A map of Balboa Island showing the house numbers was presented by Harry Jumper in the absence of the City Engineer, and on motion of Trustee J. J. Schnitker seconded by Trustee Conrad Richter and Carrie the map was accepted and the system' of mouse humbering as given was adopted as the system of house numbers on the Island. President Greeley adopted his rubber stamp as his official signature. On motion of Trustee L. S. Wilkinson seconded by Trustee J. J. Schnitker and carried, dem�.nds No. 103 to 196 inclusive having been signed and approved by the finance committee, be allowed and warrants drawn for same. Oh motion of Trustee J. J. Schnitker seconded by Trustee Art L. Heard and carried, the meeting adjourned to .7ednesday, September 15, 1920 at 7:30 P. Ia. ATTEST .. The meetin• was called to order by President J. P. Greeley. The roll was called as follows: Present, Trustees J. P. Greeley J. J. Schnitker, Art L. Heard, Conrad Richter, L. S. - Jilkinson. Absent, Trustees, None. The minutes of the regular meeting of Sept. 6th and adjourned meeting of Sept. 7th, 1920 were read and approved. The City Clerk announced that it being the hour of 7:30 o'clock P. L:., which hour was the tine fixed for hearing the objections, remonstrances and protests heretofore filed in the matter of the ?proposed construction of a sanitary se,ier under Resolution of Intention No. 133, adopted July 6th 1920. The Clerk then read the protest filed July 20, 1920 by Joseph Ferguson and Edna R. Ferguson. The President of the Board then asked if either of the protestants were present: the protestants were represented by Mrs. Edna R. Ferguson who then addressed the Board. At the conclusion o . her remarks, the President asked if any one else present desired to bil heard on the matter of the aforesaid protest. There being none, the hearing of the said protest was concluded and on motion of Trustee J. J. Schnitker seconded by Trustee Conrad Richter and carried, actio� u a pon same was postponed until the completion of the hearing of the other protests, remonstrances and objections on file. The-Clerk then read the protest filed July 21, 1920 by Bertha 1.1. Schroeder. The President of the Board then asked if the protestant was present. The protestant or no one representing her being present, the President asked if any one present desired to be heard on the matter of the aforesaid protest. There being none, the hearing of the said protest was concluded and on motion of Trustee J. J. Schnit -er seconded by Trustee Conrad Richter and carried, action upon the same ,ras postponed until the completion of the hearing of the other protests, remonstrances and objections on file. At the conclusion of his remarks, the Presides asked if'any one else present desired to be heard on the matter of the aforesaid protest. There being none, the hearing of the said protest was concluded and on motion of Trustee J. J. Schnitker seconded by Trustee L. S. Wilkinson arld carried, action upon same wa; postponed until the completion of the hearing of any other protests, remonstrances or objections. The President of the Board then asked if there was any one present who desired to be heard regarding any of the protests, objections or remonstrances heretofore filed. There being no one else present who desired to be heard in the matter, the Board then proceeded to act upon the protests, objection; and remonstrances heretofore filed. Trustee J. J. Schnitker introduced the following resolution: RESOLVED, that the protest, remonstrance and written objection filed by Joseph Ferguson and Edna.R. Perguson on July 20, 1920, against the work of improvement contemplated by Resolution of Intention No. 133, be and the same is hereby.overruled and denied, and also that the objections contained in the said protest or remonstrance to the extent of the district of lands to be affected or benefited by s.-id work or improvement, and to be assessed to i.ay the cost and expense thereof, be and the same are hereby overruled. RESOLUTION 110. 135, entitled as follows: "A Resolution of the City of Newport Beach, by the legisla• tive branch thereof, to -wit: the Board of Trustees, providing for th( issuance and sale of the bonds of the City of Nevrport Beach for the completion of the rubble mound jetty constructed at the entrance to Newport.Bay, in the sum of 50,000.00; prescribing the form of such bonds, fixing the rate of interest to be paid thereon, the date and place for payment of said bonds, principal and interest, and further providing a sinking fund for the payment and redemption of the bonds principal and interest," having been put in formal condition for final action of the Board of Trustees, was taken up and considered, on motion of _Trustee J. J. Schnitker seconded by Trustee Art L. Hear and on call of the roll Resolution No. 135 was passed by the vote of the following named members of the Bo rd of Trustees: Ayes, Trustees J. F. Greeley, J. J. Schnitker, Art L. Hear Conrad. Richter, L. S. Wilkinson. Noes, Trustees, None. Absent, Trustees, None. Resolution No. 135 was thereupon signed and.afproved by the President of the Board of Trustees. Resolution No. 136 entitled as follows: "_i Resolution of the Board of- Trustees of the City of Newport Beach ordering the construction of certain cement pipe sanit sewers, a reinforced concrete septic tank, reinforced concrete pumpi: stations, a sludge bed and appurtenances in the City of Newport Beac: determining that bonds shall be issued to represent the cost thereof and declaring the work or improvement-to be of more than local or ordinary public benefit and that the expense of said work or improve ment shall be assessed upon a district." having been put in formal condition for final action of the Board of Trustees, was taken up an considered, and on motion of Trustee J. J. Schnitker seconded by Trustee Conrad Richter, the roll was called and Resolution No. 136 vaas passed by the vote of the following named members of the Board o Trustees: Byes, Trustees J. F. Greeley, J. J. Schnitker, Art L. Heard Conrad Richter, L. S. 3ilkinson. Noes, Trustees, None. Absent, Trustees, None. On, 'motion of Trustee J. J. Schnitker seconded by Trustee Conra Richter and carried, the City Clerk was instructed to advertise for bids on the sewer work; siad bids to be received -u-6 to 7:30 F. H. o Oct. 11, 1920 at Which time they were to be opened. Trustee Conrad Richter presented an Ordin -nce concerning the numbering of dwellings and other buildings and places in and upon that portion of Newport Beach known as Balboa Island, which was discussed and considered, and on motion of Trustee J. J. Schnitker seconded by Trustee Art L. Heard and carried, the Ordinance was ordered filed, assigned No. 172 and referred to the City Attorney to be put in proper form for final consideration of the Board of Trusts City Attorney Bishop reported that he could not find where th City would be allowed to appropriate any monen out of the City Treasury for parties responding as life savers. The matter of the contract with the Southern California Ediso: Co. for our street lighting system was brought up and discussed, and on'motion of Trustee J. J. Schnitker seconded by Trustee L..S. Wilkinson and carried, the President of the Board.and the City Clerk mere; authorized to sign the contract. The sketch of a Proposed pier presented by John K. Suckow and ,.which wg,s referred to the City Engineer was returned with his approval, and on motion of Trustee J. J. Schnitker seconded by Trustee Art L. Heard end carried, the request for permit to build the pier was allov!ed. l CNZA L 395 In regard to Lots 5, 6 and 7 in Block 334 of Canal Section which were sold to the City for taxes and which the Orange County Improvement Association wished to redeem, City Attorney stated the City Treasurer should ascertain the exact cost of the lots to the City including taxes, interest, cost of recording, etc. and the date they were deeded; upon payment of the amount the City could quit -clai the lots back to the Orange County Improvement Association. Harbor LTaster Beek asked about the Harbor Regulations 11o. 1 which were to have been drafted, and Trustee Richter, chairman of the Committee reported that he was in correspondence with Los Angeles parties to get a copy of their harbor regulations, and they would then make up a copy for our use. City Attorney Bishop brought up the matter of condemning the right -of -way on Central Avenue to Balboa for street purposes which met with a lengthy discussion, and the matter was laid over to the next meeting to determine just how mmch it was thought best to includ in•t;.e condemnation proceedings. H. L. Sherman one of the advertising committee of the Balboa Chamber of Commerce was present and presented the matter of advertisi our City during the winter, The advertising committee from the t-wo Chambers of Commerce favored getting out a folding circular similar to one gotten out by Catalina Island, copX of which he presented, 50,000 of which would cost not to exceed y71500.00. These were to be lit in bulletin boards throu_a•hout Southern California and would cost 37.50 per month to keel the bulletin boards filled. The amount necessary to defray the expense of-same was asked to be taken out of the advertising fund. On motion of Trustee girt L. Heard seconded by Trustee L. S. .7ilkinson and carried, the followine, committee was appointed in connection aith the committee from the two Chambers of Commerce, to investigate the matter and get the actual figures and subject matter for a circular of this kind to present to the Board, and a special meeting would be called if necessary to hurry the matter along. The committee are Trustees Art L. Heard and L. 3. .7ilkinson. On motion of Trustee Conrad Richter seconded by Trustee J. J. Schnitker and carried, the City Electrician was to be nmtified to place a light on the municipal dock at the foot of 19th Street. Marshal Porter referred to a complaint :,hich had been ml.de about some chickens and zoats disturbing the nei;hbors in a certain Part of Zevrnort Beach, -nd they would lime something done about it. On motion of Trustee J. J. Schnitker seconded by Trustee Art L. Heard and carried, the Health Officer w s instructed to look u% the matter and report at the next meeting. H. L. Sherman thought ball playing should be prohibited in busy places on the beach, but as the busy ses.son was about over no action waas taken at this time. On motion of Trustee J. J.
