The condemnation proceedings to cover a strip 5 feet wide on
ach side of the track from 21st Street to 9th Street; about 14 feet
n each side of the track from Alvarado Street to B Street; about 58

On motion of Trustee J. J. Sehnitker seconded by Trustee Geo.
Wilson and carried, the meeting adjourned to Friday night, Oct.
5th at 7:30 P. M.

City Hall, Newport Beach, Oct. 15, 1920.
The Board of Trustees of the City of Newport Beach met in
session at 7:30 P. Pat. on above date. The meeting was
order by President Greeley.
The roll was called as follows:
Greeley, J. J. Sehnitker, Geo. P. Wilson,
Wilkinson. Absent, Trustees None.
Present Trustees J. P.
Conrad Richter, L. S.
The minutes of the previous adjourned meeting were read and
approved.
A Communication from the Mayor of Santa Monica asking that
we do what we can to help get the next annual meeting of the League
of California Municipalities at Santa Monica was read, and on motion
of Trustee J. J. Sehnitker seconded by Trustee L. S. Wilkinson and
carried, the delegates going from here were instructed to use their
best efforts towards getting the next meeting of the League at
Santa Monica.
Trustee Greeley reported that he just had a telephone
message from City Attorney Bishop to the effect that the bid for the
$50,000.00 jetty bonds was at a discount and he advised them that we
could not accept less than par value for them.
City Treasurer Wallace stated that he was ggite sure some
of the Banks of Orange County to whom he had spoken would take
$30,000.00 worth of the bonds, and he thought he would be able to
dispose of the balance to some of the other Banks in the County, but
we would have to get O'Melveny, Millikin & Tuller, Attorneys to pass
on the bonds first.
On motion of Trustee J. J. Sehnitker seconded by Trustee
Geo. P. Wilson and carried, the City Clerk was instructed to get the
opinion of the bonds from the above mentioned firm.
Trustee Greeley referred to our water-system and stated he
had been to see the Pacific Electric Officials to get a temporary
permit to cross their track with a pipe line, bgt the engineering
Department advised him that they could not and would not give a
permit to cross on the bridge they are building.
Trustee Greeley also stated that we must construct a new
line from the pumping plant to the reservoir very soon.
After a very lengthy discussion of the matter, on motion of
Trustee L. S. Wilkinson seconded by Trustee J. J. Sehnitker and
carried, the Water Superintendent was instructed to do some prospect
ing some time between now and the next regtlar meeting, and come
before the Board with a recommendation of what would be the best
location for a pipe line.

The sewer question was then taken up which was also discussed
at length and on motion of Trustee L. S. Wilkinson seconded by Trustee
Geo. P. Wilson and carried, the City Engineer was instructed to l
correspond with the State Board of Health setting forth the facts ofd
our sewer system, and that the bids advertised for were prohibitive, and
'ask if they have any suggestion to offer as to what is beat to do in
the matter.
On motion of Trustee L. S. Wilkinson seconded by Trustee J. J.
Schnitker and carried, the Street Committee acting with the City '
Engineer were instructed to report to the Board at the next meeting
with recommendations as to w7lether it would be wise to gave any of
the streets of our City soon to make them passable at all times.
Glenn Helms was present and referred to the fact that when
former City Engineer Webber staked out 24th Street from Central Ave.
to the Bay he made a mistake and got it about 2 feet off at one end,
and in putting in the curbing it is correspondingly off. In order
to avoid the expense of a new curb Mr. Helms offered to deed to the
City the strip on one side if the City would abandon a like amount on
the other side to him.
On motion of Trustee.L. S. Wilkinson seconded by Trustee J. JI
Schnitker and carried, it was ordered that the necessary steps be
taken to make the street conform to the present curbs and the proper)
abandonment proceedings be prepared when the deed is ready for the
other aide.
Trustee Wilkinson referred to the camp grounds and thought we
should start now to get them in shape so that we could have something
to present to the campers that we are not ashamed of. Owing to thel
fact that the campers have ruined the sidewalk below Balboa by driving
on it with their automobiles, and also that the Pacific Electric Land
Co. intend to put their tract on the market in the spring, it was
suggested that the present camp sites be abandoned and we fix up a camp
ground on the City property along the bay.
On motion of Trustee Geo. P. Wilson seconded by Trustee J. J.
Schnitker and carried, the Street Committee and Street Superintendent '
be instructed to gather up the automobile racks and stack them where
they will be safe.
Trustee Richter presented a report from City Electrician
Rodger to the effect that our electric lighting system at this end
is entirely beyond repair, and is so badly grounded that it would be
money thrown away to try to fix it. It should be replaced with lead
covered wire perfectly insulated, and would probably cost in the
neighborhood of.$1300.00; he would have the exact amount of wire, etc.
needed in a day or two. It is in such shape that quick action is
necessary or we will be out of lights. Trustee Richter also stated',
that a number of street control boxes had been paid for but were never
put in.
On motion of Trustee L. S. Wilkinson seconded by Trustee J. J.
Schnitker and carried, the City Clerk was instructed to advertise for
bids on the necessary wire and material for fixing the lights upon
receipt of the proper data from the Street Committee.
City Engineer Sresely brought up the sewer system for Balboa
Island and stated that in view of our experience with the main land
sewer he did not feel like causing the expense of making plans for the
Island sewer at the present time, and it was suggested that he get in'
touch with the people on the Island and if they are willing to stand',
the expense at the present time to go ahead.
On motion of Trustee Geo. P. Wilson seconded by Trustee J. J:
Schnitker and carried, the City Engineer was instructed to invite a
representative of the State Board of Health to inspect and give his
opinion of the sewer on the Island.
On motion of Trustee L. S. Wilkinson seconded by Trustee Geo
P. Wilson and carried, the City Clerk was instructed to notify the
La Habra valley Land & Water Co. that the City intended to exercise
the right of purchase of the 2 acres for sewage disposal plant in
accordance with the lease entered into with them on May 15, 1918.
On motion of Trustee J. J. Schnitker seconded by Trustee Geo.
P. Wilson and carried, the meeting adjourned Sine. Die.
