HomeMy WebLinkAbout01/03/1921 - Regular Meeting412 City Hall, Newport Beach, Jan. 3, 1921. The Board of Trustees of the City of Newport Beach met in regular session at 7:30 o'clock P. M. on above date. The meeting was called to order by President, J. P. Greeley. The roll was called as follows: Present Trustees J. P. Greeley, J. J. Schnitker, Geo. P. Wilson, Conrad Richter, L. S. Wilkinson. Absent, Trustees, None. The minutes of the previous regular meeting were read and appr6ved. The reports from the heads of the various departments were read and on motion of Trustee J. J. Schnitker seconded by Trustee Gec P. Wilson and carried, the reports were accepted and ordered filed. SPECIAL C0181ITTEES. City Attorney Bishop reported that he and Mr. Kressly, had is up the matter of jetty completion with Mr. Ledbetter but had to take up the matter with the Harbor Commission before making a report. He thought in about to days they would be able to make a full and comprehensive report. The committee was therefore continued. Treasurer Wallace brought up the matter of the Citys buying the S. P. Wharf and forming an assessment district to pay for it if it can be done that way, and if not by a bond issue, as the Southern Pacific Co. are going to wreck it. The S. P. CO. would move their office down about 25th Street and would quitclaim the wharf and tract back to the Pacific Electric track for 413500.00. City Attorney Bishop was to see if an assessment district could be formed for the purchase of the wharf and also for the building of a new wharf at Balboa. Street Superintendent Knight reported that the street signs would be shipped tomorrow from San Francisco, but the blacksmith could not get enough iron of the proper size to make the brackets, bi thought he might be able to in a few days. The communications were read and referred to the proper orde of business. tTNFINISMliD BUSINESS. City Attorney Bishop presented an Ordinance for first readix and discussion creating a City Manager for the City of Newport Beach, which met with a very lehgthy discussion, and a motion by Trustee L. S. Wilkinson seconded by Trustee J. J. Schnitker that the Ordinance be passed to the - second reading was carried by the following vote, to -wit: Ayes, Trustees J. J. Schnitker, Geo. P. Wilson, L.S. Wilkins Noes, Trustees J. P. Greeley, Conrad Richter. On motion of Trustee Conrad Richter seconded by Trustee J. Schnitker and carrier], the Chair was to appoint a committee of at least two members of the Board and one outside member to investigate the matter.of City Manager and come before the Board at the nett meeting with a recommendation. The Chair appointed a committee of the whole with the City Attorney. NEW BUSINESS. City Attorney Bishop stated that Mr. Irvine would like to get the legislature to disincorporate the land taken into the City some time ago through an oversight, and the City Attorney would like the authority to say to the legislature that it was the desire of thi Board of Trustees to correct the exterior boundaries of the City to leave out the Irvine property. On motion of Trustee J. J. Schnitker seconded by Trustee Geo P. Wilson and carried, the City Attorney was instructed to put a bil: through the legislature to that effect. . He was also instructed to try and get a bill through allowinj the Board of Trustees to appoint the Assessor and Tax Collector, and also a bill to allow the forming of an assessment district to dredge the canals at West Newport. Treasurer Wallace stated that the La Habra Land & Water Co. and the Banning interests wanted to join with the property owners of the City to drege the canals at West Newport and make them navigable clear to the dam at Bitter Point. Upon motion of Trustee J. J. Schnitker seconded by Trustee Geo. P. Wilson and carried, a Resolution was to be presented to the Board of Supervisors asking them to change the name of Newport Road to the Newport Harbor Boulevard. E, r u CNZA 1 413 The communication of Harry Ward asking that the contract be renewed for a period of two years instead of one as heretofore was taken up and discussed, and on motion of Trustee Conrad Richter seconded by Trustee Geo. P. Wilson and carried, the City Attorney was instructed to draw up a contract for two years and that the President of the Board and City Clerk be authorized to sign the same. The communication of Harbor Master Beek was laid on the table. President Greeley referred to the fact that the advertising folders sent out by the Times - Mirror Co. had not been prepaid and som of them might not have been received for distribution, and on motion of Trustee L. S. Wilkinson seconded by Trustee J. J. Schnitker and carried, the City Clerk was instructed to take the matter up with the distributing agency and see if the folders have been accepted for distribution by the different branches. On motion of Trustee L. S. Wilkinson seconded by Trustee Geo. P. Wilson and carried, demands No. 463 to 536 inclusive, having been signed and approved by the Finance Committee, be allowed and warrants drawn for same. On motion of Trustee J. J. Schnitker seconded by Trustee Geo. P. Wilson and carried, the meeting adjourned to Monday night January 10, 1921 at 7:30 P. M. nmTF.q T- No meeting Jan. 10, 1921. Sohnitker and carried, the reports were accepted and ordered filed. SPECIAL COMMITTEES. City At orney Bishop reported that he had not been able to get anything definite:out of Mr. Ledbetter on the jetty completion work, and if the committee were granted more time he would write to Mr. Ledbetter and tell him something had to be done right away. The committee was therefore continued. Trustee Richter stated that he had a talk with lilt. Ledbetter and he stated if the City could arrange with the Harbor Commission to look after the work he could get a better price on rock at the quarry and could do the work at approximately the price of the County work. Trustee Greeley repdrted he had been to see the Pacific Electric Officials in "regard to the right -of -way on Central Avenue, but nothing new has developed. He and Mr. Kressly expects to have a meeting with them next Friday, and if they cannot do anything with them.will recommend filing suit for condemnation.
