "An Ordinance of the City of Newport Beach
repealing certain portions of Ordinances concerning the instailationl
of server, water and gees connections," was placed on final passage;
The roll was called and the Ordinance adppted by the following
to -wit: Ayes, Trustees J. P. Greeley, J. J. Schnitker, Art L. Heard,
Conrad Richter, L. S. Wilkinson.
Noes, Trustees None.
Absent, Trustees None.
On motion of Trustee Art L. Heard seconded by Trustee J. J.
Schnitker and carried, the rate for taps of sewer, water and gas was
.established at $10.00 each and for turn -ons for water and gas $2.50 each.
In regard. to the redemption of taxes asked for by yhe Orangel
County Improvement Association on Lots 5, 6 and 7 in Block .33y,
City Attorney Bishop recommended that we look up and see the exact
cost to the City of the deed, takes, etc., and upon payment of some
by the Improvement Association reconvey the lots back to them.

On motion of Trustee L. S. ,lilkinson seconded by Trustee
Conrad Richter and carried, the action as outlined by City Attorney
Bishop was to be follo.zed out.
The request of Burris and Irwin ssking. that the Board of
Trustees endeavor to compel the Pacific Electric Railway Co, to
reopen the crossing on129th Street was brought up and discussed,
and on motion of Trustee Art L. Hurd seconded by Trustee J. J.
Schnitker _nd c rriod, the.City Clerk was instructed to.write to the
F. E. Officials setting forth the f,.cts :.nd ascertain their attitude
in the matter in rog ^.rd to the grade crossing.
On motion of Trustee L. S. gil.�:inson seconded by Trustee J.J.
Schnitker and carried, that dem_lnds No. 1 to 102 inclusive, having
been signed and approved by the finance committee, be allowed and
warrants drawn for same.
The Board of Equalization to meet one week from today at
10:00 A. I.Y.
On motion of Trustee J. J. Schnitker seconded by Trustee L.S.
Wilkinson and carried, the meeting adjourned Sine Die.

The Board of Trustees of the City of Newport Beach met in
regular session on above date at 7:30 P. 1:1.
The President of the Board being absent on motion of Trustee
Art L. Heard seconded by Trustee Conrad Richter and carried, Trustee
J. J. Schnitker was elected chairman for the evening.
Chairman Schnitker then called the meeting to order and the
roll was called as follows: Present, Trustees J. J. Schnitker Art.
L. Heard, Conrad Richter and L. S. '.lilkinson.
Absent, Trustee J. P. Greeley.
This being a legal holiday on motion of'Trustee Conrad Richte
seconded by Trustee Art L. Heard and carried, the meeting adjourned
to Tuesday, Sept. 7, 1920 at 7:30 P. I.T.
